PGMA TO INAUGURATE THREE VITAL PROJECTS IN ALBAY WEDNESDAY

LEGAZPI CITY—President Gloria Macapagal Arroyo has slated a visit here and two other municipalities in Albay province tomorrow (September 30) to lead inaugural rites for various government projects, including housing, water system, sea wall and coastal road network.

President Arroyo will be met upon her arrival at the Legazpi City airport by Albay Gov. Joey Salceda, Mayor Noel Rosal, Cong. Al Francis Bichara of Albay’s second congressional district, Presidential Assistant for Bicol Tomasito Monzon, 9th ID commander Maj. Gen. Ruperto Pabustan, and PNP Bicol chief C/Supt. Ruben Padua.

The President will proceed to Polangui town to lead the ground breaking and capsule laying ceremony of the rehabilitation of the Polangui Water System in barangay Napo.

The President will be assisted by Gov. Salceda, LWUA administrator Prospero Pichay Cong. Reno Lim of Albay’s third congressional district, and Polangui Mayor Jesus Salceda, during the groundbreaking.

The rehabilitation of the Polangui Water System will entail a cost of P140,710,000. P12.5 million is pure grant; P12.5 million loan without interest while the remaining balance of P115,710,000 willll be paid at an interest rate of 9.2-10% per annum.

Rehabilitation works will include the setting-up of two (2) separate systems. System 1 will cover the upper barangays of Balinad, Napo, Ponso, Alnay, Mendez and Magurang. System 2, on the other hand, willll cover the lower barangays of Centro Oriental, Centro Occidental, Ubaliw, Basud, Gabon, Alomon, Kinale and Balangibang.

Scope of works will include; (a) rehabilitation of two (2) existing reservoirs; (b) installation of a 24,148 linear meters of pipelines; (c) power line extension; (d) installation of 5,000 service connections; (e) provision of a treatment facility; (f) improvement of the existing Higiba spring intake; and (g) construction of a pumping station.

From Polangui, President Arroyo will lead the turn-over of Certificates of Ownership to 240 families displaced by typhoon Reming in 2006 as part of the CORE Shelter 30,000th milestone at a resettlement site in barangay Tagaytay, Camalig town.

The President will be assisted by Sec. Esperanza Cabral of the Department of Social Welfare and Development (DSWD) Cong. Bichara and Camalig Mayor Irwin Baldo in the turn-over ceremony.

The Tagaytay Resettlement site is home to some 840 displaced families from the 16 barangays of the municipality located within the high-risk areas near Mayon Volcano namely, barangays Anoling, Ilawod, Bariw, Cabanagan, Gapo, Ligban, Libod, Quirangay, Salugan, Sua, Tagaytay, Tinago, Tumpa and Barangays 1, 2, 3 and 4.

A total of 840 housing units – each built on 80 square meter lots – are spread over 145,185 square meter area of the resettlement site purchased by the Municipality Government of Camalig and developed by the National Housing Authority (NHA).

These housing units are the results of government and private sector collaboration as funds poured in from the DSWD-CSAP (114 units); DSWD-Habitat for Humanity, Philippines (136 units); Italian Cooperation, Philippines (115 units); International Organization for Migration (350 units) and Senator Juan Miguel Zubiri/OCD (125 units).

To conclude her provincial sorties, the President will inaugurate the seawall project (phase I and II) in barangay Puro here.

Upon arrival at the site, the President, together with Gov. Salceda, Mayor Rosal, Cong. Bichara and Sec. Hermogenes Ebdane of the Department of Public Works and Higways (DPWH), will board an open-top vehicle for the inaugural drive thru the coastal road network.

The Puro Seawall Phase I and II project was implemented by the DPWH with the Sunwest Construction and Development Corporation, as the contractor. It covers the construction of 360 linear meters of seawall and a corresponding 360 linear meters of road to include a walkway and/or jogging cum bicycle lane in the total amount of P70 million. The coastal road network, which stretches some 4.095 kilometers, is envisioned to be the “Roxas Boulevard” of Legazpi City.

Several projects are simultaneously undertaken with the road project that once completed it will serve as an alternate route to decongest traffic in the city’s business center, provide commuters safe access and easy transport of agricultural and marine products, and develop tourism potentials in the area. PSCRC RAISES BAR IN PUBLIC SPEAKING AND DEBATE CULTURE

SORSOGON CITY (September 22) – The Public Speaking and Community Relations Club (PSCRC) and Public Relation and Information Services (PRIS) of the Sorsogon State College (SSC) campus here have recently established a debater’s organization in the city campus.

John Edward Evano, SSC campus debater, said the organization was established in response to the challenge of the University of the Philippines and De La Salle University to institutionalize the art of debating and public speaking in the college.

“PSCRC, on the other hand, aims to train and field students in order to represent the institution in local and international competitions,” he added.

Evano explained that trying-out for the club involves undergoing the probationary period of one semester in which the aspirants will have to undergo 30 debates with 15 minutes preparation for each bout.

“Their cumulative scores after the debates will be the determining factor whether or not they will be accepted as full-fledged members,” he also said.

It can be recalled that SSC gained recognition in the recently concluded Bicol wide British Parliamentary Debate Competition in Naga City .

This year, the SSC was also launched as the Provincial Center for British and Asians Parliamentary Debates.

SSC President Dr. Antonio Fuentes said that as the provincial debate center, it will beef up SSC’s role as the institutional leader in public fora and in developing a vibrant public speaking and debate culture in the province.

CAMSUR HOSTS URBAN AND RURAL POOR LEADERS’ FORUM

Pili, Camarines Sur — Leaders of the urban and rural poor sectors from the 35 municipalities and 2 cities Camarines Sur province convened Wednesday (September 23) for the Sectoral Forum at the Eco Village in the provincial capitol compound here.

The forum provided the participants updates on the latest laws, jurisprudence, government directives and policies which will redound to the benefits and welfare of the marginalized sectors of the society.

The Provincial Government of Camarines Sur, under the auspices of Governor LRay Villafuerte, Alliance of National Urban Poor Organizations Assembly (ANUPA) Canaman Urban Poor Federation Inc., and the Presidential Commission for the Urban Poor jointly sponsored the one day assembly.

Pantaleon C. Morallos, ANUPA national chairman, gave an overview of the interfacing underscoring the most current issues and concerns affecting the urban and rural poor sectors.

Morallos also disclosed plans to create a more centralized body for the urban and rural poor sector so that their rights and welfare will be properly addressed.

He said that the proposed group also intends to strengthen participation of people’s organizations in national and local governance.

ANUPA is an organization geared at developing more effective measures in line with the programs and policies of the government to advocate, coordinate, and boost pro-poor development plans and strategies in order for the less fortunate members of the society to have greater access to basic services of the government.

Ma. Elena M. Manila, project officer of Presidential Commission for the Urban Poor (PICUP) discussed various urban poor-related laws such as the E.O # 152 and 153, Presidential Proclamations and ELAVED.

Director Pablo S. Sayson, ANUPA vice president, meanwhile tackled laws on sectoral representation like NAPC, A.O. # 182 and R.A. No. 7160.

The event was highlighted by an open forum where participants aired some of their issues and concerns about the current economic situation. Deliberations were also conducted on matters pertaining to programs and projects which are yet to be launched in their localities. (ANDujar, MMEC/PIA)

GAWAD SA KAMPEON NG KABATAANG PILIPINO 2009 AWARDS

The National Youth Commission (NYC) will spearhead the search for Gawad sa Kampeon ng Kabataang Pilipino 2009 this September to December 2009.

This search aims to give recognition to Local Government Units (LGUs) and Local Legislators for their significant contribution and investment on youth development in line with the Philippine Medium Term Youth Development Plan (MTYDP); and to create a databank of outstanding LGU programs and legislators on youth development that may be replicated by others.

The awards program is comprised of two categories, namely: Local Government Units (LGU) category and Local Legislators category.

LGU category is open to all provincial, city and municipal local government units. Applicants should have the following youth development initiatives: a Local Youth Development Council (LYDC) or a similar structure and created and approved thru ordinance; an integrated and fully implemented Local Youth Development Plan (LYDP) that is anchored from the Philippine Medium Term Development Plan (MTYDP), and the local youth situationer; a permanent youth coordinator or youth affairs office; a local confederation of youth organizations recognized and duly registered by the NYC and LGU concerned; and related youth policies, programs and service in education, health, environment, employment, values, youth participation and other policies that enhance the development and empowerment of the youth sector.

The Local Legislators category is open to all incumbent vice-Governors, vice-mayors, board members, councilors, PCL presidents, ABC presidents and Sangguniang Kabataan Federation presidents.

Applications or nominations for the Local Legislator category will be based on legislation principally sponsored by the applicant or nominee during his present or previous terms for the position he is presently occupying. The legislator can apply or be nominated for different legislations, separately. It must have been passed and approved/enacted as ordinances through a process provided in the Local Government Code.

DA-RFU BICOL HOLDS POSTER-MAKING CONTEST FOR WORLD FOOD DAY

PILI, Camarines Sur –The Department of Agriculture (DA) Bicol regional field unit here has slated today (September 25) the regional On-the-Spot Poster Making for Grade Vl pupils with the theme: “Achieving Food Security in Times of Crisis” at the DA Library in barangay San Agustin here.

The contest is held annually among elementary pupils heightening their awareness on the importance of food, not only for human survival but also for its over-all impact in our lives.

Some 30 students are expected to participate in this year’s arts competition from public and other Department of Education (DepEd) accredited private elementary schools in the region.

As an innovation for this year, contestants will be allowed to use agriculture and fishery-based products such as seeds, weeds, leaves or grains to be pasted or mounted on their canvass as part of the design of the poster.

