ALBAY DECLARED UNDER STATE OF CALAMITY

LEGAZPI CITY — The provincial board of Albay has declared the province under a state of calamity by 3:00 PM Thursday (December 17), to allow the local government spends five percent of its budget for mitigation and relief efforts in the wake of the impending full blown eruption of Mayon Volcano.

Albay Governor Joey Salceda, Provincial Disaster Coordinating Council (PDCC) chair, said the local government has been under an earlier declaration of state of imminent danger since July 10 this year when Philippine Institute of Volcanology and Seismology (Phivolcs) raised Alert Level 2 for Mayon.

“But now with Phivolcs raising the alert status for Mayon to 3 and in no time to Alert Level 4, it high time we have to implement intensified emergency operation, evacuation procedures and relief measures to all affected residents,” Salceda added.

Phivolcs has described Alert Level 3 indicating the volcano is in a state of relatively high unrest that could lead to a dangerous eruption in weeks. Alert Level 4 means intense unrest characterized by "persistent tremor, many low frequency-type earthquakes, erratic sulfur emissions, intense crater glow, incandescent lava fragments at the summit area" and that a "hazardous eruption is possible within days."

The danger zone is extended to 8 kilometers or could be more.

PDCC has since imposed a 24-hour curfew, which will be carried out through the Joint Task Force Mayon starting midnight Thursday within the 6-kilometer radius permanent danger zone and the extended danger zone up to eight kilometers around the volcano.

“We consider these areas as high-risk zones and need to be deserted by residents and farmers as soon as possible amid the ongoing evacuation efforts,” Salceda said in a meeting with the Task Force Mayon composed of the Philippine National Police, the Philippine Army and the Philippine Navy, which have been providing vehicles together with private organizations such as the Ako Bikol, a philanthropic group of volunteers operating in the province.

However, Salceda told the task force to exercise all means of encouraging stubborn residents to move out of their homes because contingency and relief assistance were already in place at their respective evacuation shelters composed of 600 classrooms in 45 evacuation sites, mostly elementary school buildings.

Salceda said the task force would apply the law of economy of force, which meant that residents would not be bodily hauled out of their homes or farms and would just be encouraged to move to evacuation centers through reassurances that they would be safe at emergency shelters.
Albay Health and Emergency Management (AHEM) teams were also deployed to provide the necessary health and emergency care.

“Although the alert status is still at level 3, the province’s preemptive measures are already adopting the kind of response and preparedness similar to that in alert level 4, so that we are a step ahead,” Salceda said. (MALoterte, PIA V)

GONZALES ORDERS BAN OF HUMAN ACTIVITY
AROUND MAYON PDZ, ASSURES NDCC AID TO ALBAY


LEGAZPI CITY — Defense Secretary and National Disaster Coordinating Council (NDCC) Chairman Norberto Gonzalez has ordered Wednesday (December 16) Task Force Mayon in Albay to “close the gate” strictly enforcing ban of any human activity within the permanent danger zone following the escalating restiveness of Mayon Volcano.

In a press briefing held here earlier today, Gonzales also directed local disaster managers in the province to beef up emergency operation and execute evacuation procedures to ensure the safety of all residents and target a “zero casualty” in the wake of the imminent disaster posed by the volcano’s eruption.

He added that some 50,000 dust masks will be provided the soonest possible time to residents directly exposed to ash falls around Mayon, particularly in the towns of Guinobatan, Camalig and Ligao City.

He has also assured provincial officials that immediate assistance, including monetary and food supports, from the national government will be provided should Mayon ensue to a full blown eruption.

Albay local officials meanwhile have requested the provincial board to declare the province under the state of calamity, noting that local government units (LGUs) are now actually moving out thousands of affected residents that have to be taken care of while in the evacuation centers.

Albay Governor Joey Salceda averred that the provincial government has sufficient fund to feed the more than100,000 evacuees in 18 days should there be a massive evacuation of residents in worst case scenario in the wake of Mayon eruption.

The Provincial Disaster Coordinating Council (PDCC) in Albay has estimated some 120,413 residents have to be evacuated if affected areas around the volcano will cover up to the 10 kilometer radius.

Cedric Daep, Albay Public Safety and Emergency Management Office (APSEMO) chief, related that at least 30,761 persons (6,559 families) were already relocated to at least 26 evacuation centers across towns and cities surrounding Mayon.

Daep said that evacuation would be continuing until all the 47, 285 residents or 9,946 families in the permanent (6 kilometers) and extended (up to 8 kilometers) danger zone dangers are totally evacuated under Alert Level 3 status of the volcano.

"If the abnormal condition of Mayon will worsen and Alert Level 4 is hoisted, an additional of 72,858 persons (16, 232 families) from the extended danger zone within 10 kilometer radius will be evacuated," he noted.

