Sorsogon, foundation honor outstanding police officers of Sorsogon

SORSOGON CITY, Oct 31 (PIA) -- Some cops were honored as Outstanding Police Officers of Sorsogon in the “Orgulyo San Sorsogon” Awards Night at the Capitol Grounds in Sorsogon City.

Held October 17, the event formed part of the culmination rites of the 18th Foundation Anniversary of the province.

Kasanggayahan Foundation Inc., in cooperation with the Local Government of the Province of Sorsogon, organized the awarding of different government employees and farmers of Sorsogon.

Of the 19 awardees, two were police commissioned officers and 17 police noncommissioned officers.

Plaques and cash prizes of P15,000 each were awarded by Sally A. Lee, KFI Board of Director and Msgr. Francisco P. Monje, KFI President. They were assisted by Police Senior Supt. John CA Jambora, provincial director.

Jambora expressed pride on the exemplary performance of his men as he urged the members of the police force in Sorsogon to keep up the good work and live up to the PNP motto “To Serve and Protect.” (BARecebido, PIA Sorsogon/ SPPO)


Media tours NGCP Naga Sub Station

NAGA CITY, Oct 31 (PIA) -- The National Grid Corporation of the Philippines (NGCP) hosted another round of media orientation-conference over the weekend with local practitioners in Camarines Sur by providing them a facility tour inside the almost 30-hectare site of the Naga substation at Brgy. Del Rosario here.

Dubbed Power 101, the activity briefed media practitioners with the programs of NGCP for its corporate responsibility.

Nelson Bautista, NGCP South Luzon corporate communication and public affairs officer, said that as a fully privatize corporation, the firm needs to be transparent in all their dealings.

“As partners, we know that our media friends can help us a lot in disseminating accurate information especially during situations that we need them most. Power 101 is our way of saying thank you for their continued support and as our way of acknowledging our media friends’ help,” Bautista added.

Members of the local media were toured around the High Voltage Direct Current service area, the unit that transmits power from Visayas to Luzon.

NGCP Senior Engineer Annie Pagobo also explained that the facility is where power is being converted from alternating current (AC) to direct current (DC).

Next stops were the control room, switch yard and the Area control area.

Members of the local media were also given a chance to meet NGCP Corporate Spokesperson Cynthia P. Alabanza, during a luncheon press conference in the afternoon at the Villa Caceres Hotel also in this city.

Alabanza thanked the media for gracing the activity and lauded their support for assisting NGCP in their information dissemination campaign, particularly in helping them in update the community during times of disasters and calamity.

“Rest assured that NGCP will continue to develop measures to protect the community through safety mechanisms. That is the primary reason why we go around, to touch base with our partners and make them feel that public service is still on top of our priorities,” Alabanza said.

Contact Center ng Bayan leads toward better governance

LEGAZPI CITY, Oct 31 (PIA) -- A direct access channel for airing complaints, concerns, feedback and recommendations to government agencies is now possible with the launch of the Contact Center ng Bayan (CCB) of the Civil Service Commission (CSC).

For the program’s initial implementation, Contact Center ng Bayan places allows one loop access to six participating agencies – Bureau of Internal Revenue, CSC, Department of Health, Department of Trade and Industry, National Computer Center, and the Philippine Health Insurance Corporation.

The program will also provide information on the services and basic policies of the said agencies.

The creation of the contact center is anchored on the Anti-Red Tape Act of 2007, a law which aims to improve public service delivery.

The public can access the center by dialing 1-6565 using PLDT and Digitel landlines nationwide. Five pesos plus VAT will be charged per call. CCB agents will attend to client concerns Monday to Friday from 8 a.m. to 5 p.m.

CCB is not only a tool to address the citizens’ concerns but also a mechanism where the public can contribute in achieving quality public service.

The CCB will not only provide general information on the policies and procedures of participating agencies. It will also act as a two-way platform that will allow the public to express their feedback and complaints on the quality of front line public service delivery.

Other contact channels such as email and SMS Text will be developed and implemented within the next three months.

Also in the offing are the other components of the CCB that include website, interactive voice response system, contact center agents, customer relationship management system, review and utilization of the analytic, and special action team. (MAL-PIA5,Albay)

Oplan Undas, Ligtas Biyahe set up in Bicol

LEGAZPI CITY, Oct 30 (PIA) -- Operatives and personnel of government organizations will set up assistance centers and other services for motorists and tourists who will troop to the region for All Saints’ Day and All Souls’ Day.

Police offices across the region will put up check points and deploy additional cops as a security measure during the two-day religious event, Supt. Renato Bataller, spokesperson of the Philippine National Police (PNP) in Bicol, said.

Bataller added that the security plan would put police operatives on high alert after it launched Oplan Undas Wednesday last week to maintain the celebrations’ peace and solemnity in Bicol region,

All Saints and All Souls Day will be observed on November 1 and 2 this year and were declared holidays.

Bataller said police operatives were tasked to secure religious, public and private cemeteries, churches, major roads, airports, ports and other places where people usually converge during the religious event.

Police assistance centers will also be set up at major ports and airports to assist passengers, particularly in the cities of Naga and Legazpi, Masbate and in Virac, Catanduanes.

Security checks would be strictly enforced in bus terminals and major seaports across the region, added Bataller.

The Department of Public Works and Highways, Land Transportation Office, and Land Transportation Franchising and Regulatory Board would also field regional and provincial offices’ personnel to man assistance centers set up at various highways, airports, ports, including malls and communication relay stations.

Jose Descalzo, information officer of LTFRB 5, said in the radio program “Aramon Ta Daw” of the Philippine Information Agency (PIA) today that the agency and LTO5 have jointly launched the Oplan Ligtas Biyahe in Bicol to ensure safety of travelers, especially those availing of services of public transport for the Undas.

Descalzo urged travelers to stop patronizing colorum buses and other similar means of public transports, since they operate either without a valid license or outside their designated route from the LTFRB.

He said the agency has an ongoing campaign to crackdown colorum public utility vehicles to provide all motorists safe travel and ensure that passengers aboard authorized vehicles.

Provisionary Ensign Dorice Joyce Villegas, operations officer of PCG Bicol District, cited in an interview in the same radio program that all stations across Bicol has since intensified inspection of passenger sea vessels in the wake of the heavy influx of passengers, especially in the ports of Matnog, Sorsogon, Tabaco in Albay and Masbate province in time for the Undas.

“We need to ensure sea worthiness of vessels, provision of safety jackets and availability of communication equipment in every sea craft, among others to prevent emergencies and disasters at sea as well as for their own protection,” Villegas said. (MAL-PIA5/Albay)

23rd Stats Month highlights BSP role in economy, inclusive growth

LEGAZPI CITY, Oct 29 (PIA) -- The Regional Statistics Coordination Committee spearheaded the closing program of the 23rd National Statistics Month in the Bicol region last October 23 at the Bangko Sentral ng Pilipinas (BSP) here.

It highlighted the BSPs role on the economy and inclusive growth advocacy of the Aquino administration.

“The BSP’s function is not only to generate statistics on financial concerns but also to make use of statistics to perform our mandate,” said Angelica Villena, bank officer of the BSP Manila Department of Economic Statistics.

Villena said BSP’s mandate focus on maintaining price stability for a balance and sustainable economic growth.

It also aims to promote and preserve financial stability and efficient payment and settlement system to benefit not only the financial institutions but the whole country in general.

To attain its advocacy of inclusive finance, Villenas added that various projects and activities to alleviate poverty have been conducted.

Among these initiatives are the microfinance programs which help sustain the microfinance in the country, consumer education program to increase publlic awareness on financial concerns and various bank-related programs to improve and channel remittances to productive undertakings,

Also discussed are the recent economic developments in the Philippines such as the accelerated Gross Domestic Product due to steady economic growth, well-managed inflation, ample reserve as buffer against external economic shocks and sound and stable banking system in the country.