Only one winning entry will be selected from among the regional entries to be evaluated and selected by a board of judges based on the following criteria: Originality 20%; visual impact 20%; creative use of agriculture and fishery products 30%; and relevance to the theme 30%.

The regional winner will receive P3,000 from the FAO and will represent Bicol in the national competition on October 14, 2009 at the Bureau of Soils and Water Management in Diliman, Quezon City.

The five best posters will each receive a cash prize of P12,000, a trophy and a plaque for the school. In addition, the top five winners will be awarded with an all-expense educational tour courtesy of the National Agriculture and Fishery Council (NAFC), with each winner to be allowed one escort preferably a parent, sibling or guardian.

The non-winning regional posters will each receive P1,000, certificate of participation and a certificate of appreciation for the school.

The contest is In observance of the annual World Food Day celebration on October 16 which is also the foundation anniversary of the Food and Agriculture Organization of the United Nations. (DAbad, PIA Camarines Sur)

ASSESSMENT ON SEARCH FOR GAWAD PAGKAIN 2009 HELD IN CAMARINES NORTE

DAET, Camarines Norte – The Bicol Regional Anti-Hunger Task Force has conducted an evaluation in this province for the Search Gawad Pagkain Award for 2008, September 24-25, 2009.

Marilyn Valeza, National Nutrition Council (NNC) Bicol nutrition officer III, said that the awards program aims recognize the efforts of the local government units (LGUs) and the national government line agencies in the implementation of the Accelerating Hunger Mitigation Program of President Gloria Macapagal Arroyo.

She said that the program was launched in the province in February 25, 2007 wherein LGUs and NGAs concerned were tasked to implement the program.

It also aims to fast tract the implementation of the program wherein Camarines Norte and Masbate provinces are the recipients in the region.

She said that included in the evaluation were the efforts in the hunger mitigation measures such as: the increase in food production in livestock, crops and marine regeneration; and the logistics and food delivery in barangay like the food terminal and tindahan natin, ports, farm to market roads, the food for school program and others.

Valeza also said that also included in the evaluation were the measures on putting more money in poor people’s pocket by improving productivity in coconut areas, more aggressive micro-financing, employment, and training; the promotion of good nutrition by social marketing and promotion of breastfeeding; and the management of the population. 50 PAWIKANS FREED ON MASBATE DAY

MASBATE CITY—Exactly 50 endangered marine turtles that were separately trapped in fish pens or nets in the waters off Masbate were released back to the open sea on Sunday.

Authorities placed tags on the turtles before releasing them. All the turtles that have been tagged and released have not returned since.

The turtles, some of which are Hawksbill that weighed up to 40 kilos each, were rescued by fishermen who turned them over to Mayor Socrates Tuason.

This was not the first time that turtles were handed over to Tuason, thanks to high public awareness of the city government’s effort to save the gentle species.

Dedicating itself to the conservation of marine turtles, known locally as pawikan, the city government has literally turned its municipal waters into a safe haven for the gentle creatures since 2001.

Each year, about the same number of turtles falls on the lap of the mayor. Tito Velza of the City Agriculture Office said the turtles were caught or got entangled with fishing nets or found along the shores.

One of the reasons that turtles keep coming, he said, is that the area is a pathway for migratory species.

According to the Protected Areas and Wildlife Bureau, the presence of turtles indicates that the seawaters remain clean and are still rich in biodiversity, with available small fishes that serve as their food.

They were hatched along the seashores years ago and are coming back to copulate and lay eggs.

Marine turtles travel great distances to feed and grow. As hatchlings, they imprint the magnetic field of the area and always go back to where they were hatched after 25 to 30 years to copulate and lay eggs.

About three decades ago, however, these rare marine inhabitants were hunted in the seawaters of Masbate or slaughtered while laying eggs on the shores.

In some communities today, turtle meat and eggs are still collected as food.

The biggest threats come from dynamite fishing, indiscriminate harvesting of eggs, and conversion of the sandy areas where turtles nest to resorts and other commercial facilities. (EADelgado, PIA Masbate)


PGMA orders conversion of Palace into National Relief Operations
Center for typhoon Ondoy victims


MANILA—President Gloria Macapagal-Arroyo ordered today (September 28) the temporary convertion of the Malacanang Palace into a national relief operations center.

According to Press Secretary Cerge Remonde, President Arroyo instructed her to conduct a meeting with Executive Secretary Eduardo Ermita, Presidential Management Staff (PMS) chief Hermogenes Esperon Jr. and Secretary to the Cabinet Silvestre Bello III today to convert Malacanang into a national relief operations center.

Remonde said the move was to augment the relief operations of the Department of Social Welfare and Development (DSWD) for the victims of typhoon Ondoy who remained in flooded areas in Metro Manila and nearby provinces.

Remonde also said, even the members of the First Family were ordered by President Arroyo to evacuate the Palace to give way to convert the official residence of the President into a national relief operations center.

He said Mrs Arroyo also widened the scope of Oplan Sagip Bayan, wherein aside from the Cabinet members, all the government-owned and controlled corporations help in the relief operations of the government.

Remonde also told Malacanang reporters on Monday that he had already met with officials of the Philippine Charity Sweepstakes Office (PCSO) and Philippine Gaming and Amusement Corp. (Pagcor) and discussed the necessary resources for the Oplan Sagip Bayan of President Arroyo to help typhoon Ondoy victims.

Remonde said that the Social Security System (SSS) had already allocated P100 million fund to augment the relief operations of the government.

The Palace also appealed to its critics to stop finger pointing but instead help typhoon Ondoy victims.

Mrs. Arroyo also visited barangays Poblacion and Abangun Sur in Marilao, Bulacan and lead the distribution of relief goods to the typhoon victims. (PIA V Release)


PGMA cancels Cabinet meeting

MANILA—President Gloria Macapagal-Arroyo on Monday canceled her scheduled Cabinet meeting in Bacacay, Albay to focus more on the relief operations for the victims of typhoon Ondoy in Metro Manila and adjoining provinces.

Deputy Presidential Spokesperson Lorelei Fajardo said that President Arroyo would hold her Cabinet meeting on Tuesday in Metro Manila, instead of holding it in Misibis Island resort in Bacacay, Albay.

Fajardo said the President also canceled her other activities in Guinobatan, Albay on Tuesday and her trip to Polangui, Albay on Wednesday for the groundbreaking ceremony of the Polangui Water system rehabilitation.

Mrs. Arroyo canceled her previous activities to give priority in the relief and rescue efforts for the victims of typhoon Ondoy, Fajardo said.

She also said PGMA also decided to temporarily convert Malacanang into a national relief operations center.

Mrs. Arroyo is also moving out from the Palace and will hold temporary office outside Malacanang to give way for the national relief operations center to move freely in Malacanang.

Earlier, Press Secretary Cerge Remonde also said that even the members of the First Family would move out from the Palace to use Malacanang as the central relief operations center.

Mrs. Arroyo also ordered a wider relief operations through the Oplan Sagip Bayan, wherein she directed all government-owned and controlled corporations (GOCC’s) to help in government effort to extend all the necessary assistance to the flood victims.

President Arroyo also appealed to public to help one another in this time of calamity and practice the Filipino tradition of “bayanihan”.

Mrs. Arroyo visited the flooded areas of Marikina and Quezon City after she personally lead the distribution of relief goods to Lubao, Pampanga and Marilao, Bulacan. (PIA V Release)


PGMA condoles with families of Mt. Arayat landslide victims

ARAYAT, Pampanga -- President Gloria Macapagal-Arroyo condoled last night with the families of those killed after tons of mud and rock cascaded down Mt. Arayat and buried their homes at the height of tropical storm Ondoy on September 26.

The President, fresh from Cainta and Malabon, two of the worst hit-cities in the National Capital Region, arrived at the St. John Chapel here to commiserate with the Dela Cruz, Portacio and Galang families, who lost loved ones in the landslide.

Appropriately clad in a black raincoat over a black dress, the President told Sammy Portacio she felt sorry that he had lost his wife Riza, 28, and their three children Sonny Boy, 8, LynLyn, 5 and Raiza, 4.

From the chapel, the President then went to see Manuel dela Cruz, who suffered the loss of his entire family.

Dela Cruz recounted to the President how he watched in horror as his mother Catalina, 86, his wife Sherly, 31, who was pregnant with their fifth child and their four children Manilyn, 12, Marlon, 11, Maryan, 10, and Mcgyver, 6, were swallowed up by the rampaging mud, rocks and debris.

Last to be visited by the President were Mario and Leonora Galang, parents of Mark, 15, and Marko, 10, who also perished in the tragedy.

In a separate interview, Deputy Presidential Spokesperson Lorelie Fajardo said the President was devastated upon hearing the misfortune that befell her cabalen.

She said the President instructed the Department of Environment and Natural Resources, the Philippine National Police and the local government units to investigate the cause of the landslide and to present their findings to her immediately.

The President gave each family two checks amounting to P15,000 for each loved one lost: P10,000 from the National Disaster Coordinating Council and P5,000 from the Department of Social Welfare and Development.

Pampanga Rep. Dong Gonzales also donated P5,000 for each victim.

After viewing each casket, the President left for the nearby barangays of Sto. Niño, San Miguel and San Agustin, all in the municipality of San Simon, Pampanga, to distribute food bags to residents.

RP gets immediate assistance from international community

MANILA—The Philippine government has received assistance from the international community in its efforts to provide assistance to people affected by typhoon Ondoy that wreaked havoc in Metro Manila and other provinces.

In a meeting at the National Disaster Coordinating Council (NDCC) in Camp Aguinaldo today, Defense Secretary Gilbert Teodoro briefed President Gloria Macapagal-Arroyo, Vice President Noli De Castro, and members of the Cabinet that the United States Government has donated $50,000 and provided one helicopter and rubber boats for the rescue mission.

