PATA lauds Albay ecotourism initiatives

LEGAZPI CITY, Nov 26 (PIA) – Pacific Asia Travel Association CEO Mario Hardy lauded the province of Albay for pushing initiatives in ecotourism noting its promising future as a tourism destination in the Pacific Asia.

 “Albay as a tourism destination has a promising future. It has a lot to offer in terms of nature, culture and adventure. Albay has tremendous potential; I can see a very good future for the tourism industry here in your province,” Hardy said during the media briefing for the PATA Forum at the Oriental Hotel yesterday.

Albay teamed up with the Department of Toursim (DOT) in hosting the PATA New Tourism Frontiers Forum 2015 slated November 25-27 themed “Ecoturism-Transcending Climate Change”.

Hardy cited Albay’s warm hospitality and generosity in hosting the event bringing together 561 registered foreign delegates, with target set at 168, from all corners of the world, including Canada, Guam, Hong Kong, Kenya, New Zealand, Sri Lanka, and the United Kingdom.

“This event brings together tourism professionals from both the public and private sector to share their insights and experiences on tourism, and how impacts and is affected by climate change with the aim of ensuring the responsible growth and development of travel and tourism in a sustainable manner,” he said.

Hardy urges the provincial government to sustain its efforts in stepping up eco tourism industry particularly in setting up of infrastructures such as airports that would offer direct flights to intensify destinations connectivity.

He noted that “everything in Albay is green” which must be sustained and protected amidst the expected influx of tourists.

The choice of Albay as the venue for summit also reflects PATA’s primary advocacy issue of dispersing tourists to lesser-known yet attractive corners of the world.

“Albay is one such destination and was recognized as such, having recently been awarded the PATA CEO Challenge 2015 Top Destination in the category of Regions/States/Provinces. As the winner, TripAdvisor will now work with the Provincial Government of Albay to help showcase the fantastic tourism offerings of this province to their global audience,” Hardy said.

Hardy added TripAdvisor has donated half a million dollar to Albay for digital marketing campaigns to showcase their destination to a global audience.

The PATA Tourism Forum also features engaging and entertaining activities for the delegates such as the Technical Tour and Tourism Marketing Treasure Hunt complemented by the conference session on Interactive Marketing on Friday.

“Through our event, we have also developed an exciting programme tomorrow that will provide our delegates a taste of what Albay has to offer today’s travelers,” Hardy added.

 Some 21 dynamic speakers from organizations such as E-Tourism Frontiers, Green Fins/Reef-World Foundation, Guam Visitors Bureau, Japan Tourism Marketing Co., Jetwing Hotels Ltd., Khiri Travel Group, SpiceRoads Cycle Tours, TripAdvisor, the United Nations Environment Programme (UNEP), the United Nations Office for Disaster Risk Reduction (UNISDR) and WWF International will likewise discuss critical issues that the world is facing today. Albay lass wins APEC 2015 video contest

LEGAZPI CITY, Nov. 20 (PIA) – “Anna’s Village” made by Christhelyn Siena Quides from Pio Duran, Albay won first place at the 2015 Asia Pacific Economic Conference (APEC) video contest.

“I came up with Anna’s Village because it is important not only to enumerate what people and communities can get out from innovation, technology, and development, but also to actually tell their story,” Quides said.

She said the video shows the child Anna as representation of every Filipino child with dreams and hopes that future will be good while her parents are representation of every father and mother striving hard to secure their children’s future.

The video features how technology helped to spur innovation in a small, remote community and promote its development.

“The story of Anna’s village creatively shows how technology and innovation can make a positive difference to people’s lives and livelihoods,” said Alan Bollard, executive director of the APEC secretariat.

Bollard said the video provides not only a clear picture of APEC’s work and its potential benefits to people and society but also inspiration to leaders, ministers and senior officials in taking the region’s agenda forward.

The contestants made a three-minute video interpretations of the impact of trade and economic development on people’s lives in the Asia-Pacific, with particular focus on the benefits of technology and innovation for micro, small and medium enterprises.

“The APEC Video Contest is intended to provide the public with an opportunity to visually articulate the inclusive economies theme and priorities being taken forward through cooperation among member economies,” Bollard said.

The second and third place winners were “Bridging Creative Economies for a Better World” by Robert Cristobal of Singapore and “Technology Runs the Artery of our Society” by Michael Golez of the Philippines.(EAD/SAA-PIA5-Albay)

Gov't gives cash aid to 9 ex-rebels in Albay

LEGAZPI CITY, Nov. 19 (PIA) –The government has awarded P585,000 in livelihood assistance to nine rebel returnees and their families living in Albay.

The former members of New People’s Army received P65,000 each during a ceremony at the headquarters of the Philippine Army’s 901st Infantry Brigade (IB) in Daraga, Albay on Nov. 9.

Brig. Gen. Ignacio A. Obligacion, 9th Infantry Division assistant commander, led the distribution of the checks to the rebel returnees under the government’s Comprehensive Local Integration Program (CLIP).

Obligacion welcomed the rebel returnees back to society, urging them to “start living a normal life together with their families.”

“We, in the 9th Infantry Division, are very glad to welcome and assist rebels who have finally decided to lay down their arms and seek the assistance of the government,” Obligacion said.

“We know that they had difficult life while in the mountains as they were exploited to fight against the government. It is about time for them to give up their arms, embrace the government and start living a normal life together with their families,” he added.