Moreover, Villenas said the BSP together with the Aquino government is continuously monitoring external factors to ensure that the economy can move forward amidst current global challenges.

“The global economy is still fragile and it is bad for our exports. There is greater uncertainty over the economic state of advanced countries which affects us due to our financial linkage but our government is continuously implementing reforms and policies to sustain our current economic growth," said Villenas.

CSC high school dominates division presscon competition in Catanduanes

VIRAC, Catanduanes, Oct 29 (PIA) -- The Catanduanes State Colleges (CSC) Laboratory High School was declared overall champion during the 2012 Division Secondary Schools Press Conference in Catanduanes last October 19-21 at Twin Rock Beach Resort.

CSCLHS bagged the first place in four individual events and sent a total of 19 student writers and journalists to the Regional Secondary Schools Press Conference.

Gina Pantino, campus journalism coordinator for DepEd Catanduanes, said that CSC earned a total of 110 points from all individual events, including radio broadcasting followed by Catanduanes National High School (CNHS) with 88 points.

Other schools who made it to the top five among the 28 competing secondary schools were Bato Rural Development High School with 66 points, Viga Rural Development High School with 44 points and Immaculate Conception Seminary Academy with 28 points.

Cenro-Camarines Sur gears up for more projects

NAGA CITY, Oct 29 (PIA) -- The Community Environment and Natural Resources Office (Cenro) has revealed activities for the last quarter to promote the National Greening Program.

Cenro Chief Pio T. Bernal said three People’s Organization (PO) are scheduled to reforest 300 hectares of open and denuded lands inside Mount Isarog National Park, a haven for a wide range of endemic animals and species, before the month ends.

Representatives from civil society organizations, national government agencies and from the academe also pledged to plant another 100 hectares here.

Bernal also said that in line with its campaign to preserve and conserve protected areas like Mount Isarog, the office will push for the declaration of the said sanctuary as Man and Biosphere Site through the United Nations Development Programme.

The delineation of the actual boundaries of Mount Isarog Natural Park is also being pushed to further protect its existing resources from man’s abuse.

Still under its Forest Management Services, Bernal said that his office will push for the urban greening of 10-kilometer area covering the Naga City-Cararayan Road and rehabilitation of a 100-hectare mangrove sites in Magarao, Calabanga and Bombon here in Camarines Sur.

Cenro-Naga has also tied up with the local government here to award 800 titles to residential lot owners in Queborac, Bagumbayan, Naga City before the year ends.

This is under Republic Act 10023 or the residential free patent law, which states that lot owners who had been occupying their lots for 10 years, are already qualified to have their lots titled.

“As part of our aggressive campaign to award titles to residential lots and agricultural land owners in line with our land management services, we also push for the titling of 10 Gawad Kalinga sites and urban poor areas within this city. We will also spearhead activities leading to the awarding of housing lots to DENR Employees in Dalipay, Camarines Sur before the year ends,” Bernal added.

This is equated to about 70 lots for the lucky recipients. Outside the city, 100 hectares of agricultural lands located within the 3rd District of Camarines Sur are also being eyed for titling.

For its campaign against illegal logging, Bernal also lauded members of the Philippine National Police, Philippine Army and the Prosecutor’s Office for facilitating the immediate conviction of illegal loggers.

Out of 10 cases filed against the suspects, nine led to conviction.

‘Ofel’ wrecks boats, knocks down power system in Masbate

MASBATE CITY, Oct 29 (PIA) -- State agencies and local governments have mounted a relief and rehabilitation operations in Masbate in the wake of tropical depression “Ofel,” which made landfall in the southwestern part of the province Wednesday night.

Local civil defense officials had not received reports of fatalities and injured people as of Thursday afternoon.

But in its wake, Ofel left damages to power system, houses, crops, infrastructures and passenger and fishing vessels.

The electric company cut off power supply early Wednesday night after Ofel’s strong winds and intense rains knocked down more than two dozens of electric poles.

The power blackout closed down schools and many business houses. Power was restored in the provincial capital in the afternoon.

Ofel dumped heavy rains in the towns of Milagros and Balud, inundating the low lying communities there.

Tens of hectares of rice and corn lands in the towns of Baleno, Mandaon, Uson, Masbate City and several other localities were also flooded.

A storm surge of as high as eight feet dismantled seven motorized boats in Masbate City and another six pump boats in Placer, two in Balud and one in San Fernando, which were moored when Ofel pounded the coasts.

Three families in Dimasalang reported that strong winds demolished their homes.

Ofel’s strong winds grounded sea transport, disrupting the travel plans of hundreds of passengers. The city government of Masbate provided meals to at least 348 passengers who had been stranded in Masbate City Port.

Ofel also forced the cancellation of flights between Manila and Masbate City.

By afternoon, relief workers of local government units were set to distribute packs of rice to families that lost their income from fishing due to stormy weather.

Governor Rizalina Seachon-Lanete also mobilized the provincial government’s engineering unit to rebuild a bridge that connects tow barangays to the highway in Balud town. The bridge collapsed when pummeled by flash floods and strong winds. (MAL/EAD-PIA5/Masbate)

Senate passes Senate Bill 2871 penalizing enforced or involuntary disappearance

LEGAZPI CITY, Oct. 27 (PIA) -- Involuntary or enforced disappearance will be a crime punishable with life imprisonment once President Benigno S. Aquino III signs Senate Bill 2871 or "Act Defining and Penalizing Enforced or Involuntary Disappearance."

On October 16, the Senate unanimously approved the bicameral conference committee report on the bill.

Enforced or involuntary disappearance is defined in the bill as “the arrest, detention, abduction or any other form of deprivation of liberty committed by agents of the State or by persons or groups of persons acting with authorization or support from the State, followed
by a refusal to acknowledge the deprivation of liberty or by concealment of the fate or whereabouts of the disappeared.”

“The act of involuntary disappearance is not yet considered a crime under our existing laws. We bear witness to cases of forced disappearances, and more often, these cases are left in oblivion without putting those persons responsible for the commission of the disappearances accountable,” Senator Francis Escudero, chair of the Committee on Justice and Human Rights and principal author of the bill, said.

Once enacted into law, perpetrators of involuntary disappearance will be meted the penalty of reclusion perpetua or life sentence which is equivalent to 20 years and one day to 40 years imprisonment.

The measure also prohibits the issuance of “orders of battle” - official or otherwise - by the military, police or any law enforcement agency to justify an enforced or involuntary disappearance.

Escudero said the bill also provides that prosecution of persons responsible for the commission of enforced disappearance shall not be prescribed unless the victim surfaces alive, in which case the prescription period shall be 25 years starting from the date of reappearance.

The bill also mandates the expeditious disposition of habeas corpus and amparo proceedings and immediate compliance with any release order by virtue of such proceedings.

“There must be no compromise on strong legislation with effective corrective penal measures, even if it would mean tilting the balance much more in favor of individual rights and human dignity. There should be enough of desaparecidos, because enforced disappearances have emotionally, mentally and physically displaced mothers and fathers, sisters, brothers, children. These disappearances have caused us to be put under the tight watch of local and international rights groups and even foreign governments” the senator said.

Within six months after the measure is enacted, all related government agencies are mandated to submit an updated inventory of all officially recognized and controlled detention facilities and the list of detainees under their respective jurisdictions. (MAL/Office of Sen. Escudero/PIA5)

DOH updates healthcare program in Bicol for 2012

LEGAZPI CITY, Oct. 25 (PIA) -- The Department of Health updated its road map for the “Salud para sa Gabos” (Universal Healthcare) program in the Bicol region for 2012 in the Healthcare Forum conducted October 22 by the Provincial Government of Albay in partnership with the Health Active Information Network (HAIN) at the People’s Hall, Albay Capitol here.

“As of May this year, 1, 015,101 household beneficiaries in the region have been enlisted in the National Health Insurance Program (NHIP) of the Philippine Health Insurance Corporation (Philhealth),” said DOH V Assistant Director Chito Avelino.