“Our US allies assured us that they will coordinate with us in our efforts,” Teodoro said.

The United Nations Childrens Fund (UNICEF) has also donated food and non-food items worth to P15.3 million.

The President thanked the international allies for their immediate support to the rescue mission of the Philippine government at the aftermath of typhoon Ondoy.

At the briefing Teodoro stressed that NDCC has already centralized the donation point for the victims of the typhoon. He identified three centers of the Department of Social Welfare and Development where people can make their donations : the National Relief Operations Center, which is located between the Ninoy Aquino International Airport (NAIA) 1 and 2 near the Air Transport Office in Pasay City; the Central Office of DSWD right across the Batasan road; and the National Capital Region (NCRF) Crisis Intervention Unit in Legarda, Manila.

No donations will be accepted in Camp Aguinaldo, which has already run out storage space.

At the same briefing, Transportation and Communication Secretary Leandro Mendoza said the Light Rail Transit (LRT) and Metro Rail Transit (MRT) have been put on a 24 hour operations and are implementing a flat rate P10 fare.

Teodoro also informed President Arroyo that he has declared the suspension of classes at all levels at the NCR and Rizal province today(September 28).

He, however, leaves it to the local government units (LGUs) and superintendents of schools in other disaster areas covered by the state of calamity to declare suspension of classes in their respective communities and schools.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) likewise apprised the President that Quezon City received the highest rainfall of 455 millimeters in 24 hours due to typhoon Ondoy.

PAGASA said typhoon Ondoy has already left the Philippine area of responsibility, but warned that a cloud clusters in the Pacific could develop into a low pressure area under the potential of becoming another storm.

20,000 FILIPINOS NEEDED TO WORK IN SOUTH KOREA EXPORT ZONE

LEGAZPI CITY — Some 20,000 Filipino workers are needed to work at the newly established Integrated Free Export Zone (IFEZ) at Incheon, South Korea, according to Albay Governor Joey Salceda.

Salceda said the Memorandum of Agreement (MOA) between the Philippine government and the IFEZ is being finalized to formalize the hiring of Filipino workers, especially from Albay, in South Korea’s highly industrial district.

IFEZ is the biggest integrated development project which is 35 times the annual infrastructure budget of the Philippines, he disclosed.

Salceda, one of the top presidential economic advisers, was installed last week as Economic Adviser of the South Korea Incheon Metropolitan Authority, the agency implementing the P178-billion IFEZ project.

Salceda’s economic advice had been frequently sought by Incheon Mayor Sang Soo, who is widely expected to become president of South Korea.

The investiture of Salceda held in Incheon was witnessed by the mayors of Los Angeles, Philadelphia, Honolulu, Brisbane, Beijing, Manila’s Mayor Alfredo Lim and representatives from 150 major cities in the Asia Pacific.

Salceda was accompanied by four Philippine governors, and 14 of the 18 Albay mayors led by League of Municipalities (LMP) provincial president Polangui Mayor Jesus Salceda, father of the Governor.

Meanwhile, organizers and participants of the Asia Pacific Summit, also held in Incheon, hailed Albay for the province’s most unique ad creative strategies for development, citing programs on climate change adaptation and disaster risk reduction.

MASBATE CITY — A couple suspected of dealing illegal drugs was arrested by police operatives in a densely populated village here.

Arrested during the raid conducted in a house in barangay Nursery early Friday morning were Ramon C. Absalon, 54, and his wife Leny, 53.

Supt. Jeffrey S. Fernandez, Masbate City Police chief, said the couple had been under surveillance after the police intelligence agents got a tip that suspected drug users often got their supply of shabu from the couple.

Acting on a search warrant issued by Regional Trial Court Branch 45 Judge Manuel L. Sese, the police intelligence operatives stormed Absalon’s house at sitio Punta, Nursery, around 5 a.m. and found methamphetamine hydrochloride or shabu in six plastic sachets.

The raid was conducted in the presence of two kagawads of barangay Nursery, Norman Mencidor and Mydel Francisco. (EADelgado, PIA Masbate)


D(BP)MLC LINKS BICOL REGION THROUGH MOVING BRIDGES

SORSOGON PROVINCE (September 23) – The Development Bank of the Philippines Maritime Leasing Corporation (D[BP]MLC) is facilitating deployment of Roll-On Roll-Off (RoRo) vessels, particularly in RORO missionary routes through the acquisition of safe and suitable ships, either second hand or through local construction, for lease to qualified operators under financial or operating lease arrangements for the Road RoRo Terminal System (RRTS) and Strong Republic Nautical Highway (SRNH).

Angelita S. Villarosa, DMLC senior vice-president for finance, told participants in a forum held here recently to venture on leasing vessel industry saying that DMLC can pump-prime RoRo business that local investors would enter into using their inherent talents and skills as well as the RoRo marine vessels facilities available.

Among the Bicol linkages that the DMLC has identified and prioritized for the RoRo missionary routes are: Pilar, Sorsogon to Aroroy, Masbate with a distance of 30 nautical miles (NM) or three hours travel time; Pasacao, Camarines Sur to San Pascual, Burias Island with 23 NM distance or 2.3 hrs travel time and Pio Duran, Albay to Claveria Burias Island with 12 NM distance or 1.2 hrs travel time.

Villarosa said that in the proposed route, investors can venture on consumer goods, construction supplies, bottled goods, cattle/livestock and passengers as well for the RoRo activities.

She also explained that RoRo vessel operators can have a full recovery of investment within 10–11 years only, “not too long for a good investment with a very good profit,” she added.

Other services DMLC offers aside from leasing are route assessment/advisory services and technical assistance.

“DBP–MLC targets an additional 20 brand new and 26 second hand second hand vessels to its current fleet within the period of 2009–2013 under the government’s Strong Republic Nautical Highway project,” she said.

In general, the country has 46 routes with 34 missionary routes and 12 developed routes.

Missionary routes refer to areas that are not deemed commercially viable at first but are eventually seen to generate sufficient traffic.

Bicol region now has four existing RoRo route namely Lucena to Masbate City, Pilar, Sorsogon to Masbate City, Matnog, Sorsogon to Allen, Samar and Catanduanes to Tabaco, Albay.

The vessel acquisition program consolidates the national government’s efforts to hasten the development of missionary routes, and optimize the benefits of the Strong Republic Nautical Highway program, that aims to bring down costs of inter-island shipment of goods and passengers. POLICE, MILITARY SIGN PACT ON INTERNAL SECURITY OPERATIONS

LEGAZPI CITY — The Bicol Philippine National Police regional office here and the 9th Infantry Division of the Philippine Army signed Wednesday (September 23) the Memorandum of Agreement (MOA) intensifying the conduct of Internal Security Operations (ISO) against the communist group, New People’s Army.

Police Chief Superintendent Ruben E. Padua, PESE, acting Bicol PNP chief, and Maj. Gen. Ruperto Pabustan, AFP commander, 9th Infantry Division of the Philippine Army inked the accord in a simple yet solemn ceremony held at PNP Bicol Headquarters here.

Padua said the accord is a joint public safety and security endeavor aimed at crushing the decades-long insurgency problem in Bicol region by mutual support and clarity of purpose.

He stressed the agreement highlights and further defines with clarity and resolve the significant and crucial roles each organization must play in ensuring the decimation of communist insurgency in Bicol region, a perennial threat to national security and roadblock to economic prosperity in the country.

“With the MOA on ISO, security forces, specifically the police and the military with jurisdiction over the Bicol region, with the active support and participation of the vigilant community, specially among local government units (LGUs), we are optimistic we are capable of reducing the communist threat in a given locality into inconsequential number,” he averred.

He added, “Once contained, this security problem will now be turned-over to local Peace and Order Councils (POCs) of every local government units concerned, with the PNP as lead agency of the security aspect in maintaining law and order.” (ELBron, PROV/PIA)

NYC LAUNCHES GAWAD SA KAMPEON NG KABATAANG PILIPINO 2009 AWARDS

The National Youth Commission (NYC) will spearhead the search for Gawad sa Kampeon ng Kabataang Pilipino 2009 this September to December 2009.

This search aims to give recognition to Local Government Units (LGUs) and Local Legislators for their significant contribution and investment on youth development in line with the Philippine Medium Term Youth Development Plan (MTYDP); and to create a databank of outstanding LGU programs and legislators on youth development that may be replicated by others.

The awards program is comprised of two categories, namely: Local Government Units (LGU) category and Local Legislators category.

LGU category is open to all provincial, city and municipal local government units. Applicants should have the following youth development initiatives: a Local Youth Development Council (LYDC) or a similar structure and created and approved thru ordinance; an integrated and fully implemented Local Youth Development Plan (LYDP) that is anchored from the Philippine Medium Term Development Plan (MTYDP), and the local youth situationer; a permanent youth coordinator or youth affairs office; a local confederation of youth organizations recognized and duly registered by the NYC and LGU concerned; and related youth policies, programs and service in education, health, environment, employment, values, youth participation and other policies that enhance the development and empowerment of the youth sector.

The Local Legislators category is open to all incumbent vice-Governors, vice-mayors, board members, councilors, PCL presidents, ABC presidents and Sangguniang Kabataan Federation presidents.

Applications or nominations for the Local Legislator category will be based on legislation principally sponsored by the applicant or nominee during his present or previous terms for the position he is presently occupying. The legislator can apply or be nominated for different legislations, separately. It must have been passed and approved/enacted as ordinances through a process provided in the Local Government Code.

CAMSUR HOSTS URBAN AND RURAL POOR SECTORAL LEADERS' FORUM

Pili, Camarines Sur — Leaders of the urban and rural poor sectors from the 35 municipalities and 2 cities Camarines Sur province convened Wednesday (September 23) for the Sectoral Forum at the Eco Village in the provincial capitol compound here.