A committee made up of various agencies and headed by Albay Governor Joey Salceda would advice the CLIP beneficiaries in investing the livelihood financing given to them by the government so as to help them find more sustainable sources of income.

Additional training and support such as health insurance and scholarships will also be accorded them and their dependents.

CLIP focuses on the integration of members of the NPA, Communist Party of the Philippines and National Democratic Front, who decide to abandon armed struggle and rejoin mainstream society.

Under CLIP, rebels who surrender to the government with their firearms are given monetary assistance of P15,000 and livelihood assistance of P50,000.

Implementation of CLIP is based on Joint Memorandum Circular dated May 15, 2014, between the Department of Interior and Local Government (DILG) and the Office of the Presidential Adviser on the Peace Process.

Col. Claudio Yucot, 901st IB commander, disclosed that 10 more rebels had surrendered to the government forces and will be given government assistance after the evaluation being undertaken by the CLIP committee.

“CLIP offers a great opportunity for our long lost brothers to start a new life with a positive future ahead for their families. Youths launch parol project to help Albay prisoners

LEGAZPI CITY, Nov. 20 (PIA)–Volunteers from the Team Albay Youth Organization (TAYO) will be lighting parol (holiday lanterns) along Capitol Annex at 6 p.m. today as it launches its “#BeTheLightShareAStar” Christmas project.

 In launching the #BeTheLightShareAStar Christmas project, TAYO aims to generate fund for the group’s livelihood projects and for “our brethren at the provincial jail,” TAYO chairperson Alfred Nimo said.

The lanterns are made by inmates of the Albay District Jail.

It is part of the livelihood project to provide inmates with a venue to use their time productively and help them become responsible persons.

Nimo calls for support to the project by sponsoring a star lantern worth P100 each.

 “Interested sponsors can submit the list of names that will be placed on each of the star lanterns to be displayed at the Acacia tree in front of TAYO Youth Center at the Population Management Division Office,” Nimo said.

4 Catanduanes schools named best 'Brigada' implementers

VIRAC, Catanduanes, Nov. 19 (PIA)—At least four schools in this province are among the state-run schools in Bicol that have been honored by the Department of Education (DepEd) for their exemplary performance in mobilizing community participation in Brigada Eskwela—a pre-opening cleanup and maintenance activity.

These schools were formally recognized as this year’s “Best School Implementers” of Brigada Eskwela in ceremonies held on Oct. 29 at the Casablanca Hotel in Legazpi City.

Likewise, five individuals in each honored school were cited as “Best Stakeholders.”

 The annual Brigada Eskwela (“Brigada”) or the National Schools Maintenance Week is a school maintenance program that assembles a legion of volunteers both from the government and the private sectors to contribute their time, resources and effort to spruce up public schools before the opening of classes in June.

They paint classrooms, repaired furnitures and cleaned up the school grounds, with materials and supplies donated by the parents or by private businesses and foundations.

In his message to the winners, DepEd Regional Director Ramon Fiel Abcede cited the community’s endless commitment for Brigada.

This year, Brigada in Bicol generated some P230 million worth of repair, construction and maintenance support, as well as volunteer services.

Adjudged best implementers are Juan M. Alberto Memorial Elementary School (JMAMES) in Virac, Cobo Integrated School in Pandan, Panganiban National High School (PNHS) and Catanduanes National High School (CNHS).

Named best stakeholders were principal Ruth Sorrera, Brigada coordinator Irene Borja, Parents-Teachers Association (PTA) president Jose Navar Jr., Student Pupil Government (SPG) president Franz Henry dela Rosa, Virac Mayor Flerida Alberto;

Multi-agency team to help Bicolano overseas workers vs 'laglag bala' scam

LEGAZPI CITY, Nov. 18 (PIA)—The Department of Labor and Employment’s regional office here is spearheading the formation of a team that will help overseas workers from Bicol in the event they fall prey to the alleged “laglag-bala” racket at the Ninoy Aquino International Airport (Naia) .

 “It’s a local-based response and assistance team specifically aimed to assist Bicolano (overseas workers) who may be victimized,” DOLE Regional Director Nathaniel Lacambra said.

Composing the team are DOLE, Overseas Workers and Welfare Administration, Philippine Overseas Employment Administration,Technical Education and Skills Development Authority, National Reintegration Center for OFWs, National Labor Relations Commission, National Concilliation and Mediations Board and Professional Regulations Commission.

Lacambra, also chair of Regional Coordinating Council, said the major roles of the team will be relaying messages, information and assistance to relatives of victims who are in Bicol and coordinating with officials of Legazpi and Naga airports.

The specific functions of each member-agency will be crafted during its first meeting set for today, Nov. 18.

Lacambra said the team’s motto and code of engagement is “Laglag Bala, Sagip Biktima; DOLE Bicol’s OFW Asistensya.”

“So far, as per our assessment there is not much problem in our airports here. It may be a duplication if we deploy personnel to Naia since the DOLE central office team is already there. What we can do is to provide assistance to family members of victims who are here,” he said.

Lacambra’s office has made public service announcements in at least five radio stations in the region, calling on Bicolano migrant workers who will be leaving the country to double their luggage security and to look for DOLE’s help desk in Naia.

“We advise Bicolano (airline passengers to) make it a habit to check where the DOLE airport help desk is so that they will know where to seek assistance,” DOLE Assistant Regional Director Ma. Karina Perida-Trayvilla said.