The expansion in Philhealth coverage and benefits is one of the steps taken by the DOH to attain the three strategic thrusts of the Universal Health Care (UHC) program under the Aquino administration.

These thrusts are financial risk protection, improved access to quality hospitals and healthcare facilities and attainment of the millennium development goals (MDGs).

“Poor families covered by the NHIP are entitled to no-balance-billing (walang dagdag bayad) when admitted in any government ward facility so they need not pay any single cent. However these families should be monitored to ensure that they know their entitlements and responsibilities,” Avelino said.

Hospitals and health facilities in the region have also been improved.

Further efforts have likewise been conducted on the attainment of the MDGs particularly on reducing maternal and child mortality, morbidity and mortality from Tuberculosis and Malaria, and incidence of HIV/AIDS including the recent Chikungunya cases reported in Albay province.

To fill up the deficiency in community health workers, the DOH has trained and employed community health teams in the region. These teams assist in providing the health needs of families, disseminate health information, and facilitate communication with other health providers.

With the added budget allotted for the improvement of healthcare services in the country, Avelino urged health personnel to do their part to ensure that the budget is properly used.

For year 2012 DOH received the biggest budget increase of P42 billion and P53 billion for 2013.

Also discussed in the said forum are the recent amendments on the Reproductive Health (RH) Bill.

Among the major amendments are guaranteed public access to information on RH services, funding support to both modern and natural family planning methods, flexibility in the teaching of RH and sexuality education and emphasis that the bill is not a population control measure. Disaster councils in Camarines Sur alerted for possible storm surges

CADLAN, PILI, Camarines Sur, Oct. 25 (PIA) -- The Camarines Sur Provincial Disaster Risk Reduction and Management Office (PDRRRMO) in Camarines Sur has notified Municipal Disaster Risk Reduction and Management Centers (MDRRMC) situated in various local government units to keep a close watch over their constituents for possible flooding and storm surge brought by Typhoon Ofel.

Although the public storm warning is now lowered, officers of the PDRRMO headed by Che Bermeo, advised the residents, particularly those living near the coastal waters, low lands and flood-prone areas to be very vigilant as rains and strong winds might still pose risk on their lives.

In the weather bulletin issued by PDRRMO yesterday afternoon, the estimated rainfall amount which is from 5 to 20mm per hour is expected to bring moderate to intense rainfall.

If rains will persist, residents in the mountainous areas are also advised to stay cautious for possible landslides. As of this morning, Camarines Sur and its neighboring provinces are still under Storm Signal Number 1, prompting the PDRRMO to alert the disaster coordinating councils to take appropriate actions and stand by for the next bulletin.

The provinces of Albay, Sorsogon and Burias Island are also under Typhoon Signal Number 1.

OKB-Gayon Bicol trade fair 2012 generates P18.7M

LEGAZPI CITY, Oct 25 (PIA) -- A total of P18.7 million in sales was generated by the “Orgulyo kan Bikol (OKB) - Gayon Bikol" Regional Trade Fair in Manila this month.

The generated sales posted at least a 10 percent increase over the P17.015 million recorded in 2011.

Entrepreneurs and traders, comprising the micro small and medium enterprises (MSMEs) from all over the Bicol region, were able to generate the amount through sales of local wares ranging from food, gifts and holiday decoration, home furnishings, marine products, organic and natural products and clothing.

Home furnishings products posted the highest sales with P6.96 million or 37 percent of the total sales.

A total of 98 Bicolano entrepreneurs participated in the fair, including the 21 new entries to the pool of traders.

“For this year, the trade fair highlights the evolution of Bayong in the special setting and in the daily fashion shows featuring bayong pamalengke, bayong pang eskwela, bayong pang opisina and bayong pang fashionista,” Regional Director Jocelyn Blanco of the Department of Trade and Industry (DTI) 5 said.

“The induction of the newly elected officers of the OKB Association, Inc. also took place during the opening ceremony with Atty. Leni Robredo as the inducting officer. Another highlight for this year’s fair was the OKB Café, which offers Bicol delicacies. We want the Bicol micro entrepreneurs to take center stage as they showcase the best homegrown products in the mainstream market,” she added.

Among the six provinces of Bicol, Camarines Sur earned the highest sales with P6.8 million.
Camarines Sur was followed by Albay with P4.1 million; Catanduanes with 2.9 million; Sorsogon and Camarines Norte with P2.2 million each; and Masbate with P.524 million.

DSWD cites Kalahi-CIDDS milestones

NAGA CITY, Oct. 23 (PIA) -- Government's poverty reduction program dubbed Kapit-Bisig Laban sa Kahirapan- Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDDS) is right on its target of concretizing its objective of empowering the community and reducing poverty in the country, particularly in the countrysides.

This was the findings of a quarterly Provincial Inter Agency Committee (PIAC) meeting held here Thursday.

Among the participants to the meeting organized the Department of Social Welfare and Development (DSWD) were various government member-agencies. Discussion included the status of the Kalahi-CIDDS projects implemented in Bicol Region.

Under its two (2) project modalities, the regular Kalahi-CIDDS and Makamasang Tugon (MT), the program has implemented various pro-poor projects in selected municipalities in the region. In Camarines Sur, 483 barangays from 18 municipalities benefited from the prioritized sub projects which include access projects, water system, health and educational facilities, environmental protection projects and putting up of socio economic facilities.

These projects were implemented in the coastal towns of Balatan, Minalabac, Pasacao, Del Gallego, Siruma, Garchitorena. Presentacion and Sangay, all in Camarines Sur. Other recipients include the towns of Baao, Bato, Bula, Bombon, Cabusao, Caramoan, Gainza, Libmanan, Ocampo and Ragay.

Anchored on partnership, the fund used to finance the said projects came from various organizations. Ninety-four (94) sub projects were funded by KC MMC or the Millennium Challenge Corporation (MCC). DSWD will receive a grant fund from them for 5 years. It started in 2011 and will be until 2015. Of the total P105.9M project cost, P78.4M will come from MCC while the remaining P27.5M will be from the local contribution.

Local contribution on the other hand will come from various sources: P5.6M from the provincial government, P9.2M from the local government unit concerned, P9.3M from the barangay , P1.5M from the community and the remaining P1.8M will be taken from the Priority Development Assistance Fund (PDAF) of 4th District Congressman Arnulfo Fuentebella.

Currently, the provincial government of Camarines Sur has already delivered its full share while the municipalities and the local communities, out of its P9.2 and P1.5 commitments, have already settled P8.3M and P1.1M contributions respectively.

DSWD Deputy Regional Project Manager John Socito also emphasized that aside from the tangible accomplishments like the completion of access sub projects, water systems , health and educational facilities and environmental protection projects they were also able to reach significant milestones , particularly in terms of empowering the community, which include trained community volunteers, increased people’s participation in development planning and the promotion of greater transparency through the local planning proves.

Albay DRRMC issues no sailing policy, urges public preparedness in the wake of 'Ofel'

LEGAZPI CITY, Oct. 24 (PIA) -- Albay’s disaster risk reduction and management council has issued early today an advisory on public preparedness in the wake of the intensification of “Ofel” into a tropical storm based on PAGASA Bulletin No. 6 issued at 5:00am today .

Albay Gov. Joey Salceda, DRRMC provincial chair, said the province will be expecting moderate to heavy rainfall today and tomorrow as the tropical storm is now in the vicinity of Siargao Island and has accelerated while moving towards Southern Leyte.

“In response to the Pagasa weather forecast, the provincial DRRMC is implementing counter measures for disaster avoidance including a “no sailing” policy for small passenger sea crafts and fishing boats; no crossing of flooded waters, swelling rivers and artificial pool of waters,” he said.

All cities, municipal and barangay DRRMCs are directed to activate their respective operation Centers for close monitoring of weather bulletins and PDRRMC advisories and preparedness activities.