The forum provided the participants updates on the latest laws, jurisprudence, government directives and policies which will redound to the benefits and welfare of the marginalized sectors of the society.

The Provincial Government of Camarines Sur, under the auspices of Governor LRay Villafuerte, Alliance of National Urban Poor Organizations Assembly (ANUPA) Canaman Urban Poor Federation Inc., and the Presidential Commission for the Urban Poor jointly sponsored the one day assembly.

Pantaleon C. Morallos, ANUPA national chairman, gave an overview of the interfacing underscoring the most current issues and concerns affecting the urban and rural poor sectors.

Morallos also disclosed plans to create a more centralized body for the urban and rural poor sector so that their rights and welfare will be properly addressed.

He said that the proposed group also intends to strengthen participation of people’s organizations in national and local governance.

ANUPA is an organization geared at developing more effective measures in line with the programs and policies of the government to advocate, coordinate, and boost pro-poor development plans and strategies in order for the less fortunate members of the society to have greater access to basic services of the government.

Ma. Elena M. Manila, project officer of Presidential Commission for the Urban Poor (PICUP) discussed various urban poor-related laws such as the E.O # 152 and 153, Presidential Proclamations and ELAVED.

Director Pablo S. Sayson, ANUPA vice president, meanwhile tackled laws on sectoral representation like NAPC, A.O. # 182 and R.A. No. 7160.

P920-M WEST COAST ROAD NETWORK EYED IN ALBAY

LEGAZPI CITY— A P920-million road project will soon be implemented linking the coastal towns of Libon and Pioduran in the west coast side of Albay, a top provincial official said on Monday.

Albay Governor Joey Salceda said he has secured the funding for the Albay West Coast Road project for the construction of a 46-kilometer road network from the municipalities of Pantao to Pioduran.

He said the supposed funds came from the Millenium Challenge Account Compact Project which was shifted to the Albay West Coast after the Albay Donsol access road project was deemed not quite viable due to technical and civil works difficulties.

He said that through quick action and constant follow-up, he was able to transfer the funds intended for the Albay-Donsol access road project.

He explained that the shift in the project plan was necessary because the Albay-Donsol project was deemed difficult to complete within the five year contract due to design requirement arising from the 50-year flood data in Jovellar town.

Salceda said "rather than lose the funds to other provinces, I successfully lobbied for the transfer."

Salceda said Albay West Coast is equally important and he funded the preparation of the feasibility study when he was then the province's 3rd District House representative.

As for the Albay-Donsol access road which will link the towns of Guinobatan and Jovellar with Donsol in Sorsogon, Salceda said he is working out for a possible funding with the Korean Exim Bank using his international connection. (MSArguelles, PNA/PIA)


BFP SORSOGON CITY INTENSIFIES STRICT FIRE CODE COMPLIANCE

SORSOGON CITY — The Bureau of Fire Protection (BFP) Sorsogon City is undaunted by some resistance particularly the business owners as they intensify their strict implementation of the safety rules and regulations of the Fire Code of the Philippines, thus stated city fire marshal Chief Inspector Renato Marcial.

Marcial said that those applying for the safety inspection certificates (FSICs) should strictly observe the recommendation made by their fire safety inspectors.

“It should be made clear that these fire safety inspectors are merely doing their jobs based on their mandated functions in order to ensure the safety of the public,” he stressed, while reminding those applying for fire safety inspection certificate to comply with their recommendation instead of risking their lives by being unmindful of their safety.

Fire safety inspection certificate is being issued by the BFP as a pre-requisite for the issuance of business or mayor’s permit, permit to operate, occupancy permit, PhilHealth accreditation for hospitals, DOH license to operate and other permits or license being issued by other government agencies.

Under the Fire Code of the Philippines no FSIC shall be issued to any applicant if their buildings do not conform to the safety standards and regulations of the BFP.

However it was found out that some building owners are blatantly violating the law even disregarding the safety of the occupants.

“Those found to have violated the Fire Code of the Philippines were given notice to correct violation at a given grace period, if however they failed to correct said deficiency them they will be penalized by a fine to be paid at the city treasurer’s office,” Marcial said.

Marcial further reminded the public that the BFP will continue to strictly implement the fire code which is also being done for the safety of the occupants or building operators.

Records show that from January up to present, the BFP Sorsogon City were able to issue 1,117 FSICs to different establishments while 30 were given notice to correct violations, however 10 of them already complied before the grace period lapsed and an institutional type of establishment was fined amounting to P9,000 for not strictly observing the fire code, even after the BFP has issued several notices to correct said violations.

The BFP under Presidential Decree 1185 otherwise known as the Fire Code of the Philippines is authorized to recommend the cancellation of permit to operate up to the extent of closing a certain establishment once found to be a fire hazard much more if the fire safety rules and regulations are violated. CSC BICOL HOLDS SOCIO-MED MISSION IN BGY. PIGKALE

LEGAZPI CITY — The Civil Service Commission (CSC) regional office here has slated today (September 23) a socio-medical support for indigent residents of barangay Pigcale, this city.

The activity coincides with the 109th anniversary celebration of the Philippine Civil Service offering free medical and dental services and medicines to the barangay residents

The Department of Health (DOH), Bicol Regional Training and Teaching Hospital (BRTTH), and the Aquinas University Hospital dispatched their medical doctors and personnel, provided medicines and food supplement for the medical and dental mission.

The Philippine Charity Sweepstakes Office (PCSO), Bayer Philippines, Zuellig, Pfizer and Pharma also shelled out free medicines.

The Department of Social Welfare and Development (DSWD) and the National Food Authority (NFA) also distributed rice and other relief goods to some 100 families and senior citizens.

2 FARMERS RESCUED FROM ABDUCTORS IN MOBO TOWN

MASBATE CITY—Government forces rescued two farmers following a brief firefight with their abductors in barangay Tabuc, Mobo town last Friday.

News of the rescue brought tears to the eyes of the families of one “Ilan” Balatucan and Rodel S. Carigue, 26, according to village officials.

The swift resolution to the standoff came in wooded area around 7:30 a.m., just minutes after the village head alarmed the police of the pair’s abduction by unidentified armed men, suspected to be New People’s Army members.

Inspector Antonio A. Diño, Mobo police chief, said his men were investigating the incident when the kidnappers waylaid them and a firefight ensued.

He said the abductors fled when they saw members of 506th Police Provincial Mobile Group and soldiers led by Army 1st Lieutenant Allan B. Matres quickly moving in and abandoned their captives.

Aside from the victims, police recovered bullet shells for M14 and M16 rifles, packed lunch, a pair of slippers, biscuits and wrappers of candies.

According to Chief Inspector Rodolfo Abella, Police Provincial Office community relations officer, the two men were snatched from their houses by the armed men while they were preparing for work.

PCA DISTRIBUTES SALT TO COCONUT FARMERS IN CAMARINES NORTE

DAET, Camarines Norte — The Philippine Coconut Authority (PCA) provincial office here is distributing salt as fertilizer for the coconut tree to the local farmers.

Matias E. Clacio PCA provincial development manager, said that the agency is distributing some 4 sacks of salt for every municipality.

Clacio said that the 4 sacks of salt will be replaced with 150 coconut seedlings by the recipient for distribution to other farmers who do not have planting materials
.
He explained that salt is cheaper and easy to apply in coconut trees.

He also said that the use salt as fertilizer benefits the tree in producing quality fruits, bearing more fruits, preventing heat during summer season and against pest, and other diseases.

Clasio warned anew the public to refrain from cutting coconut trees without the necessary permit because they can be penalized under R.A. 8048 or “the Coconut Reservation Act of 1995”. (RBManlangit, PIA CamNorte)

SHELLFISH STILL DECLARED UNSAFE IN SOME WATERS

PILI, Camarines Sur — Laboratory results from the Bureau of Fisheries and Aquatic Resources (BFAR) and local government units (LGUs), revealed that shellfish collected at Dumanquillas Bay in Zamboanga del Sur; Sorsogon Bay in Sorsogon and Bislig Bay in Bislig City, Surigao del Sur are still positive for paralytic shellfish poison that is beyond the regulatory

Advisory from BFAR has warned that all types of shellfish and Acetes sp. or alamang gathered from the areas as shown above are not safe for human consumption.

The agency also stressed in the advisory that fish, squids, shrimps, and crabs are safe for human consumption provided that they are fresh and washed thoroughly, and internal organs such as gills and intestines are removed before cooking.

“The following areas continue to be free from toxic red tides: coastal waters of Cavite, Las Piñas, Parañaque, Navotas, Bulacan and Bataan in Manila Bay; coastal waters of Alaminos, Anda, Bolinao and Wawa, Bani in Pangasinan; Masinloc Bay in Zambales; coastal waters of Milagros and Mandaon in Masbate; Inner Malampaya Sound in Taytay and Honda Bay in Palawan; coastal waters of Pilar, President Roxas, Pontevedra, Panay, Roxas City, Ivisan and Sapian in Capiz; coastal waters of Pontevedra in Negros Occidental; Irong-Irong, Maqueda and Villareal Bays in Samar; Ormoc, San Pedro, Cancabato and Carigara Bays in Leyte; Biliran waters in Biliran province; Hinatuan and Lianga Bays in Surigao del Sur; Balite Bay in Mati, Davao Oriental; and coastal waters of Kabasalan in Sibuguey Bay, Zamboanga Sibugay; Juag Lagoon in Matnog, Sorsogon,” it said. PALACE DARES ‘PRESIDENTIABLES’ TO LAY DOWN GOVERNANCE PLATFORM

MANILA — Malacañang challenged the personalities running for president in next year’s national polls to come up with governance platforms that will further enhance the economy and uplift the lives of Filipinos.