On the other hand, Philippine Institute of Volcanology and Seismology (Phivolcs) Director Renato Solidum said that institute is still waiting for more intense abnormal parameters of Mayon to warrant raising Alert Level 4.

Solidum has confirmed that at least two lava domes were gradually blocking the 200-meter crater of Mayon.

Phivolcs scientists observed that the domes were becoming bigger everyday, already blocking 25 to 30 percent of the opening of the volcano’s crater.

Solidum noted that, "unlike in the 2001 and 2006 eruptions, Mayon took weeks to months for lava domes to develop, but this time these domes are becoming bigger and bigger everyday."

“Once they collapse or disintegrate due to pressure from beneath the volcano, the occurrence would trigger a huge volume of incandescent materials and volcanic rocks to roll down the volcano’s slopes.

For this reason, he is pushing for the strict enforcement of the "no human activity policy" because of the lava fragments detaching from the dome inside the crater will continuously roll down the gullies and this detached lava fragments produced a small secondary pyroclastic surge generating rock falls and ash falls. OFFICIAL CANDIDATES FOR 2010 POLLS IN SORSOGON OUT

SORSOGON PROVINCE (December 10) – The list of official local candidates in this province for the May 2010 national and local polls was finally made public by the Commission on Election (Comelec) provincial office here.

Comelec record showed that six has filed their Certificate of Candidacy (CoC) for the gubernatorial slate with former Gov. Raul Lee, and incumbent Sorsogon 2nd District Congressman Jose Solis, Amadeo Brin, Ramon Gallinera, Felizardo Garil and Antonio Imperial composing the list.

Incumbent Governor Sally Lee withdrew her candidacy to give way to her husband Raul.

Six candidates are also running for vice governor, including former Bulan town Mayor Guillermo De Castro, incumbent Sorsogon 1st District Board Member Rosario Diaz, former Vice Governor Antonio Escudero, Jr., former Sta. Magdalena Mayor Nida Gamos and Mirafe Godisan.

Nineteen candidates are vying for the provincial board in the first congressional district, while seventeen contenders for the second district.

Former Casiguran town Mayor Edwin Hamor will be running against incumbent Congressman Salvador Escudero III for Representative of the first congressional district.

Six candidates namely incumbent Sorsogon 2nd District Board Member Arze Glipo, incumbent Bulusan Mayor Juan Guysayko, Flocerfida de Guzman, Edmundo Escalante, Rosario Gavanzo and Ricardo Golpeo signified their intention to run in the second congressional district.

Former allies and both incumbent Mayor Leovic Dioneda and Vice Mayor Edmundo Atutubo will vie for the top position in Sorsogon City.

On the other hand, Robert Ante Lee Rodrigueza, son of Governor Lee, goes against incumbent City Councilor Roel Sta. Ana for the vie mayoralty race .

Atty. Calixto L. Aquino, Jr., Comelec Sorsogon supervisor, meanwhile said Sorsogon City has registered the highest voters’ registration turnout with 83,829, followed by Bulan, 46,125; Pilar, 37,924; and Gubat with 29,816. Sta Magdalena comes last with 9,831 voting population.

“With the recent withdrawal of one mayoralty candidate in Prieto Diaz, the total number of candidates in the province that filed their CoCs lowered down to 601.

The province has 395,371 registered and qualified voters for May 2010 elections.

CSC WANTS ENHANCED PROTECTION OF WORKERS FROM SEXUAL HARASSMENT

LEGAZPI CITY— The Civil Service Commission (CSC) has stepped up campaign to strengthen Committee on Decorum and Investigation (CODI) in all government agencies to protect civil servants against work-related sexual harassment.

Acting Chair Cesar D. Buenaflor said that an active CODI will bring swift justice to victims and deter offenders.

“We should assure government workers who are or may have been victims of sexual harassment that they can turn to the law for recourse,” he said.

Buenaflor stressed that sexual harassment and other forms of violence in the public sector weaken the morale and productivity of victim-employees and, thus, are a deterrent to the smooth and timely delivery of government services.

From 1994 to 2009, CSC Office for Legal Affairs has recorded a total of 132 sexual harassment cases where 61 per cent or 81 per cent have been resolved, Of the resolved cases, 73 per cent or 59 per cent were decided in favor of the complainant.

Republic Act No. 7877, otherwise known as the Anti-Sexual Harassment Act of 1995, mandates the creation of a CODI in all work, educational or training institutions.

The committee shall be tasked to increase understanding and prevent incidents of sexual harassments, as well as conduct investigation of alleged cases.