DSWD launches "Tuloy Ang Pagbabago" drive

NAGA CITY, Nov. 13 (PIA) –The Department of Social Welfare and Development (DSWD) has rolled out a drive to encourage the poor and vulnerable to work together and take practical actions to contribute to a better nation.

Social Welfare and Development Secretary Corazon Soliman said the “Tuloy ang Pagbabago” campaign extends the positive changes on the beneficiaries of conditional cash transfer (CCT) program, also known as the Pantawid Pamilyang Pilipino Program (4Ps).

Soliman, whose department manages the program, said the active citizenship campaign will ensure that the program’s positive effect on the beneficiaries extends beyond mere alleviation to prosperity.

She said the call of beneficiaries to institutionalize CCT or 4Ps in the government by enacting a law on the matter was a major bid for change that had the all-out support of DSWD.

“Change is in our hands. Continue to pursue change in the way that has been proven effective, fruitful and has helped alleviate and brought a story of change in your life,” Soliman told the more than 400 beneficiaries who attended the launch at the Naga Regent Hotel last Monday.

For his part, Mayor John Bongat who graced the launch said making the program an institution of social protection and human development in the country will sustain the hope of 4Ps beneficiaries to lift their families from poverty.

Bongat said the House bill seeking to institutionalize 4Ps was crafted by Soliman and sponsored by Camarines Sur Rep. Leni Robredo,

The launch also featured live testimonials from beneficiaries who fulfilled their dreams with the help of 4Ps.

They later hung the postcards of their individual stories of change to what looked like an evergreen tree, symbolizing their commitment to pursue the positive changes on their life and participate in communities and wider society as informed, critical and responsible citizens using the knowledge and ability that they developed in the 4Ps.

The 4Ps is the first nationwide program to directly hand over cash to the poorest Filipinos.

The program gives P500 for each family beneficiary as “health grants” while three child-beneficiaries per household are given P300 (elementary student) and P500 (high school student) each month for one school year as “education grants.”

 The monthly cash grants are provided as long as the beneficiaries comply with certain conditions, such as regular visits to health centers of children 18 years old and below and the maintenance of a class attendance rate of at least 85 percent a month for those who are enrolled in day-care centers or schools.

Beneficiary families are required as well to take part in regular “family development” sessions, where participants are coached on parenting, gender fairness, child rearing, household management, nutrition and basic health.

DSWD said that the 4Ps has been implemented in 41,519 barangays (villages) in 144 cities and 1,483 municipalities nationwide. (EAD/LSM/JRM/PIA5-Camarines Sur)

Catanduanes to spread Christmas cheers

VIRAC, Catanduanes, Nov. 11 (PIA)—This year’s Christmas Cheers, a nightly show in this capital town during the Christmas season, will start on Dec. 13.

The Catanduanes State University’s Hablon Dawani will herald the opening of the 18-day night show.

 A brief program will mark the start of the event.  This will be followed by prayer to be led by Bishop Manolo delos Santos.

Just before the ceremonial lighting of the Christmas Tree at Virac Plaza, people can look up at the night sky and enjoy the fireworks.

NTC taps Catanduanes media for drive vs text scam

 VIRAC, Catanduanes, Nov. 11 (PIA)—With more and more cellphone users being pestered by text message scams, the state regulator of telecommunications companies turned to the local media to inform the public of the steps the agency was taking to stop the fraud.

The National Telecommunications Commission called a press conference two Thursdays ago, Oct. 29, to announce the measures being undertaken by the commission to curb the proliferation of text scams.

Ariel Padilla, regional director of NTC for Bicol, discussed the memorandum issued by NTC Commissioner Gamaliel Cordoba last Sept. 7, directing Globe Telecommunications, Smart Communications and Digital Mobile Philippines (Sun Cellular) to undertake an intensive public information campaign, warning their customers about text scams.

In the memo, the NTC asked the telecommunication providers to protect their patrons by putting out 30-second and 15-second television advertisements that would teach them to avoid falling prey to text message swindlers.

Padilla said that scam messages are disguised as raffle winnings, promotional advertisements, or notices of accidental load transfers or account charges.

He said that as early as last year, the NTC issued a memorandum, asking the telecommunication firms to spread text blast to their patrons to warn them about text scams.

Text blast is a broadcast facility that enables the telecommunication providers to send a high volume of text messages to millions of mobile users, in one sending.

The text blast was supposed to run from Sept. 8 to 22 last year.

DTI Bicol: Ensure safety; buy ICC-marked Christmas lights

LEGAZPI CITY, Nov 10 (PIA) – The Department of Trade and Industry (DTI) Bicol again reminds consumers to buy Christmas lights with Import Commodity Clearance (ICC) mark to ensure safer festivities this coming Christmas season.

“Only those sets of Christmas lights with ICC stickers have passed DTI’s mandatory safety tests, thus these products are safe and reliable to use,” DTI Bicol Regional Director Jocelyn Blanco said.

Blanco alerts the public to be vigilant and extra cautious in choosing and buying Christmas lights products to adorn their homes so as not to put the lives of their loved ones in danger.

DTI regulates the sale of Christmas lights in the local market to protect consumers from the hazards posed by substandard products such as electric shock and overheating that often lead to fire, property damages and even loss of lives.

Blanco explained that under the DTI-Bureau of Philippine Standards (BPS) Product Certification Scheme that is based on the Department Administrative Order (DAO) 05:2008, all importers of Christmas lights shall secure an ICC certificate, prior to the sale and distribution of their products in the local market.