Pagasa meanwhile reported that at 10:00 a.m. today, 24 October 2012, Tropical Storm "Ofel" was estimated based on satellite and surface data in the vicinity of Siargao, Surigao del Norte (10.1°N, 126.0°E).

Ofel recorded a maximum sustained winds of 65 kph near the center and gustiness of up to 80 kph, while moving West Northwest at 19 kph.

Public Storm Warning Signal 2 is already raised over Bohol, Cebu including Camotes Island, and Leyte provinces, Dinagat Island, Surigao del Norte, Surigao del Sur, Agusan Del Norte. Northern part of Agusan Del Sur, Camiguin Island.

While PSWS 1 is hoisted over Masbate, Romblon, Northern Samar, Eastern Samar, Western Samar, Biliran, Capiz, Antique, Aklan including Boracay Island, Iloilo, Guimaras Island, Negros Oriental, Negros Occidental, Siquijor Island, Misamis Oriental and rest of Agusan Del Sur, Northern part of Bukidnon.

Pagasa advised residents living in low lying and mountainous areas under public storm warning signal (PSWS) #2 and #1 are alerted against possible flash floods and landslides likewise those living in coastal areas under signal #2 are alerted of possible storm surges.

Estimated rainfall amount, according to the agency, is from 5 - 20 mm per hour (moderate - intense) within the 500 km diameter of the Tropical Storm.

Pagasa also warned fishing boats and other small sea crafts are advised not to venture out into the Eastern Seaboards of Southern Luzon, seaboards of Visayas and Mindanao due to the combined effect of theTropical Storm "Ofel" and the Northeast Monsoon.

The public and the disaster coordinating councils concerned are advised to take appropriate actions and watch for the next bulletin to be issued at 5: 00 pm today. (MAL-PIA5/Albay)

Albay notches grand slam anew in Gawad Pamana ng Lahi

LEGAZPI CITY, Oct 24 (PIA) -- Albay hits a grand slam anew after three local governments in the province got the top places in the Gawad Pamana ng Lahi awards program of the Department of the Interior and Local Government (DILG).

In an awarding ceremony Tuesday, October 23, held in this city, Albay was named “Best Province in Bicol”; Ligao City as “Best City” and Tiwi as “Best Municipality” in the regional level of the Gawad Pamana ng Lahi 2012 for Local Governance.

The awarding rites was led by led by DILG Bureau of Local Government Development director Manny Gotis, Bicol director Blandino Maceda, and Bicol Regional Development Council chair and Albay Gov. Joey Salceda.

The regional winners will compete in their respective categories with others winners in the national level.

Regional Director Blandino Maceda of DILG 5 said the Gawad Pamana ng Lahi is a program of the DILG that seeks to recognize exemplary performance of local government units.

Maceda added that the awards program is also considered as an instrument to scale-up the valuing of accountability, transparency and inclusivity in local administration and development.

Other regional finalists included Camarines Norte and Sorsogon in the provincial category; Naga City (Camarines Sur) and this city in the city category; Sto. Domingo (Albay), Ragay and Calabanga (Camarine Sur) in the municipal category.

DILG 5 meanwhile also conferred the Seal of Good Housekeeping to 74 among the 120 local governments, including provinces, cities and municipalities in the Bicol region.

Also earlier this year, the DILG introduced the bronze, silver and gold standards in its Seal of Good Housekeeping Program to ensure that local government units “really address local issues and become more business friendly and competitive.”

The SGH Silver criteria consists of “unqualified” or “qualified” COA opinion on financial transactions of the immediately preceding year, full compliance to the Full Disclosure Policy of Local Budget and Finances, Bids and Public Offerings, organized and functional Bids and Awards Committee, compliance to online posting requirements for Bid Notice Abstract and Award Notice Abstract under the Philippine Government Electronic Procurement System, and excellent or good performance rating as indicated in the Anti-Red Tape Act-Report Card Survey of the Civil Service Commission. Forum on Philippine Energy Plan 2012-2030 held in Naga City

NAGA CITY, Oct 24 (PIA) -- The provision of a secure, reliable and sustainable supply of energy to its end users and a clear formulation of a comprehensive energy policy framework summed up the Philippine Energy Plan 2012-2030 forum held Thursday last week at the Regent Hotel here.

This is the 2nd leg of a series of information, education and communication campaign being spearheaded by the Department of Energy (DOE) to inform the public and other stakeholders of the energy sector’s targets, strategies, plans and programs to effectively address the concerns of the energy sector.

It also endeavors to look at prevailing challenges and come up with an all inclusive structure to attain energy development in the country.

DOE Energy Policy and Planning Director Jesus T. Tamang during the said forum said their campaign focuses on four significant activities that would boost energy efficiency in the country.

These are Current Energy Situation, Policy Thrusts, Energy Supply and Demand Outlook and Sectoral Targets, including their suggested plans and programs.

First held in Cebu, the said forum was brought to Naga City to inform the city’s constituents and members of various sectors the salient points undertaken under the Philippine Energy Plan 2012-2030.

Tamang said this is part of the continuing efforts of the government to provide energy stakeholders update on energy development.

This is also part of President Benigno Aquino’s reform agenda to provide energy access to every member of the society, especially in the far flung areas in the countryside.

Representatives from various government sectors and agencies, academe, business, electric cooperatives, energy consumers, members of the civic society, head of nongovernment organizations and other stakeholders also graced the said confab.

During the forum, attendees were also given opportunity to share their plans and propose strategies on how to come up with effective measures to conserve energy, develop alternative resources, promote renewable energy sources and support government programs such as power and electrification, resource development, downstream oil, alternative fuels and energy efficiency and conservation.

BJMP 5 joins 18th National Correctional Consciousness Week

LEGAZPI CITY, Oct. 24 (PIA) -- The Bureau of Jail Management and Penology Regional Office (BJMP) regional office will again have a medical and dental mission, solidarity with detainees, gift-giving activities and talakayan/ugnayan session in observance of the 18th National Correctional Consciousness Week (NACOCOW) on October 22-28.

The observance revolves on the theme “Tao ma’y nakapiit, pagpapala’y makakamit (Grace is received even if a person is detained).”

Ugnayan sessions showcase opportunity for the inmates to talk with lawyers from Public Attorney’s Office (PAO) and BJMP paralegal officers and discuss their respective cases.

For the third quarter of this year, BJMP 5 noted a significant increase in jail population in the Bicol region. Currently, 7,226 inmates are being watched over by only 586 jail personnel in BJMP-manned facilities.

“While it is true that the BJMP has well-designed programs to address every need of its inmates, the BJMP can’t do it alone,” said BJMP 5 Regional Director J/SSupt. Pio B Capistrano.

He further said that the jail bureau’s knowledge in the rehabilitation and reformation remains invaluable.

“We have to draw public awareness and involve the different sectors of society to help make better living conditions for our clients,” he said.

Assistant Regional Director for Operations and concurrent chief of Inmates Welfare and Development Division J/Supt. Elena Manuel said it is also the concern of the jail bureau to ensure that the citizens extend understanding and sympathy to the inmates.

“Public participation is truly significant if we need to ensure the success of the correctional system. We always go beyond the confines of our jail facilities. We have to ensure that our client’s families play an important role in the inmates’ well-being so that they would truly become productive and law-abiding citizens of this country,” she said.

Presidential Proclamation Number 551 by former President Fidel V. Ramos declared every last week of October as NACOCOW.

Seminar Workshop on Creative Teaching, Learning for Kinder Teacher held

VIRAC, Catanduanes, Oct. 24 (PIA) --The Catanduanes State Colleges, through its Extension Unit, conducted the Regional Seminar-Workshop on Creative Teaching and Learning for Kindergarten Teachers on October 17 – 19, 2012 at the HRD Bldg, CSC – Virac, Catanduanes.