In 2001, the CSC issued the Administrative Disciplinary Rules on Sexual Harassment or Resolution No. 01-0940 that directed all national and local agencies, state universities and colleges, and government-owned and controlled corporations with original charter to create a CODI that will receive and investigate complaints of sexual harassment, make recommendations to the disciplinary authority, and lead efforts to protect employees from sexual harassment.

In a work-related environment, the committee shall be composed of at least one representative each from the management, the accredited union (if any), the second level employees, and the first level employees, duly selected by the unit concerned.

In an educational or training institution, at least one representative each from the administration, the faculty, and the student body, duly selected by the level concerned, should make up the CODI.

The said resolution defines sexual harassment as “an act, or a series of acts, involving any unwelcome sexual advance, request or demand for a sexual favor, or other verbal or physical behavior of a sexual nature, committed by a government employee or official in a work-related, training or education related environment of the person complained of.”

The act may come in the form of malicious touching, overt sexual advances and gestures with lewd insinuation (physical); requests or demands for sexual favors and lurid remarks (verbal); and use of objects, pictures or graphics, letters or writing notes with sexual underpinnings.

After due investigation and legal process, an employee who is found guilty of sexual harassment shall be meted administrative penalty ranging from reprimand to dismissal, depending on the gravity and seriousness of offense.

CSC, as the central personnel agency of government, initiates and supports efforts to ensure that sexual harassment has no place in government offices and activities/operations.

In line with its participation in the 18-Day Campaign to End Violence Against Women (VAW), which ran from November 25 to December 12, the CSC has undertaken a series of discussions on VAR-and gender-related topics that aims to prevent violence and promote gender equality and awareness in the public sector. ALBAY GEARS UP FOR MAYON ERUPTION

LEGAZPI CITY — At least 11, 981 residents in Daraga and Camalig town in Albay province have already been evacuated as Mayon Volcano spewed lava and ashes manifesting an intensified restiveness, according to the Bicol Regional Disaster Coordinating Council (RDCC).

During the Bicol RDCC and Albay PDCC joint emergency meeting earlier today, Office of Civil Defense (OCD) Bicol regional director Raffy Alejandro said preemptive evacuation will also cover the cities of Tabaco and Ligao, and the towns of Malilipot and Guinobatan.

Cedric Daep, Albay Public Safety and Emergency Management Office (APSEMO) chief, said a total of 47, 285 residents or 9,946 families from 56 villages around the volcano will have to voluntarily flee their homes or be evacuated in safe distant places in order to prevent any casualty or loss of life.

Earlier today, disaster managers from Albay PDCC and Bicol RDCC convened laying out measures to beef up emergency operation and execute evacuation procedures to ensure the safety of all residents.

In the said meeting, Science Research Analyst Alex Baloloy of the Philippine Institute of Volcanology and Seismology in Lignon Hill Observatory reported that a major eruption of Mayon might occur within the period of two weeks if the abnormalities would continue and further intensify.

“We already sought augmentation of our manpower from Phivolcs Central Office in Diliman, Quezon City for the close monitoring of Mayon,” Baloloy said adding that a team of geologists, volcanologists and scientists just arrived this morning to help the observatory center.

Declaring that a hazardous eruption is imminent, the scientist, however, has warned that a major eruption could even happen within Alert Level 3 without prior upgrade of alert status from the current alert status to neither level 4 nor 5.

Baloloy explained that Alert Level 1 means abnormal; Level 2, alarming; Level 3, critical; Level 4 entails eruption is imminent; and, Level 5 indicates eruption is in progress.

He noted that the continuous tremors recorded in the seismograph since lava started to trickles down slopes, “most of the quakes were due to falling lava fragments. Short duration tremors were characterized by low-frequency volcanic quakes.”

Meanwhile, Governor Joey Salceda, Albay PDCC chair, has issued last night Mayon advisory recommending the following measures to prevent casualty in consonance with the province’s “zero casualty” target in time of disaster:

1. All City/Municipal and Barangay Disaster Coordinating Councils should carry out mandatory evacuation of households in all areas within the 6 kilometer permanent danger zones (PDZ) and the 7 kilometer extended danger zone (EDZ) up to the 8 kilometer extended high risk zone (EHRZ) in the Southeast Quadrant of the volcano, particularly Buyuan, Mabinit and Bonga areas.

2. All City/Municipal and Barangay Disaster Coordinating Councils around Mayon Volcano should immediately convene and activate emergency operation and execute evacuation procedures as ordered.

3. Barangays should advise affected households to prepare emergency provisions like clothing, basic utensils and beddings.

4. Joint AFP-PNP Task Force Mayon (JTFM) should assist in the evacuation of the population mentioned and strictly enforce checkpoints at strategic areas to ensure that nobody enters the danger zones.