Only those whose products have complied with the requirements based on the Philippine National Standard on Christmas lights (PNS 189:2000) are appropriately issued with the ICC Certificate and are allowed to affix the ICC stickers on their products or product packages.

 “The ICC mark is in sticker form and comes with a unique serial number.  Those sets of Christmas lights with pre-printed ICC mark on its package are definitely uncertified and did not undergo proper tests and inspections of the Department,” she stressed.

250 village leaders hold disaster simulation in Camarines Norte

DAET, Camarines Norte, Nov. 10 (PIA)–Some 250 village leaders gathered recently for a disaster mitigation drill and discussion of simulated emergency scenarios in Mercedes town.

Floreto Dapena, who works in disaster preparedness with the Office of Civil Defense (OCD) in Bicol, said the “tabletop” exercise aimed at going over contingency plans, early warning systems and evacuation procedures of each of the town’s 26 barangays.

On the other hand, the drill sought to test those plans, policies and procedures, he said.

Dapena said that the twin exercises were “very vital” for barangay officials who serve as government’s frontline responders during calamities.

A town of more than 48,000, Mercedes is vulnerable to natural calamities, he said.

Exercises allowed the villages to work through their emergency response plans, while also building relationships between individuals who would be involved in an actual emergency, he added.

Likewise, the exercises provided opportunity to some support organizations to observe the level of preparedness in Mercedes.

Those who observed came from OCD, Red Cross, United Nations Children’s Fund, Provincial Disaster Risk Reduction and Management Office of Camarines Norte, municipal disaster risk reduction and management councils of Basud and Paracale, and Department of Education.

Mayor Alexander Pajarillo said capability-building trainings given in the last two years to farmers and fisherfolks of Mercedes included disaster risk reduction and management (DRRM).

Pajarillo said it was fortunate the Adventist Development and Relief Agency (ADRA) came on board.

The third and last phase of what he called “Sustainable and Resilient Agribusiness Management in Mercedes” project will involve tabletop simulation and drill, he said.

DTI steps up drive vs Bicol shops selling cheap but hazardous Christmas lights

LEGAZPI CITY, Nov. 10 (PIA)--Ten stores in Albay province were found selling Christmas lights without the required clearance from the Bureau of Product Standards (BPS) of the Department of Trade and Industry (DTI).

Rodrigo Aguilar, director of DTI for Albay, said he led the enforcement activity following reports of rampant selling of Christmas lights that had no BPS mark stickers or Import Commodity Clearance (ICC) certificate stickers.

Aguilar said absence of BPS mark stickers or ICC certificate stickers in Christmas lights was proof that the brands failed to pass safety standards of DTI.

Aside from uncertified brands, Aguilar said some of the Christmas lights sold in those stores had fake ICC certificate stickers.

Aguilar said his enforcement team made an inventory of the uncertified lights and sealed the same in order to prevent the unscrupulous store owners from selling them.

Rolls of fake ICC stickers were likewise confiscated.

According to DTI Regional Director Jocelyn Blanco, while these lights may be cheaper, they have a higher risk of failing by burning up or causing electrical shock when handled improperly.

Blanco reiterated the DTI’s warning to the public to buy only Christmas lights with genuine ICC stickers to ensure that these passed safety tests.

Echoing a DTI advisory released earlier, Blanco said “consumers should be extra cautious if products are sold cheap.”

The Christmas lights with fake or without ICC stickers were sold at prices ranging from P60 up to P80.

Prices of Christmas lights with genuine ICC stickers range from P300 to P500.

3 Sorsogon towns deemed best in environmental care

SORSOGON CITY, Nov. 6 (PIA) – The local government units (LGUs) of Bulan, Casiguran and Sta. Magdalena won the top awards in the 2015 Search for Cleanest and Greenest localities to promote protection, conservation and management of the environment.

The Gawad Gobernador sa Kapaligiran was presented to the winners during the closing program of Kasanggayahan Festival at the Provincial Gymnasium in Sorsogon City last Oct. 26.

The search was organized by the Provincial Solid Waste Management Board (PSWB) and the Provincial Environment and Natural Resources Office (PENRO) in line with the provincial government’s commitment to promote protection, conservation and management of the environment.

The PSWB and PENRO said the award was a testament not only to the LGUs’ excellent performance in the implementation of Sorsogon’s programs on Clean and Green and Climate Change Adaptation but also in the leadership of their mayors: Mayor Marnellie B. Robles of Bulan, Mayor Ma. Ester B. Hamor of Casiguran, and Mayor Alejandro B. Gamos of Sta. Magdalena.

Each winner received a solar panel system that can generate at least 1,000 watts of elecricity and a certificate of commendation.

The award-giving body said Bulan’s “serious commitment” in the “massive” information drive on environmental conservation, protection and management enabled the LGU to comply with the mandate decreed by the environmental laws.

Apart from the three, the city government of Sorsogon received a “special award” for its “remarkable concern” in the promotion of a healthy environment.  The city under the helm of Mayor Sally A. Lee has maintained an operational Class AAA slaughterhouse and a functional waste water treatment facility for its public market.

Barangay Tugos in Sorsogon City was adjudged the best barangay supportive of the province’s Clean and Green and Climate Change Adaptation programs.

Tugos and the city received a solar panel system that can generate at least 500 watts of elecricity and a certificate of recognition.

Aside from being declared as the cleanest and greenest LGU for Category A, Bulan also received a special award for the “impressive formulation” of information and education campaign (IEC) materials.