In a press briefing, Deputy Spokesperson Lorelie Fajardo said the administration is eager to showcase the achievements of Defense Secretary Gilberto Teodoro Jr. and what his plans are for the country.

Teodoro is the standard bearer of the ruling administration coalition party Lakas-Kabalikat ng Malayang Pilipino-Christian Muslim Democrats (Lakas-Kampi- CMD).
Fajardo added Teodoro’s achievements and governance platform are superior to that of opposition rival and Liberal Party’s standard bearer Senator Benigno Aquino III.

Fajardo stressed the economic accomplishments of the Arroyo administration and the favorable reviews of international financial institutions cannot be invented because they are based on hard data and statistics.

It only shows, she said, that President Gloria Macapagal-Arroyo and her Cabinet are working very hard to generate more jobs for Filipinos and to improve the country’s economy.

These government programs that benefit the poor and the marginalized, she added, will be continued by Teodoro if he is elected as president. Despite the criticisms of the opposition, the Philippine economy under President Arroyo has grown for 34 consecutive quarters and is one of the few in Asia which has avoided recession. 10 SAUDI FIRMS EYE RP AS FOOD PRODUCTION HUB IN THE FAR EAST

AL-KHOBAR, Kingdom of Saudi Arabia — Ten Saudi Arabian agricultural companies want to make the Philippines their food production hub and distribution center in the Far East.

Agriculture Secretary Arthur Yap, who accompanied President Gloria Macapagal-Arroyo in her two-day visit to this Saudi Arabia’s eastern province, made the disclosure in an interview with media Monday.

Yap said the 10 companies formed the Far East Agricultural Co. (FEAC) as their investment platform for agri-business projects in the Philippines after a visit to the Philippines in May.

“We are determined to invest in the Philippines, which offers a bright business potential in agriculture,” said Sheik Mohammaed Al-Rajhi, FEAC head.

“We are especially interested in Mindanao. We want to be part of its social and economic development,” he said.

According to Yap, FEAC representatives will visit the Philippines in November to firm up the trading and production of agricultural commodities with prospective trading and venture partners.

The Saudi Arabian firms preferred the Philippines because of special bonds of friendship that exists between the two countries, Yap said.

“Culturally, the Saudi’s are used to us. We have more than a million Filipinos here so they’re not alien to our culture, and definitely we are not alien to theirs,” Yap said.

“They are also very much aware that we are an agricultural country. And with a coastline longer than that of the United States, we are strong in agri-fisheries. We are Saudi Arabia’s number one supplier of bananas, number four in pineapples, number two in sardines, and number three in tuna. They’re very much conversant with our products as well,” Yap said. DUQUE ADDRESSES WHO REGIONAL COMMITTEE FOR THE WESTERN PACIFIC

HONGKONG — Health Secretary Francisco T. Duque III addressed the Western Pacific Regional Office during the Opening Ceremonies of the 60th Session of the World Health Organization Regional Committee for the Western Pacific as the Retiring Chairperson of the 59th RCM which was co-hosted by the Philippine Department of Health in Manila last
year.

The 60th session formally opened on Monday with WHO Director General Dr. Margaret Chan and newly elected Regional Director Dr. Shin Young-Soo providing words of inspiration, guidance and leadership to the 37 member states of the Western Pacific Region, in light of unprecedented global events which have far reaching implications on
health.

In his address, Duque thanked and lauded the government of Hong Kong for its successful hosting of the 60th WHO Regional Committee Meeting.

“I consider it providential that in its history and tradition of excellence in the finance and health sectors, Hong Kong is hosting the 60th Session...where two topics of urgency & import will be deliberated on its depth --- the global financial crisis and its impact on health and the 2009 A (H1N1) pandemic, “ Duque said.

The 60th Session is set to engage the 37 member states of the Western Pacific Region in a crucial & meaningful dialogue on key health and non-health issues with impact on health such as the ongoing spread of the H1N1 pandemic, the global economic crisis and climate change.

During the meeting, chief representatives of member states are also expected to discuss progress on the implementation of several key Regional Action Plans such as the Asia Pacific Strategy for Emerging Diseases and the International Health Regulations, the Regional Action Plan for the Tobacco Free Initiative, the Regional Action Plan for Malaria Control & Elimination and the Asia Pacific Strategy for Strengthening Health Laboratory Services.

The participants of the WHO Regional Committee Meeting will also give updates on major issues which bear significance in the Region such as malaria, TB, HIV/AIDS including STIs, vaccine preventable diseases, non-communicable diseases and other emerging diseases.

The 60th session of the WHO Regional Committee Meeting for the Western Pacific officially opened on Monday, September 20 and will end this Friday, September 25. WHO PLEDGES TO MAKE (A)H1N1 VACCINES AVAILABLE FOR POOR & VULNERABLE POPULATIONS

HONGKONG — Outgoing Director-General Margaret Chan of the World Health Organization (WHO) has pledged the commitment of WHO to make sure that developing countries are not left empty-handed in dealing with the A (H1N1) pandemic. “A virus that causes manageable disruption in wealthy countries is very likely to cause devastation elsewhere,“ she warned.

Thus, WHO will make sure that there will be equitable distribution of pandemic vaccines once they become available.

Presently, WHO projects that it will be able to obtain donations and funding for procurement of at least 300 million doses of vaccine against the A (H1N1) virus which will be enough to cover 15% of the population of the developing world.

WHO Regional Director Dr. Shin Young Soo during his talk with the ministers of health further strengthened WHO’s support by strengthening coordination and collaboration with the member states of the Western Pacific Region in implementing the revised IHR 2005 and the Asia Pacific Strategy for Emerging Diseases (APSED).

Asked on the policy of the Philippine government on distributing the vaccines, Secretary Duque said,”We will give the highest priority to vulnerable groups such as frontline health workers, pregnant women, people with co-morbid conditions as well as the very young and the very old with immuno compromised health status.
We will discuss this in the Task Force --- our vaccination strategy --- beginning next week,” Duque said.

Duque also revealed that at present the DOH has already placed an order worth Php 100million of pandemic vaccines that will be enough to immunize health workers.

DOH, UNFPA, UNICEF, & WHO JOIN HANDS TO REDUCE MATERNAL & NEONATAL DEATHS IN RP

MANILA — The Department of Health (DOH) today announced that the three United Nations (UN) agencies – the United Nations Population Fund, United Nations Children’s Fund, and the World Health Organization have joined forces and resources to undertake a joint program on rapidly reducing maternal and neonatal deaths in the country and meet the Millennium Development Goals.

“This is a very welcome development and I am very glad that the Philippines will benefit from this multi-UN agencies collaborative effort”, Health Secretary Francisco Duque III said.

The Philippines is among the countries which contribute to the high percentage of maternal and neonatal deaths worldwide. According to the 2006 Family Planning Survey, the maternal mortality ratio was pegged at 162 maternal deaths per 100,000 live births.

“This joint undertaking focuses on accelerating our efforts to attain the targets of MDG #5, which is the reduction of maternal mortality ratio by 75% and the universal access to reproductive health services by 2015, and MDG #4 which is the reduction of the neonatal mortality rate”, Duque declared adding that this initiative will also attain the results desired by the National Maternal, Neonatal, Child Health & Nutrition strategy.

The health chief also said that, with the new project, people can expect better health services as each UN agency will be able to assist the government by pooling procurement, sharing costs in service delivery, common equipment, training of health workers, and monitoring and evaluation.

The new project, with the support of the Australian Agency for International Development (AusAID) is divided into two significant phases: the Transition period (2009-2011) which will cover the provinces of Eastern Samar, Ifugao, Lanao del Sur, Maguindanao, North Cotabato, and Saranggani, and the urban poor areas in Tacloban, General Santos, Taguig, Navotas, Parañaque and Makati; and the Full Operationalization Period covering the years 2011-2016.

To seal the partnerships of the three UN agencies, the DOH, and AusAID, a document was signed by the heads of the respective agencies.

SEEING A NEW LIGHT THROUGH KALAHI-CIDSS

MASBATE CITY — Residents of Pinanaan village deep in the mountains of Aroroy, Masbate no longer had to shout themselves during assemblies. Thanks to a microphone that was hooked up to a sound system, they were able to voice their concerns and profuse thanks and endless testimonies for KALAHI-CIDSS (Kapit Bisig Laban sa Kahirapan- Comprehensive and Integrated Delivery of Social Services) project.

After years of using foul-smelling kerosene lamps (gasera) to light homes after dark, residents of the remote barangay of Pinanaan now face the future with renewed hope.

Hope comes in the form of electricity generated by a power generator and mainline electric cable wires. The generator can produce up to 50 watts of electricity a day, is enough to produce for light bulbs, a small radio and even a television.

Never did the people of this barangay think that their community would be reached by electricity, or did they expect rural electrification project to ever unfold in the community.

Fulfilling a dream

KALAHI-CIDSS: KKB has responded by providing Pinanaan a power generator and mainline electric cable wires. The people on the other hand organized themselves to undertake the most commendable project embarked by the community.

During the construction, many volunteers committed their full support towards the project, cutting poles for electric posts; other dug holes and cleared the way for mainline cables.

Every family has committed full involvement in project implementation. The people chartered a collective strategy to actualize their dream project of a sustainable power supply.

The community formed the Barangay Pinanaan Electric Consumers Association (BAPECA), chaired by Ely Saut, along with two operators and treasurer. Each household who uses 120 watts bulb pays a monthly rate of 120 pesos. A membership fee is also collected which is used for maintenance and basic services.

Seeing the light

Today, more than 100 households are being served with electricity.