The CHED-endorsed activity aims to provide the participants hands-on exercises in creating and developing instructional materials that will enhance the teaching-learning process thus making the classroom experiences enjoyable, interesting and fun for the preschoolers.

Around 100 Grade I teachers and graduating students of Teacher Education programs, particularly BEEd students in both private and state colleges and universities throughout the region attended the seminar-workshop.

Prof. Leonora P. Valera of Philippine Normal University - Center for Teaching and Learning is the trainor. Teacher Cleo, as she is popularly known, has been awarded the Most Outstanding Preschool Teacher by the National Association for Early Childhood Educators and the Super Ma’am Grand Prize Winner awarded by ABS-CBN.

Daet town celebrates children’s month, state report rendered

DAET, Camarines Norte, Oct. 24 (PIA) – The signing and the presentation of Daet Children’s Code on Monday, October 15, as a gift to the children of different ages of this town, highlighted the celebration of the children’s month here this October.

The code emanates from Municipal Ordinance 244-2012 “An Ordinance enacting the children’s rights and welfare code of the municipality of Daet, province of Camarines Norte” and the Sangguniang Bayan Resolution 183-2012 that has been passed also on October 15.

The code intends to ensure the survival, development, protection and participation rights of children; collate all executive orders, issuance, resolutions, ordinances, statutory and universal laws on children’s rights; serve as model for the barangay; and live up to its reputation as Child Friendly Barangay.

Mayor Tito Sarion said that a responsible delivery of the State of the Children’s Report (SCR) is one of the major commitments of the local administration.

He said that through the report they can measure if the vision for the children are being achieved and policies, advocacies and partnership are set and employed for the realization of children’s rights.

The report was also an indicator of the local leadership assuming political accountability for the recognition, protection, promotion and fulfillment of the rights of children in Daet.

He bared that the town got 93 percent rating in the evaluation of the functionality of the Municipal Council for the Protection of Children conducted by the Provincial Inter-Agency Monitoring Team in 2011.

He said that by year 2025, the children of Daet who are living in a financially stable families and child-friendly-communities, are healthy, value oriented, effectively protected, empowered, productive and successful, are receiving strong support from the LGUs and multi-sectoral entities who are providing the impetus for the children’s total growth and development.

A certificate of appreciation was given to program partners Virginia Castro of Avon Foundation, Liza U. Sale and Ofelia S. Auro of Kiwanis Club of Daet, Reyna Daeteña who supported the Search for Child Friendly Barangay here.

This was attended by the children of different ages, barangay captains, councilors, media and other sectors.

RDC approves Albay Tres Quinale Watershed management project

LEGAZPI CITY, Oct 24 (PIA) -- The Regional Development Council (RDC) has approved the feasibility study conducted by the Department of Environment and Natural Resources (DENR) regional office here for the Albay Tres Quinali Watershed Management Project (ATQWMP).

The said project covers Libon, Polangui, Oas, Guinobatan, Camalig and Ligao City areas in the province of Albay.

In a full council meeting of the RDC, P4.7 billion funding has been proposed for its implementation.

The eight components to be addressed under the project include institutional strengthening, development interventions by ecosystem and appropriate zones, irrigation facility development and support to Quinale rice production areas.

Flood control, development of relocation sites, Oas-Cagmanaba alternate road, integration of ecotourism/agrotourism development zones and pollution control will likewise be addressed.

Naga celebrates Children’s Month with Sanggawadan beneficiaries

NAGA CITY, Oct. 24 (PIA) -- The city government here spearheaded the 20th Children Month Celebration with an exclusive audience for the the first time - the Sanggawadan beneficiaries, mainly composed of indigent children.

“Sanggwadan,” a native dialect which means to help raise up, is a continuing anti-poverty project of Naga through the City Social Welfare Development Office.

It provide assistance to the poor segment of the community by way of providing free school supplies, rice allowances, educational assistance and other related services to its beneficiaries.

This year, instead of the free-for- all participation of other stakeholders, CSWDO head Jaime Reblando and Sanggawadan Federation officers, composed of 26 barangay presidents, decided to devote the week- long activities to Sanggawadan children. From October 15 until the weekend of October 20, the beneficiaries were given opportunity to join various activities prepared by the organizers.

On top of the preparation is Sanggawadan coordinator Maricar Moralde, who took charge of the activities from day 1 until the culmination activity.

“We have prepared various activities not just for the kids but also for the Sanngawadan parents. I would also like to acknowledge the efforts of the Kingdom Apostolic Youth Ambassador (KAYA) Group who volunteered to help us during our parenting sessions and assisted us with other activities during the entire celebration of the Children’s Month here,” Moraleda quipped.

Under this year’s theme: “Bright Child ay siguruhin, responsableng pamamahayag palaganapin,” the organizers engaged Sanggawadan kids in essay writing, slogan and poster making contests. Others took part in the singing and dancing competition.

“This is the most opportune time for the kids and their parents to bond and take a breather from their usual routine. The film showing and some of the sessions were intended to make them relax and enjoy the day. While the kids are playing, their parents are having their 101 Parenting session with the KAYA volunteers,” Moraleda added.

Sanggawadan saw its birth during the incumbency of the late SILG Jesse M. Robredo as City Mayor. It was then under the Street and Urban Working Children Project (SUWCP) funded by the Australian government. When the program ceased to receive financial assistance, the city adopted it realizing that the incentives merited a positive effect on its beneficiaries particularly in improving the children’s attendance in school.

DSWD cites Kalahi-CIDDS milestones

NAGA CITY, Oct. 23 (PIA) -- Government's poverty reduction program dubbed Kapit-Bisig Laban sa Kahirapan- Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDDS) is right on its target of concretizing its objective of empowering the community and reducing poverty in the country, particularly in the countrysides.

This was the findings of a quarterly Provincial Inter Agency Committee (PIAC) meeting held here Thursday.

Among the participants to the meeting organized the Department of Social Welfare and Development (DSWD) were various government member-agencies. Discussion included the status of the Kalahi-CIDDS projects implemented in Bicol Region.

Under its two (2) project modalities, the regular Kalahi-CIDDS and Makamasang Tugon (MT), the program has implemented various pro-poor projects in selected municipalities in the region. In Camarines Sur, 483 barangays from 18 municipalities benefited from the prioritized sub projects which include access projects, water system, health and educational facilities, environmental protection projects and putting up of socio economic facilities.

These projects were implemented in the coastal towns of Balatan, Minalabac, Pasacao, Del Gallego, Siruma, Garchitorena. Presentacion and Sangay, all in Camarines Sur. Other recipients include the towns of Baao, Bato, Bula, Bombon, Cabusao, Caramoan, Gainza, Libmanan, Ocampo and Ragay.

Anchored on partnership, the fund used to finance the said projects came from various organizations. Ninety-four (94) sub projects were funded by KC MMC or the Millennium Challenge Corporation (MCC). DSWD will receive a grant fund from them for 5 years. It started in 2011 and will be until 2015. Of the total P105.9M project cost, P78.4M will come from MCC while the remaining P27.5M will be from the local contribution.

Local contribution on the other hand will come from various sources: P5.6M from the provincial government, P9.2M from the local government unit concerned, P9.3M from the barangay , P1.5M from the community and the remaining P1.8M will be taken from the Priority Development Assistance Fund (PDAF) of 4th District Congressman Arnulfo Fuentebella.

Currently, the provincial government of Camarines Sur has already delivered its full share while the municipalities and the local communities, out of its P9.2 and P1.5 commitments, have already settled P8.3M and P1.1M contributions respectively.

DSWD Deputy Regional Project Manager John Socito also emphasized that aside from the tangible accomplishments like the completion of access sub projects, water systems , health and educational facilities and environmental protection projects they were also able to reach significant milestones , particularly in terms of empowering the community, which include trained community volunteers, increased people’s participation in development planning and the promotion of greater transparency through the local planning proves.