Provincial Environment and Natural Resources Officer Maribeth L. Fruto said they employed the search as a monitoring strategy of the PSWMB to recognize the accomplishments of Sorsogon’s lone city and 14 municipalities in terms of protection, conservation and management of the environment.

Among the areas evaluated were public markets, public terminals, public plazas and parks, barangays with community gardens, municipal nurseries, managed watershed areas, roadside beautification, central material recovery facilities and support systems.

DAR, LGU team up to boost clean agrarian water system in Tinambac town

LEGAZPI CITY, Nov 3 (PIA) -- The Department of Agrarian Reform (DAR) Bicol and the local government unit (LGU) of Tinambac, Camarines Sur II recently joined hands in the launching of the community-managed potable water, sanitation and hygiene (CPWASH) project in the said municipality to provide disease-free water system to agrarian reform beneficiaries (ARBs) and local communities in the said municipality.

Provincial agrarian reform program officer I (PARPO I) Gay L. Labad said  DAR has conceptualized CPWASH to be done by installing low-cost water supply technology and sanitation systems that primarily address the requirements of safe, clean and potable water for the ARBs and other residents in the agrarian reform communities.

“We are pushing this project especially in remote areas where people lack potable drinking water,” Labad said as she commended the Tinambac LGU for their willingness to help the DAR in this project.

Labad said DAR provided the WATSAN Technology while LGUs , Pag-asa Farmers and Farmworkers Association (PFFA) provided the construction materials and necessary labor requirements as their project counterparts.

The project amounting to P230,000 will include construction of 23 water and sanitation (WATSAN) facilities including iron removal filter (IRF), biogas digester, rain water collector and bio-sand filters.

“This is the fifth municipality in Camarines Sur II area where CPWASH will be implemented after Canaman, Sagñay, Caramoan, and Garchitorena.” Labad said.

On the other hand, Tinambac mayor Ruel T. Velarde was pleased to be selected among the recipient LGUs. He expressed his intention to expand the project to other barangays, acknowledging water as the basic right of every community.

“We are glad that DAR is continuously assisting our town through the provision of support services such as the provision of potable water system,” Velarde said.

Meanwhile, Edmundo Nacario, CPWASH point person, explained “the rain water collector and iron removal filter will be constructed at Pag-asa Elementary School compound while bio-sand filters will be provided to twenty households. Both facilities are useful in removing limestone sediments and turn rain water and water from artesian well safe to drink.”

“While the biogas digester will collect waste from the piggery and other farm animals to produce methane gas which could produce fire for cooking,” he added.

Signing of the memorandum of agreement (MOA) highlighted the launching led by PARPO I Labad,  mayor Velarde, and PFFA chairperson Severino Barcillano.

Pag-asa punong barangay Salvador Bermillo, councilor Annie Cabral, municipal agrarian reform officer Romulo Caceres, support services division chief Benjar Romero, and other DAR personnel also witnessed the activity.

Sorsogon fishermen get P.9M Worth of new boats, fishing gears from DOLE Bicol

LEGAZPI CITY, Nov. 5 (PIA) -- Some 154 fishermen from eight villages in Gubat town of Sorsogon province get brand new boats and fishign gears amounting P924,000 from the Department of Labor and Employment (DOLE) under the Integrated Livelihood and Emergency Employment Program (DILEEP).

“ Dati naghuhuram ako ki banka sa pagkua ki sea shells na pinapabakal ko para sa pangaroaldaw mi na pangangaipo. Niyan mas maray na an samuyang pamumuhay ta harayo na an samuyang naabot sa pangingisda ta may sadiri na kaming sakayan kan sakuyang agum. Sabay kami na namamalakaya (I used to borrow a boat to gather sea shells to sell to provide for our everyday needs, yet now we have our own boat. It has helped us ease the burden to earn since I can now make use of our new boat for fishing)," Trinidad Caloto, 37 yrs. old and a fisherfolk from Barangay Cogon Gubat, Sorsogon.

"Their smiles alone are testimonies that DOLE Bicol brought them something that could help in their everyday lives. It’s fulfilling.” DOLE Bicol officer in charge Atty. Ma. Karina Perida Trayvilla said after she personally handed over the livelihood grants to the beneficiaries at the Andaya, Multi-Purpose Gymnasium in Gubat last September.

“Nagpapasuhol ako bilang baggage ki paroy sa mga nagpapa trucking. Niyan may fish net na ako na mapagkakakitaanko. Dakula natabang sa pag ereskwela kan mga batit ko. Lain pa masyado rugado ang lawas ko (I used to work as baggage boy for a rice trucker. My body aches at the end of the day. Now that I have a fish net I will have an everyday livelihood. It will be a great help for the schooling of my kids).” Marbin Pastor, 37 yrs. old of Barangay Buenavista, Gubat Sorsogon.

“Dati ballad helper ako ng pinsan ko, nagkukuha ki sea shells ang hanapbuhay ko. Minsan nakikipasada ki tricycle. Nyan may gamit na ako na fish net para may sadiri na akong mapagkakakitaan sa pang oro aldaw. Pasalamat ako sa pagkakataon na itinao sakuya kan DOLE (I used to work as baclad helper of my cousin. My main source of income is catching sea shells and sometimes as tricycle driver. With the new fish net I will have my own livelihood everyday. Thank you DOLE).” said Jun C. Caligayan, 43 yrs. old of Sitio Mabaga, Rizal, Gubat, Sorsogon.