“Most of our kids can now help in the household chores,” relates Punong Barangay Jose Bajar, adding that “when we didn’t have electricity, they either had to stop doing their homework or plod on under the flickering light of a kerosene lamp. Now, they can study or plays as long as they want.”

“Both kids and adults were up almost all night during the first few days after the lights were turned on,” Bajar said.

The situation has also benefited teachers like Josephine Capinig who can now do lesson plans and other school-related work in relative comfort at night. “We are now able to experience improvements in our lives, no matter how small. I’m so happy, especially for my students,” said Capinig.

It wasn’t their first time to see lighted fluorescent bulbs. Still, the experience of seeing one in town was totally different, if not life-changing, from having one and turning it on with a flick of a switch right in the comforts of their own homes.

As the people enjoy the benefits of locally generated power supply, they realized that there is no better way to attain what they long dreamt of than by working hard for it.

“We are very thankful that the KALAHI-CIDSS program chose our barangay. Though we are still deprived of other basic social services, the electrification project is unequaled by anything else that we can think of,” exclaimed Bajar.

To the people of barangay Pinanaan the project is more than just the amenity they can commonly share. It is the realization of an ardent aspiration, a long-cherished dream. (CLMartinez, KCRSMO-DSWD/PIA)


MAYON VOLCANO PUFFS ASH TUESDAY

LEGAZPI CITY— Three minor ash explosions occurred at the summit crater of Mayon Volcano around 5:37 AM Tuesday, according to the Philippine Institute of Volcanology and Seismology (Phivolcs).

Alex Baloloy, Phivolcs science research analyst, said the explosion was the first one since Alert Level 2 has been hoisted over the volcano in July this year.

Phivolcs recorded the ash explosions lasted for about three minutes producing a brownish ash column that rose to a maximum height of about 700 meters above the crater and drifted to the southwest direction.

“The explosion is a minor one and Alert Level 2 remains in effect over the volcano,” Baloloy noted.

He added that ash falls were observed at the southwest portion of the volcano.
According to its latest bulletin issued 8:00 AM today, Phivolcs said that its seismic instruments recorded eleven (11) volcanic earthquakes during the past 24 hours.

Steam emission varied from weak to moderate that drifted north-northwest and east-northeast. Sulfur Dioxide (SO2) emission rate decreased to 50 tonnes/day compared to the previous reading of 818 tonnes/day on September 12, 2009). Faint crater glow (Intensity I) was observed last night.

Phivolcs strongly recommends that the 6-km radius Permanent Danger Zone (PDZ) around the volcano and the 7-km Extended Danger Zone (EDZ) on the southeast flank of the volcano remain off-limits to human activities due to the threat from sudden explosions and rock falls from the upper slope.

Phivolcs also warned that active river channels and lahar prone areas in the southeast sector of the volcano should also be avoided as life-threatening mud flows because ash and other loose volcanic deposits may be washed out during bad weather conditions or when there is heavy and prolonged rainfall.

Meanwhile, Albay Public Safety and Emergency Management Office warned residents to take extra precautionary measures and be ready for evacuation in case the volcano’s state of unrest continues and worsens. (MALoterte, PIA V)


PATLEPAM’s VIDEO PRODUCTION CONTEST ON

LEGAZPI CITY— The Philippine Association of Tertiary Level Educational Institutions in Environmental Protection and Management (PATLEPAM) Bicol encourages its academic partner institutions across the region to join and participate in its Video Production Competition.

Dr. Ninfa R. Pelea, PATLEPAM Bicol coordinator, has urged more school participants to submit video production entries depicting certain facet of today’s environment situation of the country.

Pelea said the submission of entries already commenced August 27 during the launching rites of the first-ever Culture and Arts Fair for the Environment held at Divine Word College here.

Professor Ricardo E. Perez of the Universidad de Nueva Caceres in Naga City, resource speaker of the Video Clip Production and Digital Photograph seminar, also announced the mechanics and other guidelines of the competition.

Based on the contest mechanics, video entry must use and evolve on environmental context of the song “Masdan Mo ang Kapaligiran” by Asin. Schools that will join the contest are given of about 20 days to prepare and create their own output that will be submitted on the third week of September this year.

PATLEPAM plans to hold the awarding of the winning entries on the fourth week of September simultaneous with the awarding of the regional winners for the 2009 National Search for Sustainable and Eco-Friendly Schools at Pacific Mall Legazpi in observance for the Clean Up and Ozone Month celebration. DSWD LEADS REVIEW OF DAY CARE SERVICES

LEGAZPIA CITY — The Early Childhood Care and Development (ECCD) Council, in partnership with the Department of Social Welfare and Development (DSWD), is undertaking a survey research named as “State of the Art Review of Day Care Services in the Philippines”.

The survey of day care services focuses on: people of the day care workers, the day care supervisors and the day centers.

Evelyn Lontok, DSWD Bicol assistant regional director, explained that the result of the survey will be used in policy formulation, crafting of possible legislative agenda and develop a more focused and renewed government strategy in order to strengthen the implementation of the day care service.

Lontok added that the baseline data will also serve as inputs in crafting a 5-year ECCD Master Plan.

A joint memorandum between the ECCD Council and DSWD was issued to ensure the efficient and successful implementation of the research.

CAMARINES NORTE TO CRAFT PROVINCIAL PHYSICAL FRAMEWORK

DAET, CAMARINES NORTE – The Provincial Government of Camarines Norte has recently conducted a workshop among local government and community leaders discussing issues in formulating the physical framework for the province.

Issues and problems that need to be taken care of include the spill-over of settlements in urban areas; low production of soil; lack of job opportunities in industry and service sectors; encroachment; unregulated mining; environmental hazards like flood, soil erosion, and fault lines; and lack of infrastructure for development.

The workshop focused on the implementing mechanism of the Comprehensive Land Use Plan, Comprehensive Development Plan and the Provincial Development Investment Program regulatory measures.

It was agreed that the implementing mechanism will include the change in the social and economic well-being of the people, improve the quality and physical situation of the environment and to enhance the capability of the local institutions.

The workshop was headed by Architect Madonna A. Abular, Provincial Planning and Development Coordinator and representatives from the Office of the Provincial Agriculturist (OPAg), Department of Interior and Local Government (DILG), and Ecosystem Environmental Resource Management Division (EERMD). PGMA off on a 3-nation swing

MANILA — President Gloria Macapagal-Arroyo left early dawn today (Wednesday, Sept. 16) for a two-day official visit to Turkey aimed at further strengthening 60 years of diplomatic relations as well to look into the conditions of sons 5,000 overseas Filipino Workers (OFWs) there.

The President’s visit to the Turkish capital city of Ankara and Istanbul is the first leg of a three-nation swing that will take her to London and the Kingdom of Saudi Arabia.

The Department of Foreign Affairs said the President was invited by Turkish President Abdullah Gul. The celebrations of the 60th anniversary of the establishment of diplomatic relations between the Philippines and Turkey this year will be the visit’s highlight.

The Philippines- Turkish diplomatic relations began with a Treaty of Friendship on June 30, 1949. It was further strengthened with their exchange of resident ambassadors in 1990 and 1991.

Diplomatic ties between the two countries gained dramatic boosts with the State Visits of President Fidel Ramos in March 1995 and President Suleyman Demirel to the Philippines in February 1999.

It is the 16th largest economy in the world and the sixth in Europe. Turkey is an emerging market for Philippine exports, alongside India, South Africa, Russia and Ukraine.

Last year, trade between the Philippines and Turkey amounted to more than 114 million US dollars, with Philippine exports to Turkey reaching 63 million US dollars, and Philippine imports from Turkey at 51 million US dollars.

Turkey was the Philippines’ 43rd trading partner in 2008; 33rd as export market and 46th as import source.

Philippine products being promoted in Turkey include costume/precious jewelry (especially pearls, other precious stones), fresh/processed fruits (especially bananas, mangoes), garments/furniture, organic chemicals, and coconut products.

While in Turkey, the President is expected to invite Turkish businessmen to invest in the Philippines particularly in food processing (halal), garments and textile, establishment of oil depots and banking.

Presidential Spokesperson on Economic Affairs Gary Olivar, in a press briefing, said President Arroyo will also take the opportunity to thank President Gul for Turkey’s support for the Philippines’ bid for an observer status with the Organization of the Islamic Conference (OIC).

Olivar said the Philippines’ bid for an observer status with the OIC is a “major step to the success of the peace process in Mindanao.”

The President is also scheduled to meet with OIC Secretary General Ekmeleddin Ihsanoglu to solidify the Philippines’ bid and update the latter on the progress in the Mindanao peace process.

The President is also scheduled to meet in Istanbul some of the 5,000 Filipino overseas workers in Turkey.

Olivar said the Filipinos in Turkey are treated well. Most of them, he said, work for households of diplomatic and expatriate community or rich Turkish families. Ten percent or approximately 500 Filipinos in Turkey are professionals and skilled workers such as engineers, architects, doctors and teachers.

PGMA’s visit in Turkey will solidify RP’s bid to OIC

MANILA — One of President Gloria Macapagal-Arroyo’s main agenda in her Turkey visit on Wednesday is to solidify the country’s bid for an observer status with the Organization of Islamic Conference (OIC) as she is expected to meet and update the OIC Secretary General Ekmeleddin Ihsanoglu on the progress in the Mindanao peace process.

President Arroyo will also take the opportunity to thank Turkey President Abdullah Gul for his nation’s support of the Philippines’ bid for an observer status in OIC, which is aimed at ending the separatist movement in Southern Philippines.

In a press briefing, Presidential Spokesperson for Economic Affairs Professor Gary Olivar said the Chief Executive’s visit to Turkey will be the highlight of the 60th anniversary of the establishment of diplomatic relations between the Philippines and Turkey this year.