The Kalahi-CIDDS Project is also being implemented in the provinces of Albay, Camarines Norte, Catanduanes, Masbate, and Sorsogon. (LSMacatangay/ PIA-Camarines Sur)


Catanduanes marks 17th Catandungan fest

VIRAC, Cataduanes, October 23 (PIA) -- Catanduanes celebrates the provincial 67th founding anniversary this October, 2012 also marking the celebration of the 17th Catandungan Festival in the province.

Catanduanes, a former sub-province of Albay, was created on October 24, 1945 by virtue of Commonwealth Act No. 687.

Festivities kicked off with the Inter-Agency Basketball Competition which started on October 1, 2012.

The 1st ever photography workshop was also held on October 13-14 at Rakdell Inn, Virac attended by photography enthusiasts.

A five-day Majestic Puraran Surfing Cup was held at Puraran Beach, Baras on October 19-23, with the country’s best surfers and surfing enthusiasts. Puraran is one of the top tourists destinations in the province and is one of the Philippines’ best surfing spots.

Tomorrow, October 24, a concelebrated mass will mark the start of the festival proper to be succeeded by a Civic Military Parade at downtown Virac considered as the longest parade in the province.

A mobile pass porting sponsored by the office of Sangguniang Panlalawigan Provincial Board Member Shirley A. Abundo will be held at the Provincial Capitol Dome with an estimated applicant of 500 individuals.

The Bb. Catandungan Pageant Night featuring the province’s beauty and brains will spice up the celebration with former Senator Miguel Zubiri as one of the judges.

Governor Joseph C. Cua said this year’s theme: “Sulong Catandungan Tungo sa Matuwid na Daan” will highlight the province’s effort for good governance.

He added that the event is also an opportunity for the Catandunganons to showcase their talents and the beauty of the island.

One of the event’s highlights the Festival of Festivals Showdown and Street Dancing Competition which will feature the various feasts of the 11 towns of the province will commence on October 26th.

Legaspi City to host Miss Earth 2012 search

LEGAZPI CITY, Oct. 22 (PIA) - This city will play host for the search for Miss Earth 2012 on November 17 at The Oriental Hotel with thirty foreign beauties to compete for this year's title.

Now on its 12th edition, Miss Earth has become one of the biggest international beauty pageants in the world where beauty queens promote and advocate progressive, sustainable environment and climate change adaptation.

This annual environmental event will be hosted jointly by the city government here, Local Climate Change Adaptation for Development (LCCAD), Inc., Carousel Production, Inc. in partnership with the Office of the President-Climate Change Commission (OP-CCC), the Department of Environment and Natural Resources (DENR), and the Philippine Information Agency (PIA), to coincide with the observance of the National Climate Change Consciousness Week on November 19-25 and Clean Air Month on November 1-30 2012 under Memorandum Circular No. 35 signed on August 14, 2012.

Catanduanes producers generate P3M sales in regional fair

VIRAC, Catanduanes, Oct 22 (PIA) -- Fifteen producers from Catanduanes generated a total sales of P3,034,000 during the Orgullo kan Bikol (OKB) “Gayon Bikol” Regional Trade Fair held on October 4-7 at SM Megamall.

According to the Department of Trade and Industry (DTI) Provincial Director Ireneo B. Panti, aside from cash sales, the figure includes booked orders and those still under negotiation with buyers.

The local exhibitors were: Sudsea Product Co. Ltd. (fashion jewelry and accessories); Nizacch Crafts (quilted bags and throw pillows); Fiberart Handcraft Enterprises (wall décor and picture frames); Selinrail Int’l Trading (abaca bacbac furniture and baskets); Chamber of Furniture Industries of Catanduanes (rattan and wooden furniture); Pandan Women Weavers Association (caragumoy bags); Calolbon Handicraft Makers Association (abaca rugs and carpets).

There were also the Nilda Traqueña Furniture & Handicrafts (handmade paper bags); Belen’s Pinahamis na Pili Atbp. PNP arrests 12 illegal fishers in Baras

VIRAC, Catanduanes, Oct 20 (PIA) -- Elements of the Baras Municipal Police arrested 12 illegal fishers along the coastline of Baras town last October 10.

According to the police, this is just one of the many arrests and operations conducted by the Philippine National Police agency throughout the province adding that they will continue to intensify operations against illegal fishing to protect marine resources.

The arrested 12 were residents of barangays JM Alberto, Agban and Genitligan, and caught in the act using air compressors as means of catching fish.

The team, led by SPO1 Narciso Ondon, recovered from the suspects six improvised spear guns, 15 improvised flippers, 445 meters of air hose, two compressor engines, two air tanks, two motorized bancas, and 42 kilos of assorted fish.

Pursuant to Municipal Ordinance No. 01-2005 (Fishery Code of Baras) the suspects were released after spending required hours in jail and after paying a fine of P2,500. (MAL/EAB-PIA5, Catanduanes)

BOI enjoins investors to promote their businesses

NAGA CITY, Oct. 17 (PIA) -- Incentives await business ventures once they register with Bureau of Investment (BOI)as part of the agency's promotional strategies on investment in the country.

the agency, under the Department of Trade and Industry (DTI), is mandated through the Omnibus Investments Code, to take a lead in promoting investment in the Philippines, Director Domingo I. Bagaporo of the BOI said during the 2012 Investment Roadshow held Friday at the Villa Cacered Hotel.

In a press conference in Camarines Sur, Bagaporo said that there are countless opportunities for growth for aspiring entrepreneurs and businessmen alike who would embark on their journey with the help of the BOI.

For one, they can avail themselves not just of the fiscal incentives but also of the non fiscal freebies and other perks which would be beneficial to their respective businesses.

“We are enjoining businessmen to register at BOI but they should see to it that their economic activities are listed under the preferred project in the current Investment priority plans of the government, “ Bagaporo added.

Listed as priority areas under the IPP are Agriculture or agribusiness and fishery, creative industries or knowledge-based services which includes business process outsourcing (BPO), shipbuilding, mass housing, iron and steel and energy.

Infrastructure activities, research and development, green projects, motor vehicles, strategic projects, hospital and medical services and disaster prevention, mitigation and recovery projects were also listed as priority investments that the government is pursuing this year.

Commercial production of crops planted in new areas, including poultry and livestock fall under the agriculture or agribusiness and fishery trade activities. Commercial processing of locally grown raw materials and animal and aqua feeds, services such as post harvest facilities, mechanized harvests , fertilizers and pesticides are also enumerated under the said category.

For creative industries or knowledge-based services, non-voice business process outsourcing BPOs listed now under export and IT enabled services with original content such as software development, animation , engineering design and game development are also activities that will qualify for the incentive.

Other activities which are not included on the list, can still avail of the incentives as long as 50 % of its production is marked for export for 60% Filipino-40% Foreign-owned enterprises or at least 70% of the production is marked for export, that is for more than 40% foreign–owned enterprises.

Bagaporo said that one of the best fiscal incentives that a business can enjoy is the Income Tax Holiday which is 6 years for both pioneer and non-pioneer enterprises. Aside from it, they can also avail of the reduced duty on importation of capital equipment, exemption from taxes and duties on imported spare parts, exemption from wharf dues and export tax, duty, Impost and Fees, among others. Oct 17, a non-working holiday for Sorsogon

SORSOGON CITY, Oct 17 (PIA) – The province of Sorsogon will be turning 118 years today, October 17.

In observance of this, Sorsogon Governor Raul R. Lee issued Executive Order No. 012 series of 2012 declaring October 17as a special non-working holiday in the province and enjoining government officials and employees to actively participate in all activities of the Kasanggayahan Festival.

Kasanggayahan Festival is an annual festivity celebrated every month of October to symbolize Sorsogon’s establishment as a separate province of Albay. Sorsogon was formerly part of Albay that originally comprised the Bicol region historically known as Tierra de Ibalon.