DSWD urges Bicolanos to participate in Listahanan validation

LEGAZPI CITY, Nov 3 (PIA) -- The Department of Social Welfare and Development (DSWD) in Bicol has urged the public to participate in the validation of the initial list of poor to be included in the Listahanan or the National Household Targeting System for Poverty Reduction (NHTS-PR).

“This is the right venue for the public to have their appeals and or complaints before we finalize the list,” said DSWD Bicol director Arnel Garcia.

DSWD has started posting the initial list of poor in barangays over the region to be checked and scrutinized by the community.

Garcia said validation provides opportunity to review the preliminary list of poor wherein wrong entries such as spelling of names, birthday, address and other information can be corrected and to include those households not visited during the regular enumeration.

The department encourages the public to follow these simple steps in the Listahanan validation process.

First, carefully review the preliminary list of poor posted by the DSWD in barangays.

Next, come to the area supervisor if there are questions or complaints to the list.

Finally, to file a complaint do not forget to write complete information on the complaint form.

DSWD Bicol has earlier announced that they were able to assess 1,056,722 households of which 1,006,991 has subjected to the Proxy Means Test (PMT) which resulted to the identification of 410, 186 initial poor households.

The Proxy Means Test (PMT) is a statistical model that estimates the income of households using the proxy variables indicated in the Family Assessment Form.

The Listahanan formerly known as National Household Targeting System for Poverty Reduction (NHTS-PR) is an information management system that aims to establish a database of poor households that will become beneficiaries of social protection programs.(MAL/SAA/DSWD5/PIA5/Albay)

DA-PAMANA establishes the first state-of-the-art Farmer’s Training Center in Sorsogon

SORSOGON CITY, November 3, 2015 (PIA) – The Department of Agriculture and the Payapa at Masaganag Pamayanan (DA-PAMANA) has established the Farmers Technology and Manpower Development Center (FTMDC) at the Provincial Agriculture Office (PAO) compound here to provide venue in enhancing the capability and enrich the skills of the local farmers.

The FTMD Center was made realized through the partnerships of the DA, PAMANA and the Provincial Government of Sorsogon, through the PAO.

The former single storey training/conference facility of PAO was converted and improved into a state-of the-art modern facility which is now dedicated to the Sorsogon farmers

The new building was inaugurated on October 22, 2015.

It has a more spacious training/function hall at the ground floor, an excellent set of digital audio-visual and sound system, and other training facilities.

The second floor will have an office space and a two-bedroom dormitory for male and female with separate comfort room each. Both floors will have a lobby with sofa, fixtures and furniture.

The modern facility will serve as the center for capability-building, training, and seminars for those in the agriculture and fishery sector and will be overseen by the OPAg’s Provincial Training Officer or a “Center Director”. It can accommodate a maximum of 50 to 75 persons.

“We feel we are very lucky to have this FTMD Center here in Sorsogon, because we would now have a better venue to facilitate the delivery of our plan to level up the transfer of technology and skills to our clients in the agriculture and fisheries and to our agricultural extension workers (AEWs),” said Dr. Theresa Destura, PAO chief.

“Our farmers play a vital role in protecting our country’s health, families, environment and the land. It is imperative that our farmers be equipped with the capabilities in order to cope with the fast changing times,” Destura added.

In the inaugural message of DA Sec. Proceso J. Alcala that was read by DA Bicol regional director Abelardo R. Bragas, he admitted that despite the painstaking efforts of our farmers, majority of them remain to be poor. The DA targets to address this issue of poverty and he believes that the establishment of the FTMDC is one of the many ways of responding to the plight of Sorsogon farmers whom he called as the pillars of the country’s economy.

In Sorsogon there are 58,731 farmers who may be benefited by the programs and projects of the DA and of PAMANA.

PAMANA area manager Mr. Paul E. Escober of the Office of the Presidential Adviser on the Peace Process (OPAPP), meanwhile, congratulated the province of Sorsogon for having realized the FTMD Center and for its continuous support to the PAMANA projects being implemented not only by DA but also by other national government agencies like the DILG, DENR and DAR.

He continued to challenge the local leaders to remain steadfast in employing good governance encouraging people’s participation especially in the barangays and applying transparency in implementing the PAMANA projects.

 He said the positive feedback of the beneficiaries of the PAMANA projects is an indicator that PAMANA will continue to support the community’s need for basic services and promote peace and order. “The feedback and the milestone of the PAMANA projects has achieve its objectives, the challenge now is how the present and the future officials of our community would sustain the projects implemented in Sorsogon,” Mr. Escober further said. DTI Bicol alert up vs uncertified products

LEGAZPI CITY, Nov 3 (PIA) –Department of Trade and Industry Bicol director Jocelyn L.B. Blanco initiated the destruction of uncertified products amounting to more P200,000.00 to highlight the closing of the Consumer Welfare Month celebration.

“I encourage consumers to patronize quality products that comply with standards set by the Bureau of Philippine Standrads (BPS) of DTI”, Blanco said.  

Most of the products are electrical appliances, bulbs, CFLs, electrical tapes, lighters, and christmas lights.

It was surrendered by 37 establishments that likewise paid a total fine of about four million pesos for violating the Product Standards Law.

Blanco noted the possible damages that these products can cause and has alerted the consuming public not to buy cheap, unsafe, and uncertified products.

Destruction of the said uncertified products was held at the Penaranda Park, Albay District on October 29, 2015.

There are numerous benefit that consumers, manufacturers and traders get from product certification.