The President’s visit is expected to strengthen economic ties with Turkey, which is the 16th largest economy in the world and the 6th in Europe. Turkey is an emerging market for Philippine exports, alongside India, South Africa, Russia, and Ukraine.

The Turkey visit, Olivar added, is also a chance for President Arroyo to forward the welfare of an estimated 5,000 overseas Filipino workers (OFWs).

From Turkey, the President will proceed to the United Kingdom and Saudi Arabia.

The Chief Executive will deliver a keynote address before delegates attending “The Emerging Markets Summit” hosted by London-based news magazine “The Economist” slated to be held from September 17-18.

After London, Olivar noted President Arroyo will proceed to Saudi Arabia to meet with Filipino communities in Jeddah, Al Kobbar, and Dammam. She may also ask Saudi King Abdullah bin Abdul Aziz Al Saud to pardon Filipinos languishing in Saudi jails.

DOLE: RP job quality has improved

MANILA — Department of Labor and Employment Marianito Roque on Wednesday maintained that the administration' s job generation program has provided sound employment to numbers of Filipinos and lifted them off from the quagmire of poverty.

“The National Statistics Office labor force survey shows that the quality of employment continues to improve,” Secretary Marianito D. Roque said, highlighting the fact that wage and salary employment increased by 7.3 percent over last year’s, as the survey showed.

“The number of persons in full time employment also increased by 500,000, or 2.2%, while self-employed workers and unpaid family workers fell by 335,000 and 174,000, respectively,” Roque said.

The DOLE chief explained that the dip in the number of self-employed and unpaid workers mean either of two things: the self-employed and unpaid family workers could have dropped out of the labor force or found full-time employment.

On the unemployed, Roque said the number of workers that entered the labor force – 1.089 million – higher by 0.3 percent than last year’s, could have contributed to the spike in the number of unemployed persons – 173,000 – which is generally at the same level as that of July 2008.

Roque also said that the survey also shows that total employed persons grew by nearly a million – 916,000 – albeit lesser than last year’s growth of 3.8 percent, or 1.275 million. The survey says the employment level increased by 2.6 percent to 35.509 million from 34.593 million a year ago.

He attributed the modest hike in employment to the government’s economic stimulus program, adding that the DOLE itself has embarked on several emergency employment projects nationwide.

“This is how we see the NSO’s labor force survey. We are concerned with the unemployment rate, but we are also hopeful about the quality of employment that continues to improve and for which we continue to focus our work on,” Roque said. (PIA V Release)


One million more Pinoys employed in July

MANILA – The number of employed persons nationwide rose to 35.51 million in July this year, or about a million more than the 34.59 million posted a year ago.

Data released today by the National Statistics Office (NSO) show the services sector boosted the employment rate as it accounts for about 52 percent of employed persons in July this year, from 50.2 percent a year ago.

The sector includes workers in wholesale and retail trade; hotels and restaurants; transport, storage and communication; financial intermediation; real estate, renting and business activities; public administration; education; health and social work; community activities; private households and extra-territorial bodies.

The agriculture and industrial sectors correspondingly accounted for 33.6 percent and 14.8 percent of the country’s employed persons.

Agriculture’s employment share this year is lower than the 35 percent it posted a year ago.
The industrial sector’s employment share remained unchanged from last year, however.
Industrial workers are found in mining and quarrying; manufacturing; electricity, gas and water as well as construction. (PIA V Release)

SORSOGON RENEWS PARTNERSHIP WITH NGCP FOR ECONOMIC AND LIVELIHOOD DEVELOPMENT

SORSOGON Province — The provincial government here renewed its support to National Grid Corporation of the Philippines (NGCP), formerly the Transmission Commission (Transo), which has long been a partner of the province in pursuit of its economic and livelihood development agenda.

Governor Sally A. Lee said that the provincial government recognizes the NGCP’s vital role in facilitating a smooth and systematic flow of electricity contributing to the province’s economy and of the nation as well.

“Electricity has already been part of people’s lives here, hence, power lines must be safeguarded not only by the concerned agency but by the people as well, because absence of a well-facilitated transmission of power will certainly hinder development of the province. Likewise, programs undertaken by NGCP must also be supported,” Lee stressed.

Nelson Bautista, NGCP corporate communication officer for South Luzon Region, said that the Provincial Peace and Order Council (PPOC) here also assured the NGCP through the newly formed Social Integration Program (SIP committee to protect NGCP power lines in the province.

Bautista has also sought the help of local media during the recently concluded press conference here, in making the public aware of their role as partners of NGCP and LGUs to strictly implement RA 7832 or the Anti – Electricity and Transmission Line Materials Pilferage Act of 1994.

He related series of incidences in Bicol region where almost majority of the electrical towers collapsed on the height of the successive typhoons ‘Milenyo’ and ‘Reming’ resulting a big loss for the company and in the economy as well.

“The tower lines easily collapsed due to the wide range pilferage of electrical power parts,” Bautista said.

The NGCP, which has officially taken over the nationwide transmission grid operations since January 15 2009, is a privately – owned corporation and a consortium of Monte Oro Grid Resources Corp., Calaca High Power Corp. and State Grid Corp. of China who won the competitive public bidding in December 2007 for the 25-year concession agreement (extendable for another 25 years) to operate, manage and expand the country’s high voltage power grid. LEGAZPI CITY — The Department of Environment and Natural Resources-Environmental Management Bureau (DENR-EMB) regional office here has enjoined anew all Bicolanos to take part in the annual observance of the National Clean Up and Ozone Month as well as the International Coastal Clean Up Day on the 3rd Saturday, all within this September.

EMB Bicol has lined-up activities to highlight the observance which include media information campaigns, Ozone Forum on September 16 in Masbate City, Clean Bicol Rivers (simultaneous Linis Ilog project) slated within this week; International Coastal Clean Up Day on September 19; roadside mobile air conditioner (MAC) testing; Ozone Exhibit sa Mall, Kids Story-telling event and awarding ceremony for the Regional Search for Sustainable and Eco-Friendly Schools on the 4th week the Pacific Mall here.

The international theme for the Clean Up Month is “Communities Uniting to Combat Climate Change”, while the Ozone Month evolves on “Ozone Protection Unifies the World”.

“The activities focus on the implications of climate change on the ecosystem and communities, as well as the ensuing consequences around the world,” Engr. Gilbert C. Gonzales, EMB Bicol regional director, pointed out.

“Let us unite in adapting concerted actions locally and at the same time address public awareness on the grim issues of solid waste, ozone depletion, global warming and climate change,” he added.

Dr. Faye Lea Patria Mata Lauraya, Bicol University and PATLEPAM’s regional coordinator, cited the sponsors of the event emphasizing the significance of their desire in addressing various problems on ecosystem degradation through relevant ways of raising the youth’s awareness on environmental protection and management.

PCSO MARKS 75th ANNIVERSARY WITH HUMANITARIAN MISSIONS IN CAMSUR

PILI, Camarines Sur — The Philippine Charity Sweepstakes Office (PCSO) and the Provincial Government of Camarines Sur jointly spearheaded simultaneous medical and dental missions held in several municipalities in the province last September 6, in time for the PCSO’s 75th founding anniversary.

Thousands of residents of Sipocot, Siruma, Caramoan, and Ocampo town have benefited from the project’s free medical and dental services and medicines.

The project is envisioned to be both a celebration and a window for marginalized Filipinos from all over the country to access medical care and organized charity assistance.

PCSO provided the medicines and supplies while the provincial government’s medical and personnel and staff, led by Dr. Gerardo Villafuerte, PHO chief, carried out the services.

Residents overwhelmingly expressed their support towards the program and appreciation for the free medical and dental services.

“I am very thankful for the medical and dental mission as I no longer need to travel far to have my medical examination and to get a tooth extracted,” a resident of May-Anao disclosed.

PILI FARMERS TRAIN ON ORGANIC VEGETABLE PRODUCTION

Pili, Camarines Sur – Some 50 vegetable farmers from barangay La Purisima in this town have trained on production of high quality vegetables minus the chemical-based fertilizers or insect repellants

The training program, dubbed Organic Vegetable Production, provided a venue among local vegetable producers to hone their knowledge and skills on various stages of vegetable production, including prevention and control of pests and diseases, farm management that would immensely contribute to a much efficient and improved growth of the vegetables as well as other high value commercial crops (HVCC).

If there is a Farmer Field School (FFS) for rice farmers, much as for vegetable producers which focuses on new technology that employs indigenous materials to drive away harmful insects from the vegetable plantations.

The FFS is a combination of lectures and actual field demonstrations which help facilitate learning among the participant-farmers.

Governor LRay Villafuerte has fully supported the training program in line with his thrusts in ensuring food security and providing the locals alternative source of income.

The Department of Agriculture Regional Field Unit 5(DAR-RFU5), Agricultural Training Institute (ATI), Provincial Agriculture Office (PAO), and the municipal government here spearheaded the training activities.

Training Management Team on High Value Commercial Crops (HVCC) of the PAO facilitated the lectures and field demonstration activities.

CHURCH GROUP LAUNCHES TERCENTNARY MEDIA AWARDS

NAGA CITY — The Caceres Commission on Communications (CCOM) and the Tercentenary Committee have launched the Tercentenary Awards for Media Productions starting September 2009 until September 2010. The awarding of winners will be held in December 2010.

The awards are for print, electronic (website), radio, television and student campus papers (PERT campus).

The criteria for evaluation of the awardees are: emphasis on the devotion to Ina as a way to promote the common good, 30 percent; support to the ideals of the Tercentenary, 30 percent; and the requirements for a specific category, 20 percent.
Two groups will monitor and evaluate the nominees: the board of judges and the monitoring teams.