5. Classes in schools within the 8 kilometer radius of the volcano are suspended and classrooms should be used for evacuation. School authorities are advised to devise scheduling and shifting strategies that would enable pupils to revert to regular classes as soon as possible and for evacuee pupils to hold classes within the premises of the evacuation school.

The goal is to minimize disruption in classes, given that evacuation period for Mayon eruption last between 42 to 87 days.

6. All PDCC member agencies should implement their respective contingency plans and assist the people affected and need to be evacuated.

7. The Bicol Regional Training and Teaching Hospital (BRTTH), Provincial Health Office (PHO) and other local health offices, including district hospitals and Rural Health Units (RHUs) within the Mayon area are now placed under Code Blue.

PHO should closely coordinate with the Department of Health (DOH) and BRTTH in preparations for the health requirements particularly WATSAN in the evacuation centers.

8. Albay Health and Emergency Managers (AHEM) should dispatch its paramedic units in assisting LGUs and barangays in the evacuation procedures to be undertaken.

9. PSWDO should immediately ensure the availability of necessary basic needs in the identified evacuation centers and to continue re-packing of food items to be distributed immediately to evacuees.

10. The Philippine National Police (PNP), along with the Barangay Tanod should ensure the security of the houses to be vacated during evacuation.

11. Residents, motorists and school children should protect themselves for possible ash inhalation by covering their nose with damped cloth or handkerchief to prevent health problems.

12. PDCC should secure a declaration of state of imminent calamity from Albay Sangguniang Panlalawigan to empower affected LGUs and barangays to use their calamity funds for evacuation procedures and other required response measures.

APSEMO, on the other hand, has identified Daraga town one of the most threatened area with the difficulty in transporting residents particularly from the villages of Matnog and BaƱadero due to an unfinished bridge project across the Yawa River.

Also during the joint emergency meeting of RDCC and PDCC, Camalig Mayor Carlos Baldo said, “Some residents in our place are now at the holding areas, we just need transportation support from other government agencies, particularly from the Armed Forces of the Philippines (AFP) for the massive evacuation efforts.”

In Guinobatan town, Mayor Juan Garcia appealed for dust masks and evacuation vehicles as the volume of ashes that fell on the town last night seemed like “we were having a white Christmas.”
The joint AFP-PNP Task Force Mayon is already tasked to assist in the evacuation of the population involved and strictly enforce checkpoints at strategic areas to ensure that nobody enters the danger zone at any time.

Daep said that evacuation vehicles being taken care by the Task Force Mayon will be evenly distributed to ferry the residents who have stayed at the designated pick-up points in their villages around the provinces.

“The Department of Trade and Industry (DTI) is also sought to compare prices before the Mayon abnormalities to avoid trader exploitation and if possible conduct price monitoring to protect the consumers,” he added.

Latest bulletin of the Phivolcs On Mayon Volcano shows that glowing lava fragments were seen continuously detaching from the crater of the volcano, which came to rest on the upper and middle slopes, about 3 km from the summit, during the past 24-hour observation period.

Seismographs recorded 83 volcanic earthquakes compared to 43 on Monday while the sulfur dioxide emission rate increased to 757 tons per day from the previous 535, the bulletin added.
Scientists are now collating the ash explosion intervals, aside from sulfur dioxide emissions, volcanic quakes, crater glows, “bulging” of the slopes and steaming activities.

BU HOSTS 3RD INTERNATIONAL CONFERENCE ON KUROSHIO SCIENCE

LEGAZPI CITY — Bicol University Tabaco Campus (BUTC) hosted December 2-4 the 3rd International Conference on Kuroshio Science at the Alicia Hotel, Legazpi City, with the theme:”Investigating Benefits and Balance along Kuroshio: Challenges to Marine Biodiversity and Resource Management”.

The 1st and 2nd conferences were held in Japan and Taiwan respectively.

The conference brought together scientists, researchers and experts who presented the results of the joint studies on Kuroshio Triangle conducted by the participating universities and agencies in Japan, Taiwan and Philippines.

It has also provided a venue for each paper presented a better understanding of Kuroshio through the exchange of information and discussion of issues and challenges encountered contributing to the increase public awareness on the Kuroshio-related studies.

Resource speakers from Japan headed by Dr. Shimpei Inoue, Vice-President of Kochi University, Japan; Taiwan headed by Dr. Tse-Min Lee, a professor of National Sun Yat-Sen University, Kaoshiung, Taiwan; and representatives from the different higher education institutions and government agencies in the Philippines participated to the interfacing.

Two dynamic chief executives, Legazpi City Mayor Noel E. Rosal and Tabaco City Mayor Krisel Lagman-Luistro also graced the occasion.

Resource speakers dealt on the benefits generated through the collaborative research and development (R&D) undertakings being done on the Kuroshio Current.