For manufacturers, it enhances competitiveness of products in domestic and export markets and improves company sales and profitability

For traders, it improves reputation as a source of quality products, attracts quality-conscious buyers and strengthens buyer’s confidence in a product leading to increased sales

Fire bureau moves to Sorsogon city complex

SORSOGON CITY, Nov 3, 2015 (PIA) –-Transactions with the Bureau of Fire Protection (BFP) have been made more convenient to the public at its new building here, said the city’s chief fireman Tuesday.

“With a bigger area in our newly owned building, the bureau guarantees to give its best in rendering public safety which is our main concern,” Chief Inspector Walter B. Marcial said.

He said their transfer last Oct. 19 from Amberg Compound at Barangay San Juan to the P2-million building inside the City Government Complex in Barangay Cabid-an was funded in 2013 by the Department of Budget and Management (DBM) with the help of Sen. Francis Escudero.

The BFP has now a title to the land on which its new building stands because the P7-million property was donated by the city government, he added.

Marcial said the DBM has allocated P3 million more for the construction of the second floor of the building, works on which will be implemented by the Department of Public Works and Highways before the year ends. (EAD/BAR/FBT/PIA5-Sorsogon/BFP).

Police reports peaceful, orderly observance of Undas in Camarines Sur

NAGA CITY, Nov.3 (PIA) -- Police authorities in this city and in Camarines Sur delared the observance of "Undas" or All Saints and All Souls Days generally peaceful.

P/SSupt. Walfredo G. Pornillos, officer in charge of the Philippine National Police (PNP) Camarines Sur, said the two-day occasion was generally peaceful owing it to the early preparation and issuance of safety advisories to motorists and visitors as well as to the implementation of PNP Patrol Plan 2030.

Earlier, more or less 3,518 police personnel were deployed in churches, malls, markets, chokepoints and checkpoint areas, terminals, ports, vital installations, cemeteries and other strategic areas to ensure peace, order and security are in place.

Route securities were also properly checked, including traffic management to facilitate hassle-free travel among motorists.

Pornillos reiterated the reminders made by Bicol Police head C/Supt. Augusto M. Marquez Jr. for those who will be visiting the cemeteries to ensure that they will not also attract lawless elements by not wearing expensive  jewelry and avoid carrying large sum of cash or even display of cellphones, especially when riding public transport or vehicles.

Commuters were also advised to secure their booking in buses, airplanes and ships as early as possible and to be at their respective ports, airports and terminals hours before the departure to avoid delay and other travel inconveniences.

The police assistance posts placed in every ports and terminals were also a great help in managing the in and out of the commuters.  All Chief of Police of the 35 municipalities here in the province were briefed to specifically attend to their respective areas of jurisdiction and ensure that security is in place. Quidilla is the new commanding general of Army's 9ID

CAMP ELIAS ANGELES, Pili, Camarines Sur, Nov. 2 (PIA) – BGen Ferdinand M. Quidilla has assumed office as the new commading general of the Army's 9th Infantry Division (9ID) following retirement of MGen. Yerson E. Depayso on November 1.

Quidilla is the 12th commanding officer that will lead the Army infantry division that has a clout over the Bicol region and acclaimed to be one of the best Philippine Army unit in the country.

Depayso, meanwhile, retired upon reaching the compulsory age requirement of 56 years old. He was the 11th division commander and assumed office on August 9, 2013 and recorded numerous accomplishments during his stint as head of the unit.

Quidilla assumed his office after a Change of Command and Retirement Ceremony, presided over by Philippine Army commanding general LtGen Eduardo M. Año, held at 9ID Grandstand here on October 29, 2015.

It can be recalled that Depayso has implemented the 9ID Campaign Plan “Anduyog” to down grade the armed capability of Bicol Regional Party Committee (BRPC), break their will to fight and compel them to abandon the armed struggle in order to create an environment conducive to sustainable development in Bicol Region by 2016.

Strong advocacy on strict adherence to human (HR), International Humanitarian Law (IHL) and Rule of Law (ROL) was also implemented during the term of Depayso as 9ID commander.

In terms of programs for youth to become responsible citizens and catalyst in the development, 9ID conducted in collaboration with the different LGUs/LGAs facilitated the conduct of 32 Youth Leadership Summits with 5,737 participants from the different municipalities here in Bicol Region.

Good working relationship between the military and LGA, LGU, NGO and PO’s were improved where 9ID had indulged in numerous occasions with government employees and members of NGOs and POs. Medical and Dental Missions, Libreng Gupit, Feeding Program, Blood Letting, Gift Giving and Environmental Protection activities were also conducted in coordination with other stakeholders.

Numerous combat operations conducted by 9ID during his term resulted to the neutralization of 84 CTs including high value enemy personalities, recovery of 45 HPFAs, 31 LPFAs, 73 Improvised Explosive Devices (IEDs), various war materiel, personal belongings and enemy documents of high intelligence value.

Four (4) provinces of Bicol Region were also declared as Conflict Manageable and Ready for Further Development (CMRD) during his stint as 9ID Commander, Catanduanes on November 26, 2015; Camarines Norte on January 21, 2015; Albay on April 23, 2015 and Camarines Sur on May 25, 2015.

Quidilla, on the other hand, was the former assistant division commander of the 2nd Infantry (Jungle Fighter) Division stationed at Camp General Mateo Capinpin, Tanay, Rizal.

He is a native of South Cotabato and took up his secondary education at Notre Dame of Banga and pursued his tertiary education at Feati University with the degree of Bachelor of Science Aeronautical Engineering and entered in Philippine Military Academy on April 01, 1979 and graduated from the “Most Premiere School in Asia“ belonging to the Philippine Military Academy “Matikas” Class on March 11, 1983.