It can be noted that Sorsogon became a separate province of Albay on October 17, 1894.

According to the EO issued by the governor, Republic Act 7380 says that a special holiday be observed on Oct 17 of every year in the entire province in commemoration of the establishment and founding anniversary of Sorsogon as a province.

RA 7380 was signed into law by then President Corazon C. Aquino on April 10, 1992.

“In compliance with the spirit and intent of the provisions of the said law, all national and local government officials and employees are hereby enjoined to observe, attend and participate in the closing ceremonies and activities of the Kasanggayahan Festival on Wednesday, Oct 17, 2012 starting at seven o’clock in the morning at the Capitol Grounds,” said the Executive Order.

Highlighting this year’s concluding activities of the Kasanggayahan Festival is the “Pantomina sa Tinampo”, known as a dance of love and courtship performed in the street.

Following the famous street dance is “Kaogmahan sa Kasanggayahan” (Kasanggayahan Bliss) where Pantomina revelers will partake of native delicacies.

In the evening will be the “Gab-I nin Kasanggayahan” (Kasanggayahan Night) where there will be display of fireworks and “Orgolyo San Sorsogon” or the Recognition of Outstanding Sorsoganons during the closing program. (MAL/BAR-PIA5/Sorsogon)

Bicolano writers honored; Albayano named Writer of the year

LEGAZPI CITY, Oct 16 (PIA) -- Bicolano writers recently gathered for the awards rites of the 2012 Premio Tomas Arejola para sa Literaturang Bikolnon (PTALB) entitled "agrokyaw sa Pinakamaray-rahay na Panurat kan Taon (A Toast for the Best Literary Works of the Year)" at the Holy Rosary Minor Seminary in Naga City.

The regional competition for literary writing in Bicol dialect is sponsored this year by the Naga City government and the National Commission for Culture and the Arts (NCCA) in the region.

Named as the "Parasurat kan Taon (Writer of the Year)" is Niles Jordan Breis of Tabaco City.

Bries also won in the essay category for his entry, "Binareta kan Anghel: Minahubag an Ngabil." His entries, "Nasa Bitis kun Minsan an Kaogmahan" and "An Pigkukurahaw kan Saparupor na Kurakpaw" for poetry and fiction categories respectively were chosen as second prize winners.

The plays written by Richard Madrilejos, also from Tabaco, entitled "An Hikot ni Pay Ben" and "Nata Maaskad an Dagat" were respectively chosen as winners for the one-act play for children and one-act play for children categories.

Eden Elizan-Velarde of Naga City, writer of "Kan Magkulog an Buot ni Balete," won for the children’s story category while Jay Salvador III P. Salvosa of Naga City won for fiction category for his "Cinarding."

"Pagpangaran" by Eduardo E. Uy of Gubat, Sorsogon was chosen for poetry category. Third prize winner for this category is Jeffrey P. Regullano of Pili Camarines Sur for his "Mga Rawitdawit atang sa Itom."

Essayist Jose Fernado Obias was awarded "Masirang na Bituon kan Literaturang Bikolnon (Shining Beacon of Bikol Literature)," the Premio Arejola’s highest distinction, for his contributions on the Bikol language, arts, culture, and history.

Awarded with the Premio Bibiano Sabino sa Libro Bikol, the region’s only book prize, were "Doros asin mga Anghel," a Bikol translation of John Donne’s sonnets, elegies, and poetry by Victor Dennis T. Nierva and "Minatubod Ako sa Diklom" Bikol translation of Rainer Maria Rilke’s selected poems by Kristain Sendon Cordero.

Also honored for their contribution in Bicol literature were Maria Lilia F. Realubit, Abdon Balde, Gode Calleja, Luis Cabalquinto, Liberato Aureus, Leonor Dy-Liaco.

Sorsogon Bishop describes the real “Kasanggayahan” as purity of heart, oneness of church and state

SORSOGON CITY, Oct 15 (PIA) -- Kasanggayahan Festival 2012 opened at the Capitol Park on Monday to celebrate the 118th Foundation Anniversary of the province of Sorsogon.

Most Reverend Arturo M. Bastes said mass and in his homily, the bishop emphasized on the meaning of Kasanggayahan which he said should not solely relate to material prosperity.

“Kasanggayahan is not merely progress in material sense,” he said in his sermon, “but, progress in love for God and the neighbor, in the purity of heart, in the erasure of corruption, in all honesty, and dutiful morality.”

“That is pure Kasanggayahan,” he added.

Bishop Bastes also stated that the church and the state should be together for one common purpose, which is for the progress of each one.

Kasanggayahan Foundation Inc (KFI) organizer Monsignor Francisco P. Monje went over this in his own message by saying that the bishop is calling on everyone to preserve the unity between state and church leaders. “Especially in promoting Kasanggayahan here on earth and Kasanggayahan in the next life,” he said.

This year’s Kasanggayahan Festival revolves around the theme “Sorsogon Paunlarin, Agrikultura’t Industriya Pasiglahin (Sorsogon Pauswagon, Agrikultura Nan Industriya Pakusugon)" which highlights the role of the local agricultural industry.

The festival departed from the usual activities and concentrated on the effective advancement of the province’s treasure, culture, industry, agriculture, and its people.

In his welcome message, the KFI organizer said that those who were involved in the planning of this year’s Kasanggayahan Festival, were consistently in agreement with one another that all activities and programs must highlight Sorsogon’s agricultural and industrial potentials; the Department of Agriculture took the lead.

All exhibits, cultural shows, activities therefore will depict Sorsogon’s rich natural resources from which if properly engage, all constituents will profit.

“We firmly believe that Sorsogon is a rich province because of its natural resources,” he said.

He said that tourists and guests who come to Sorsogon are so impressed by its greenery and are attracted by its hospitable people.

“Indeed, we have all reasons to be proud that we are Sorsoganons and we have all the reasons to rejoice because we live in a place that is called Sorsogon,” Monje said.

16 poverty reduction projects ready for Bicol region

LEGAZPI CITY, Oct 16 (PIA) -- The Department of Social Welfare and Development (DSWD) will be implementing 216 poverty reduction projects in the Bicol region under its Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) program.


Jesseshan Manahan, DSWD 5 public information officer, said these projects will be implemented in the six provinces in the region with a total fund of P248 million coming from international partners for social development.

“The Kalahi-CIDSS projects in Albay, Masbate, and Sorsogon are funded by World Bank, while those in Catanduanes, Camarines Norte, and Camarines Sur are financed by the Millennium Challenge Corporation of the United States of America,” Manahan said.

The said fund will be released directly to the communities to be used for community projects usually chosen from the categories specified by the DSWD.

“While barangays are allowed to decide which projects to implement, these usually fall under the following sub-categories: general public goods or access projects, community enterprise projects, and human resource development projects,” Manahan said.

Public goods or access projects intend to deliver public services and/or address issues on access to basic services.

Community enterprise projects aim to increase the income of its intended beneficiaries while human resource development projects aim to increase local capacities and capabilities.

These projects are expected to be completed and inaugurated by the end of 2012.

Such projects under the Kalahi-CIDSS adopt the community-driven development (CDD) approach in helping the poorest municipalities in the country.

Kalahi-CIDSS aims to improve local governance, reduce poverty, and empower communities.

This is done by developing the people’s capacities to analyze their local situation, identify community needs, and implement small-scale community projects in partnership with their LGUs. (MAL/SAA-PIA5, Albay)

NAGA CITY, Oct 16 (PIA) -- The Board of Investment (BOI), in partnership with the Department of Trade and Industry (DTI), together with the Industry’s Regional Operations and Development Group (RODG) spearheaded on Friday the 2012 Investment Priority Plan (IPP) Investment Roadshow 2012 at Villa Caceres Hotel at Magsaysay Avenue in Naga City.