The event was also highlighted by the signing of the Memorandum of Understanding (MOU) on Exchange Students between Bicol University in the Philippines, represented by Dr. Fay Lea Patria M. Lauraya, and National Sun Yat-sen University in Taiwan, represented by Dr. Tse-Min Lee, Taiwan.

A total of 25 papers were presented in the conference, categorized under the following fields: (a) Coastal Resource Management – 9 papers; (b) Fishery Resources – 8 papers; (c) Biological Sciences and Oceanography – 4 papers; and (d) Resources and Habitat – 4 papers. Queries from the audience were entertained by the speaker after each paper presentation. Certificates of Commendation were then awarded to the presenters and facilitators for each field.

BUTC treated the delegation with an array of dances and songs during the Cultural Night on December 2 at the Carolyna Hotel and Restaurant in Tabaco City and A Night of Music at the Alicia Hotel on December 3, 2009.

The night sessions served as a breather for the group, who had worked hard during the day. Even the Japanese and the Taiwanese delegations eagerly showed their artistic side by rendering not only their songs but also their native dances. For most of the guests, these were indeed nights to cherish.

DEPED HOLDS 2ND REGIONAL LEADERSHIP TRAINING

SORSOGON CITY — The Department of Education (DepED) division office here has successfully conducted on December 2-4 the 2nd Regional Training for Student Government Officers (SGO) highlighting disaster preparedness and management and emergency response for SGOs in Bicol region.

Divina Diaz of DepEd Sorsogon City, regional training coordinator, said that the three-day training held was in line P.D. 1566 which provides for the capability enhancement and establishment of a community disaster preparedness plan, and in addition to the organization of a division/school-based emergency response team where students can be active members,”

At least 400 participants, composed of student leaders and teacher-advisers from the secondary schools division of the six provinces of Bicol region, attended the affair.

During the plenary session on the first day, PIA Information Center Manager Irma Guhit presented the state of Bicol environment while Sorsogon City Fire Marshal Chief Inspector Renato B. Marcial refreshed the participants on Basic Safety Fire Tips.

The succeeding days were highlighted by massive trainings on Basic First Aid, Basic Mountaineering Skills, Team Building and Water Safety Survival Skills spearheaded by the City Division School Nurse in partnership with the City Disaster Coordinating Council and the Composite Response and Rescue Team (CCRT), a private local organization here.

“We enjoyed the training because it has increased our awareness on common emergencies and equipped us with the latest skills and strategies towards emergency care,” said most of the participants.

The students also added that the demonstration on proper handling of emergency cases provided to them were both fun and worth learning.

Diaz said that soon after the training they will organize and mobilize division/school-based volunteers and response teams that would assist in the disaster preparedness, mitigation, response and rehabilitation. Eventually, this will become the disaster coordinating council auxiliary of their respective divisions.

Diaz also averred that Sorsogon City is playing host to this year’s training since the current Regional Supreme Student Government Federation President, Sailyn Guarin, is from Sorsogon National High School.

“Hosting the regional training, at the same time, would give the city and the province as well, a better opportunity to showcase and promote its tourism products and services,” she added.

COMPREHENSIVE TREATMENT PLAN FOR FILIPINOS WITH HIV SOUGHT

LEGAZPI CITY— Amidst the specter of being categorized as a “low prevalence” country, the Philippines continues to experience an increase in the number of human-immuno deficiency virus (HIV) cases diagnosed on a monthly basis.

The Positive Action Foundation of the Philippines Inc., (PAFPI), a non government organization working on people living with HIV and AIDS, has sought the creation of a comprehensive treatment plan for Filipinos HIV positive to ensure the sustainability of treatment, care and support.

From January to October of 2009, a total of 629 cases have been recorded in the HIV registry of the National Epidemiology Center of the Department of Health (DOH). In the same period last year, a total of 454 cases were recorded.

Joshua Formentera, PAFPI president, said that the growing number of cases, especially among young people and men who have sex with men (MSM), has become a cause for concern among HIV and AIDS organizations and activists.

This has also prompted concerns about sustained provision of treatment, care and support, especially for those already in the AIDS stage.

In a recent 3rd National consultative and Consensus Meeting held in Manila, Formentera noted that the main challenge they are facing with regards to HIV treatment is its limited availability. “The current provision of free Anti-retroviral (ARV) treatment is only until 2012. “

On the other hand Eddy Razon, president of Pinoy Plus Association, an organization of Filipinos living with HIV, said, "we need a sustainable, long-term and comprehensive treatment plan.”

He also challenged local government units (LGUs) to do their part. “Most of the local chief executives are not aware that there are HIV positive in their localities.”

“Local response is important in preventing, controlling and provision of treatment,” he said.