The monitoring teams will conduct an evaluation from September 2009 to September 2010 and will forward their recommendation to the board of judges for the final decision.

Award categories for radio consist of social service program, news and public affairs program, editorial, radio plug about the Peñafrancia devotion, feature story, program feature on voters’ education, program feature on culture, and radio coverage on the Peñafrancia activities.

The categories for television include news program, TV plug about the Peñafrancia devotion, feature story, program feature on voters’ education, program feature on culture and TV coverage on the Peñafrancia activities.

The award categories for print include editorial, opinion or column, feature article, feature article on voters’ education, and the billboard.

Award for the website includes comprehensive information about the devotion and an encouragement for the audience to nourish the devotion and to take an active part in social concerns.

PGMA's Turkey trip highlights 60-year RP-Turkey relations

MANILA — The Department of Foreign Affairs (DFA) officially announced today (September 14) the visit to Turkey of President Gloria Macapagal-Arroyo on September 16 to 17, upon the invitation of Turkish
President Abdullah Gul.

The visit highlights the 60th anniversary this year of the establishment of Philippine-Turkey diplomatic relations. Turkey has been supportive of the Philippine bid for an Observer-State status with the Organization of the Islamic Conference (OIC) and President Macapagal-Arroyo will reiterate her gratitude to President Gul for this support.

While in the capital of Ankara, the Chief Executive will also meet with OIC Secretary General Ekmeleddin Ihsanoglu to solidify the Philippine bid and update the latter on the progress of the Mindanao peace process.

Turkey actively supported the GRP-MNLF-OIC Tripartite Meeting held in Manila last March.

Also in March this year, Foreign Affairs Secretary Alberto Romulo visited Turkey and met with then Turkish Foreign Minister Ali Babacan, who is now Deputy Prime Minister.

Romulo was told that President Gul looks forward to his participation in the forthcoming Non-Aligned Movement's (NAM) Special Ministerial Meeting on Interfaith Dialogue and Development to be hosted by the Philippines in early December 2009.

From Turkey, the President will proceed to the United Kingdom, then to Saudi Arabia.

Turkey is now the 16th largest economy in the world and the 6th in Europe, and an emerging market for Philippine exports.

In 2008, trade volume between the Philippines and Turkey amounted to more than USD114-million, with Philippine exports to Turkey reaching USD63-million, and Philippine imports from Turkey at USD51-million.

Among Philippine products for further promotion to Turkey include costume and precious jewelry (especially pearls, other precious stones), fresh and processed fruits (especially bananas, mangoes),garments and furniture, organic chemicals, and coconut products. (PIA V Release)


PGMA orders DOH to intensify campaign vs dengue

MANILA — President Gloria Macapagal-Arroyo has ordered the Department of Health to intensify the campaign against dengue through its public health educational programs.

The President, according to Deputy Spokesperson Anthony Golez, asked local government units and national health officials to cooperate in combating the scourge which has claimed a number of lives in depressed communities.

“Ang importante lang yung kooperasyon ng lahat. With the LGUs, ang kanilang mga health officials with the national health officials, and at the same time, ang suporta ng ating DOH particularly ang mga hospitals doon sa pamilya o pasyente na may dengue ngayon, kinakailangan magtulungan sila nang sa gayon ay maiwasan o mabawasan ang mga kaso ng dengue, (The important thing here is cooperation
between LGUs and health officials and how to support hospitals with dengue cases)” Golez quoted the President as saying.

Part of the DOH mandate, according to Golez is to destroy breeding grounds of mosquitoes.

“Kailangan alamin dapat nila kung ano puwede pag protekta sa kanila, number one yung mga screens para sa mga ekswelahan. Ang mga lotion kung may mga lotion sila para maprotektahan sila. Isa sa mga pinaka importante ay yung pagpunta nang maaga sa kanilang doctor. They should seek early onsultation on the second or third day of high fever, kailangan na silang pumunta sa kanilang mga doctor kung dengue nga ito o hindi, (They should know how to protect the public, like the use of screens in schools, and the need to see their doctors if they have fever)” Golez said in a press briefing.

The DOH, he said, has recommended, defogging in cases where dengue has already become an outbreak. “We should be doing all these things because we know dengue is very preventable,” he said. (PIA V Release)


More NPA rebels renounce communism

MANILA — More New People’s Army (NPA) rebels continue to renounce armed struggle and embrace a life of peace as evidenced in the various surrenders in the different parts of the country, the military reported today.

Five members of the local terrorist groups operating in the provinces of Bukidnon, Quezon, Albay and Kalinga surrendered to the government forces in four separate incidents over the weekend.

Reports reaching the Philippine Army headquarters in Fort Bonifacio disclosed that Edgar Sarino, alias Carlo, team leader of the local terrorist group operating in Sitio Mahayag, Barangay St. Peter, Malaybalay City, Bukidnon, voluntarily surrendered to the 8th Infantry Battalion (IB), bringing along his firearm and ammunition.

In Luzon, Billy Leynes, alias Kris, member of a local terrorist group under Komite sa Probinsya (KOMPROB), surrendered to the elements of the 1st IB at Barangay Aluyon, Burdeos, Quezon.

In Albay, two local terrorist group members identified as Antonio Macasinag, alias Bong, and Sopromio Llorca, alias Jacky, yielded to the elements of the 2nd IB Battalion in Barangay Maopi, Daraga town, while another NPA rebel identified as Jeony Pebenito voluntarily surrendered to the elements of the 41st IB in Kalinga. Army spokesman Lt. Col. Arnulfo Marcelo Burgos said the Philippine Army has recorded a total of 173 NPA surrenders in the past two months.

"Just a year after the Social Integration Program (SIP) was launched, the Office of the Presidential Adviser on the Peace Process recorded a total of 548 surrenderers, 330 of which yielded firearms," said
Burgos.

In addition, Burgos said the papers of another batch of 261 former communist rebels, who recently surrendered to avail of the SIP, are currently being processed.

At least 18 former rebels from Luzon were awarded financial assistance package under the SIP during the conduct of the Army Social Responsibility Symposium at the Army headquarters over the weekend.

"As agents of peace, the Philippine Army shall continue to conduct peaceful and development endeavors all over the country with the end in view of providing an environment of peace and stability," said Burgos. (PIA V Release)


FVR's warning of 'no-election' scenario baseless--Golez

MANILA — Palace dubbed as ‘baseless’ the warning of former President Fidel Ramos that the government might utilize the military for a ‘no-election” scenario next year to prolong the stay of President Gloria Macapagal-Arroyo beyond her term.

Deputy Presidential Spokesman Anthony Golez, in a media briefing at the New Executive Building in Malacanang on Monday, said that Ramos' warning of a no-election scenario to prolong the term of Mrs. Arroyo in power beyond her term was “unfounded”.

”Those are unfounded, meaning to say they should be verified by the right authorities,” Undersecretary Golez said during the briefing.

Golez said that no body could say the elections would not push through in 2010 since President Arroyo herself had been consistent in saying that there would be election and she even assured this in her meeting with US President Barrack Obama.

Ramos on Saturday cautioned members of the Philippine Military Academy (PMA) Class of 1978, of which President Arroyo is an adopted member, against staging a coup or putting up a military junta before May 2010 to prevent the conduct of an election.

Ramos, a former military officer, had served as Armed Forces chief before he became president in 1992. He was instrumental in toppling the Marcos regime in 1986 through the historic EDSA People Power revolution.

Golez also stressed that members of PMA Class of 1978 would not be involved in politics despite the key positions being held by some of its members in the military and police organizations.

Among the members of the class whom President Arroyo appointed to important positions were Lt. Gen. Delfin Bangit, commanding general of the Philippine Army; Maj. Gen. Romeo Prestoza, chief of the Intelligence Service of the Armed Forces of the Philippines (ISAFP); and Police Director Roberto Rosales, head of the National Capital Region Police Office (NCRPO).

Meanwhile, the president of PMA Class of 1978, assured FVR that they would not be participants in a no-election scenario, stressing that his classmates are loyal to the Constitution.

Tourism in RP remains proactive despite A (H1N1)

MANILA — Tropical regions of South and Southeast Asia continue to experience geographically regional or widespread influenza A (H1N1) activity (represented by countries such as India, Bangladesh, Myanmar, Thailand, Cambodia, Sri Lanka, and Indonesia).

According to the World Health Organization (WH0), despite the scenario wthin the country’s Southeast Asian neighbors, the tourism in the Philippines remains proactive.

The Department of Tourism (DOT) reiterates the statement from the WHO recommending no travel restrictions, acknowledging that preparedness, and not panic, is the key response.

The DOT also echoes the statement from the United Nations World Tourism Organization (UNWTO), which recently convened to anticipate the challenges the virus will bring, and ensure that the travel and tourism sectors are prepared.

In the two-day review and preparation exercise on ‘Travel and Tourism under Pandemic Conditions’ in Madrid on Aug. 26-27, it was emphasized that “travel limitations would not limit the spread of A (H1N1) because it is already ‘the dominant influenza strain in most parts of the world,’ after a thorough presentation by the WHO.

It was also strongly recommended that the sector “improve with business continuity,” as tourism continues to play an integral role in the country’s economic development. With this underscored, collective support for the industry is necessary.

Tourists coming to the Philippines are assured that all monitoring procedures are being implemented, and coordination with regional tourism offices is maintained to guarantee appropriate action.

The DOT enjoins tourism stakeholders to help strengthen the sector’s readiness by responding positively to the growing concern, and carry on in helping educate travelers on the practical steps to prevent the spread of the virus.

Being informed and prepared is always the key. Knowing that the A (H1N1) virus is not an airborne virus but transmitted via water droplets, it is important for travelers to practice necessary precautions through strict personal hygiene, regular hand washing, and etiquette.