Naga City is among the 11 priority areas in the Philippines that the road show slated visit to promote investments opportunities. Other areas include Bacolod, Baguio, Butuan, Cagayan de Oro, Davao, Dipolog, Pasay Puerto Princesa, Tacloban and Tagbilaran.

The activity endeavors to create awareness, particularly to the existing businessmen and potential entrepreneurs and clients on the benefits of registering their business at BOI and the countless possibilities of developing their industry with the help of other government agencies and private entities as partners.

For this year, DTI Undersecretary Merly Cruz enumerated the mandatory lists of businesses that require their inclusion in the IPP. It includes Industrial tree plantation which covers the extensive plantation of tree crops; exploration, mining, quarrying and processing of minerals; publication or printing of books or textbooks and the refining, storage, marketing and distribution of petroleum products.

Cruz added the establishment of waste recycling facilities and waste water treatment facilities under the ecological solid waste management and clean water projects respectively, are also part of the mandatory business inside the IPP program.

Also included in these priorities are the rehabilitation, self-development, and self-reliance of persons with disability and renewable energy and tourism.

Other areas of commerce cited under the 2012 IPP as investment priorities to further strengthen 2011’s investment generation agenda and continue its development this year include Agriculture or agribusiness and fishery, creative industries or knowledge-based services which includes business process outsourcing (BPO), shipbuilding, mass housing, iron and steel and energy.

Infrastructure activities, together with research and development, green projects, motor vehicles, strategic projects which include projects that exhibit very high social economic returns that will contribute to the country’s economic development, hospital and medical services and disaster prevention, mitigation and recovery projects were also listed in the IPP preferred activities.

BOI Director Domingo I. Bagaporo said that their office is basically in charge of creating the industry roadmap for the investors, target investment promotions, negotiate trade investments, register eligible projects and facilitate investments.

Bagaporo also encouraged business partners to register their businesses at BOI to avail of the various incentives that their office is giving, one of which is the granting of tax holiday which would exempt the qualified businessmen for at least six years of not paying his business tax, among others. Bicol Essay Writing Competition 2012 Provincial Elimination held in Camarines Sur

NAGA CITY, Oct. 15 (PIA) -- A total of 35 secondary students and ten competitors from the tertiary level vied for the regional slot during the provincial elimination of the Bicol Essay Writing Competition 2012 on the life of the departed Department of Interior and Local Government (DILG) Secretary Jesse M. Robredo, Friday at the Jesse M. Robredo Coliseum here.

Entries revolved around the theme, “The Living Legacy of Secretary Jesse Robredo.”

The campus writers came from Naga City, Iriga and Camarines Sur Division.

Daet Mayor Tito Sarion initiated the move in cooperation with the Bicol Harvest Magazine and the Kaya Natin Movement, of which Robredo was one of the founding members. The regional office of the Philippine Information Agency (PIA) together with its respective provincial offices will serve as partners of the said endeavor together with the Department of Interior and Local Government (DILG), Department of Education (DepEd), Commission on Higher Education (CHED) , SM City Naga, ABS-CBN and the local government of Naga City.

Naga City Mayor John Bongat in his message said that Robredo has indeed brought so much honor and pride not just to the people of Naga City but to the whole nation as well for exemplifying the true essence of being a public servant, particularly though his advocacy on transparency and good governance.

Before the start of the formal competition, a brief video reminiscing the life of the late Secretary was shown to the contestants. It highlighted among others, Robredo’s “sinelas” leadership which has earned him popularity particularly to the marginalized and poor sector of the society. It also showed pioneering programs that he has implemented in Naga City during his incumbency as Mayor for six (6) unprecedented terms.

Being one of the youngest politicians who hold the reign of the city as Chief Executive at the age of 29, Robredo brought in more than 140 national and international recognitions, a proof of how effectively he ran his city during his incumbency. His innovative approach has propelled the city from is sluggish state to a livable city which Naguenos continue to enjoy until now.

The competition aims to relive all these accomplishments to inspire other people to follow his footstep and continue the legacy he has left to us. Launched September 21, the organizers will hop from one province to another for the provincial elimination.

Business establishments urged to renew permits earlier

SORSOGON CITY, Oct 15 (PIA) -- The Bureau of Fire Protection (BFP) headquarters in this city has started inspecting all establishments in anticipation of the yearly One-Stop-Shop Program for business permits renewal at the city hall on January 2013.

City Fire Marshal Senior Inspector Walter Badong Marcial said the BFP, together with the city employees, started their joint inspection on October 1.

Team members are composed of personnel from the offices of Permits and Licenses Section, City Treasurer’s Office, City Health Office, City Engineering Office, City Environmental and Natural Resources Office, City Zoning Administrators Office, and the City Veterinary Office.

As a prerequisite for the issuance of business permits and licenses, each business owners must first secure their fire safety inspection certificate (FSIC), which is being issued by the BFP.

“Business owners should comply with recommendations given by our fire safety inspectors. It is not merely about their permits and licenses but more on public safety to avert fire incidents,” Marcial said.

He also directed his personnel to strictly observe the implementing rules and regulations of RA 9514 or the “Fire Code of the Philippines of 2008.”

Marcial said they are strict in implementing the law to guarantee public safety and promote economic development through the prevention and suppression of all kinds of destructive fires and promote the professionalization of the fire service as a profession.

Under the said law, the BFP will enforce all laws and regulations to ensure adherence to standard fire prevention and safety measures, and promote accountability in the fire protection and prevention services.

Marcial also reminded the applicants to strictly conform to the fire safety standard and regulations of the BFP.

”Once a establishment violated the Fire Code of the Philippines, a notice to correct violation at a given grace period is conferred. On the other hand, if the owner failed to comply with the recommendations of the fire safety inspector, then they will be penalized with a corresponding amount of fine stipulated in the fire code and this will be paid to the authorized collecting officer of the BFP,” he said.

Meanwhile, the Fire Safety Enforcement Section of the BFP Sorsogon City recorded about 2000 establishments which are expected to renew their business permits.

The official also enumerated the list of requirements needed for FSIC issuance for the benefit of the applicants as follows: photocopy of Electrical Inspection Certificate (City Engineering Office), Fire Code Fees (City Treasurer’s Office), Fire Code Fees Payment (Collecting Officer of BFP), Photocopy of Insurance Policy Contract (if there is), and one documentary stamp.

Moreover, Marcial said BFP will continue to strictly enforce the fire code and it can also revoke the permit of any establishment found to be a fire hazard. (MAL/BAR/MGECorral-BFP SOrCity/PIA5)



Acquitted pusher trap again in PDEA net

LEGAZPI CITY, Oct 15 (PDEA) -- “One is enough two is too much”. A saying exactly is relevant to a drug pusher who was busted after a drug trap for his widespread selling of shabu in the area prompting a lady field operative to act as a poseur buyer.

PDEA ROV Regional Director Archie A Grande, CESE revealed to USEC Jose S Gutierrez Jr., PDEA Director General, that a buy-bust operation was conducted by PDEA Albay Provincial Office led by Agent Jonathan Ivan Revilla and Legazpi City Police Station led by PSI Steve N. Dela Rosa yesterday October 2, 2012 at around 4:30 PM at Brgy. 21, Binanuahan, Legazpi City which resulted to the arrest of Joven Barcelon y Espiritu who was caught in flagrante delictu selling  one (1) heat-sealed transparent plastic sachet containing shabu to a poseur buyer. Also recovered from his possession, custody and control one (1) genuine 500 peso bill used as buy-bust money, Two (2) units Nokia cellphones and one unit Sniper Yamaha Motorcycle used by him in the illegal drug transaction.

The suspect was acquitted for Violation of Section 11 and 12 Article II of R.A 9165 or the Comprehensive Dangerous Act of 2002 last January of this year. However the suspect did not erudite for his previous charges.  

Charges for Violation of Section 5 Article II of same Law have been filed against him before the Legazpi City Prosecution Office and he is now detained at PDEA jail facility.