Aside from treatment issues, the participants stressed the importance of involving people living with HIV (PLHIV) in the response, especially women. Lorna Garcia, president of Babae Plus, a support group of women living with HIV, also stressed “the need to address specific issues of HIV positive women, which include access to sexual and reproductive health services, prevention of mother-to-child transmission, and gender-based violence”.

BFP ENJOINS STUDENT LEADERS TO SUPPORT FIRE SAFETY PROGRAMS

SORSOGON CITY — In their effort to strengthen their fire safety advocacy to the community, the Bureau of Fire Protection (BFP) office here has appealed to students for support to fire safety programs during the recently concluded 2nd Regional Leadership Training on Disaster Management and Emergency Response held at Bacia Auditorium in Bacon District, this city.

Chief Inspector Renato Marcial, city fire marshal, has urged the participants to help the BFP in its efforts to minimize or if not eliminate the occurrence of fire by actively participating in their fire safety programs, adherence to the newly amended Fire Code of the Philippines and other related public safety programs of the government.

The training, hosted by the city for the first time, was participated in by some 434 student-leaders from the different provinces across the Bicol region.

According to Marcial, the event provides big opportunities to share as well as explain the nature of the job of a fire fighter, appreciate BFP’s action in performing their mandated tasks and more importantly remind them of their role in the community in promoting fire safety.

TEACHERS, GRATEFUL TO 4Ps’ HELPING CHILDREN IN MASBATE

LEGAZPI CITY — The silent unsung heroes who constantly mold the bases of the future of each child are the teachers, helping the young acquire the knowledge they need to survive life.

Teachers also serve as our second parents, who care and adore us.

Sherlita Intig is a Grade I teacher in Malhaw Elementary School, Cawayan, Masbate. For many years she has been teaching children who cannot provide their needed educational materials.

“Meron akong mga estudyante na may mga lapis ngunit napakaliliit na, mas maikli pa sa lollipop” (I have students who have pencils shorter than a lollipop), teacher Sherlita sadly shared.

Other students can also be seen wearing slippers that already have overused soles.

“Makikita no talaga kung gaano sila kahikahos sa buhay” (You can really see how poor they are), she added.

For this, teacher Sherlita would lend her pupils with pencils and coloring materials.

“Pag hindi mo sila binigyan o pinahiram ng gamit, kawawa naman dahil tutunganga lang sila, kaya bilang guro” (It’s a pity if you won’t lend them what they need because they would just stare at their classmates who are doing the activity), said Inting.

One day, before starting the discussion, her pupils already have their new things brought out. “May mga bago silang lapis, krayola at papel, ang iba nga ma mga bagong tsinelas at bags pa” (They already have new pencils, crayons and papers. Others even have new flip flops and bags), explained the now happy teacher.

Inting asked her pupils why almost all of them have new educational materials, and one of her students answered “Binigyan si mama ng pera ng 4Ps” (4Ps gave mother money).

This happened after the pay out for the 4Ps beneficiaries of Cawayan, Masbate.

Not knowing what 4Ps is, Inting asked co-teachers what the program is. It was then she knew that it’s a poverty alleviation program of the government that targets to help the poorest people by providing conditional cash grants and to abide with its conditions about health and education.

According to the teachers of Malhaw Elementary School, a sudden change was brought by the program. The children would be seen doing their activity eagerly compared before where they seem to be awkward in borrowing things from their teacher or from their classmates.

“Makikita mo sa mata ng bata yung kasiyahan na may mga sarili na silang gamit” (You can see the happiness in their eyes having their own things), she said.

“Now that we already have the 4Ps, the pupils can how hope the needed supplies and focus on they want to do during activities,” she further said, thankful and teary-eyed on the blessings that her 2nd children received. (DSWD V/PIA)


PGMA’s attends installation of Legazpi’s 6th Bishop

LEGAZPI CITY— The arrival of President Gloria Macapagal-Arroyo at the Cathedral of St. Gregory the Great in the Old Albay District caused quite a stir.

The church was filled to the brim and the church grounds were also set up to accommodate the overflowing crowd that came to witness the canonical installation of Legazpi’s sixth bishop, the 55-year-old Rev. Joel Baylon.

Baylon succeeds Apostolic Administrator Bishop Lucilo Quaiambao. Prior to his appointment, Baylon was Bishop of Masbate since 1998.

The president arrived 15 minutes before the formal installation rites were to begin and she was flanked by political leaders, including former Senate President Franklin Drilon. Those who met her at the church’s entrance were Albay Gov. Joey Salceda; Legazpi Mayor Noel Rosal; Cong. Al Francis Bichara of Albay secong congressional district, Philippine National Police Regional Director C/Supt. Ruben Padua; and Bishops Jose Sorra and Lucito Quiambao.