Quidilla took-up military trainings, both local and abroad, including Scout Ranger Course; Basic Airborne Course; All Arms Commando Course in United Kingdom; Infantry Officer Basic Course; Signal Intel Course; Military Intel Officer Course; Seminar on Air Ground Operation CTW BAT DMGE ASSES in Philippine Air Force; Infantry Officer Advance Course; Command & General Staff Course in TRADOC, PA and FAO Seminar/Workshop in Finance Center, Philippine Army.

He was also a recipient of various awards in recognition to his unparalleled service such as; Bronze Cross Medals, Anahaw Award, Adjutant General Service Badge, Visayas Campaign Medal, February 86 Revolution Ribbon, Disaster Relief and Rehab Operation Ribbon, Parangal sa Kapanalig ng SLP Medal and Ribbon, Military Merit Medal and Letter of Commendations.

His previous key positions were: Commandant and Intel Operation Officer at 12RCDG ARESCOM in Mindanao; Operation Officer in PHILHSMET, INTERFET; S3 in PHBTFET, UNTAET; Acting Commanding Officer PHILCON PRU, GHQ & HSC; Battalion Commander of 74th Infantry Battalion, 2ID; Commander and Officer-In-Charge at 402nd Infantry Brigade in Mindanao; Inspector General and Assistant Division Commander of 4th Infantry Division in Mindanao.

Lt. Gen. Año lauded Maj. Gen. Depayso being the prime mover to sustain  the peace and development in the Bicol Region by intensifying its coordination with the  stakeholders that limit the territorial area and weaken the influence of CPP/NPA/NDF.

The “Kilusang Larangang Girelya” 77 and 78 is now turned down to Kilusang Sangay sa Platon KSPN due to fall of top NPA leaders.

Under his leadership the provinces of Catanduanes, Camarines Norte, Albay and Camarines Sur were declared Conflict Manageable Area and Ready for Further Development and the remaining two provinces of Sorsogon and Masbate  soon to be declared.

Sorsogon farmers train on organic crop production via farmers’ field school

LEGAZPI CITY, Nov. 2 (PIA) -- Ninety farmer-beneficiaries in Sorsogon province have finished training on organic crop production at the Farmers’ Field School established by the Department of Agrarian Reform (DAR) in partnership with the East West Seed Philippines.

 Provincial agrarian reform program officer Leonito M. Gaveria said the new graduates are now certified skilled organic vegetable producers, using organic fertilizers and pesticides.

“The program does not only promote organic farming, but it will also improve the food security in the province and increase the income of farmers,” said Gaveria.

Implemented under the Agri-Enterprise Development component of Agrarian Reform Community Project (ARCP), the Farmers’ Field School Program is a six-month training program where organic farming and proven agricultural practices are taught to farmers.

“We don’t give our farmers with just fish. We want them to learn how to fish. Thus, after the distribution of land, we tied-up with skills providing company to teach our ARBs how to make the land productive,” Gaveria said.

After establishing the Farmers’ Field School, the DAR partnered with the East West Seed Philippines to facilitate the farmers’ training.

According to Gaveria, the farmer-participants belonging to seven Agrarian Reform Beneficiaries Organizations (ARBOs), experienced for the first time double harvests from the vegetable demo farms.

To celebrate the farmers’ knowledge from the field school and the success of their bountiful harvests, the DAR scheduled their graduation rites and organized a harvest festival in Juban, Irosin and Bulan, where the farmers sold their harvested organic vegetables to residents and tourists.

“This is the first time I experience to harvest vegetables from a farm. This project is truly impressive. I will make a law supporting the marketing of organic vegetables here in Bulan,” Mayor Robles said during the graduation ceremony.

Gaveria said the ARBs will greatly benefit their yield and income as long as they apply and practice what they have learned in the next cropping season. (MAL/ALJ-PAMRSDAR/PIA5)

EDC trains media, BHWs on Basic Emergency Response and Survival Guide

SORSOGON CITY, Nov. 2 (PIA) – To better equip the media and the barangay health workers primarily in the areas of operation of the Energy Development Corporation (EDC), the Community Partnerships Department (CPD) of EDC BacMan in Sorsogon conducted a three-day Basic Emergency and Survival Training (BEST) on Sep. 30-Oct. 2, 2015 at Patio de San Jose, Malilipot, Albay.

A total of 45 participants joined the BES Training which covered moderate physical exercise, search and rescue operation, cardio-pulmonary Resuscitation (CPR), rope tying, bandaging, compass reading and basic self-defense.

Facilitator-trainor Dr. Ted Esguerra of EDC-Disaster Response Unit (DRU) said the training intends to give the media and the public health workers in the barangay knowledge about preparedness and the basic platforms when confronted in an emergency situation, and likewise protect themselves in whatever danger that involved their job.

He emphasized that in survival, it is deemed necessary that a scene assessment or survey be conducted; always remember who, what and where you are; vanquish panic; improvise; value life; act only after thinking; and learn the basic life skills. He likewise underscored that haste always makes waste.

Participant and station manager of Padaba-FM station Angeles Apin said that though he found the training too tough, it was worth sacrificing as he learned so much and is more confident now to apply what he learned when situation called for it.

The participants were likewise grateful to EDC for the opportunity and are looking forward to more activities as meaningful as what they have experienced.