A concelebrated high mass for his canonical installation lasted more than two hours with Papal Nuncio Edward Joseph Adams, Gaudencio Cardinal Rosales and Nueva Caceres Archbishop Leonardo Legaspi, 31 other bishops and 300 clergy in attendance.

Palace defends martial law, allays fears of stock brokers

MANILA— Malacańang said Thursday (December 10) there is no reason for stock brokers to fear the declaration of martial law in Maguindanao, stressing it is limited in scope and time.

In a press conference, Spokesperson for Economic Affairs Professor Gary Olivar reminded businessmen that the emergency measure was meant to arrest key suspects in the Maguindanao massacre, quell a possible rebellion and restore peace and order in the province.

“When we talk about martial law and whether or not it is to be feared or welcomed in the context of what has happened, I think these are facts that we should keep in mind. I think the stock brokers being the rational people that they are would take this into account,” he said.

Olivar debunked allegations that martial law will later cover the entire country, saying those claims are the handiwork of critics of President Gloria Macapagal-Arroyo. They have no factual basis, he said

Peace key to ending warlordism’

MANILA — MalacaƱang said Thursday (December 10) a comprehensive peace process is the key to ending the conflict in Mindanao and preventing warlordism.

In a press conference, Presidential Economic Spokesperson Professor Gary Olivar noted that the resumption of peace talks between the government and the Moro Islamic Liberation Front (MILF) is a significant development towards resolving the peace and security situation not only in Maguindanao but the rest of Mindanao.

“Unrest in Mindanao gives rise to warlords and private armies. It is hoped that a comprehensive peace agreement will end it. We really want to avert the possibility of similar massacres in the future. Peace is the only long-term solution to the problem,” he stressed.

The government peace panel and the MILF, with the Malaysian third-party facilitation, have opened formal peace negotiations and reaffirmed their shared commitment to building a just, enduring and comprehensive peace in Mindanao.

Both parties agreed to continue creating and enabling a secure environment for the negotiations by renewing the Terms of Reference for the International Monitoring Team (IMT).

Pursuant to this, both Parties will invite as IMT members Malaysia, Japan, Brunei and Libya and non-governmental organizations, namely the International Committee on the Red Cross (ICRC), the Mindanao Peoples Caucus (MPC) and the Non-Violent Peace Force (NVPF).

They also renewed their commitment to continue efforts in coordinating the interdiction and isolation of criminal and lawless elements by reviving the Ad Hoc Joint Action Group (AHJAG).

PGMA honors outstanding volunteers

MANILA — President Gloria Macapagal-Arroyo led the recognition of the country’s outstanding volunteers and legislators in simple ceremonies held Thursday (December 10) at Malacanang’s Rizal Hall.

Assisted by National Volunteer Month 2009 honorary chairman Ricardo Reyes, the president presented the 2009 Outstanding Volunteer Award to 17 individuals and organizations.

Recipients under the individual-adult category were Marina Bumatay, a volunteer teacher at a Muslim community in Dasmarinas, Cavite; and Celestino Desamito,Jr., a retired military colonel who served as volunteer consultant for the regional development of the City of Koronadal.

Under the organization/corporate non-profit category, awardees were the Mag-Uugmad Foundation, Inc., composed of volunteer-farmers who help uplift marginalized farming communities in Cebu; and the Tuklas Katutubo, Inc., an organization which assists indigenous people.

For the organization-corporate category, the work of Philex (Mining Corp.’s) Rescue Team during emergencies and disasters was recognized.

The recipient for the Volunteer Lifetime Achievement Award was the founder of the University of the Philippines volunteer program called Ugnayan ng Pahinungod, Dr. Ledevina Carino (posthumous).

A special citation was conferred to the Voluntary Service Overseas-Philippines, which deployed foreign volunteers to assist in national and local development, including facilitating peace building process, for the last 40 years.

Also recognized today for their heroic acts during the recent typhoons was Muelmar Magallanes (posthumous), the 18-year old who saved 30 people but ended up sacrificing his own life while rescuing a baby girl swept away on a styrofoam box; and government personnel who died in the line of duty, namely, Pfc. Venancio Ancheta,Jr., Cpl. Adriano Regua , Sr. Fire Officer 2 Richard Balusdan, Sr., Sr. Fire Officer 2 Siegfred Ngolovan, and Brgy. Kagawad Rex Mang-oy.

ABS-CBN Foundation, Inc. Sagip Kapamilya, GMA Kapuso Foundation, Oplan Sagip Bayan Volunteers, and the Philippine National Red Cross were given special citations for their rescue and relief operations roles during and after typhoons Ondoy and Pepeng.

The President also honored The Gawad sa Kampeon ng Kabataang Pilipino 2009 winners: Pangil, Laguna Councilor Alberto Astoveza,Jr.; Naga City Mayor Jesse Robredo; Bulacan Gov. Joselito Mendoza; Laoag City Mayor Michael Farinas; Ilocos Norte Board Member Michel Kristian Ablan; Jagna, Bohol Councilor Senen Lloren; Aurora Province Board Member Shierwin Taay; Laguna Gov. Teresita Lazaro; and Aurora Rep. Bellaflor Castillo.

The program recognizes the outstanding contributions of local legislators on youth development in their respective Sanggunian.

The President also led the recognition of the 2nd National Service Training Program (NSTP) “Green Philippines” Awards 2009 – the Nationwide Search for the Best Environmental Program.

DBM announces P10,000.00 additional bonus for national government workers

MANILA — Christmas for government workers will be merrier with an additional cash bonus of up to P10,000 this December.

The good news was announced by Budget and Management (DBM) Secretary Rolando Andaya Jr. Thursday morning (December 10) at the Reception Hall of Malacanang.

Andaya earlier confirmed that President Gloria Macapagal-Arroyo directed the provision of additional cash bonus for all government employees in time for the Christmas holidays.

He said the national government will provide a P7,000 additional bonus while the remaining P3,000 will come from the savings of the various respective offices or agencies under it.

“Ang mga empleyadong sakop po nito ay mga empleyado ng national government na sakop ng plantilla, casual at contractual. Ito ang mga sakop na mga empleyado ng national government,” Andaya said.

Andaya noted that the DBM has started the processing and coordination with different agencies to provide the extra cash gift for some 1.2 million state workers. (PIA V Release)

PGMA TO ATTEND CANONICAL INSTALLATION OF NEW BISHOP OF LEGAZPI DIOCESE

Legazpi City (9 December) -- President Gloria Macapagal-Arroyo will visit Thursday (December 10) this city to attend and witness the Canonical installation of Most Rev. Joel Z. Baylon D.D. as the new Bishop of the Diocese of Legazpi,

The President is expected to arrive at the domestic airport here and will be met by Albay Governor Joey Salceda, Legazpi City Mayor Noel Rosal, Representatives Al Francis Bichara, Edcel Lagman and Reno Lim of the Albay first, second, and third congressional districts, respectively, and Presidential Adviser for Bicol Tomasito Monzon.

The President will then proceed to the Saint Gregory the Great Cathedral in Old Albay district here for the Eucharistic Celebration and Canonical Installation rites.

Archibishop Leonardo de Legazpi of the Diocese of Caceres will preside over the Celebration of the Eucharist and Canonical Installation rites at 4:00 o'clock in the afternoon.

Cardinal Gaudencio Rosales of the Archdiocese of Manila and Archbishop Edward Joseph Adams, Papal Nuncio to the Philippines, along with some 31 bishops and 300 clergy from different dioceses across the country and abroad will also witness the installation of the new bishop of the diocese.

After the installation rites, the President will also pay homage to the newly appointed bishop of the Diocese of Legazpi.

Baylon, the former Bishop of the Diocese of Masbate, will be the 6th Bishop of the Diocese of Legazpi, and at 55 he is considered as the youngest senior Roman Catholic cleric to be installed in Bicol and among bishops across the country.

He was ordained to the priesthood in 1978 and became Bishop on March 1998.

Baylon will take over the reigns of Acting Diocesan Administrator Bishop Lucilo Quiambao.

MINING FIRMS IN BICOL TOLD TO PREPARE ON THE ONSET OF TYPHOON SEASON

LEGAZPI CITY — The Bicol Mines Bureau has reminded recently mining firms Filminera Resources Corporation in Masbate; Rapu-Rapu Polymetallic Project, Goodfound Cement Corporation and UBS in Albay and United Paragon Mining Corporation and Johnson Gold Mining Corporation in Camarines Norte to prepare for the onset of the typhoon season.

Reynulfo Juan, MGB Bicol regional director, has reason to be alarmed since strong typhoons like Ondoy and Pepeng brought untold devastation in Metro Manila and Northern Luzon.

Juan told the six mining firms to be prepared by conducting simulation drills for all natural hazards that may be caused by typhoons like flooding and even fires including earthquake. They were also ordered to assess their waste dumps, tailings storage facilities, spillways and the volume of rainfall that may cause the effluent at the tailings facilities to spill.

He required the firms to submit (drill and assessment) report as proof of compliance. (MGB V/PIA)


BIR OPLAN:”IBOTO MO KANDIDATO, NAGBABAYAD NG BUWIS NA WASTO”

LEGAZPI CITY — Political candidates vying for any elective office must be the role model in complying with their tax obligations as this is a basic civic duty towards nation building.

The Bureau of Internal Revenue (BIR) is mandated under Revenue Regulations No. 8-2009 dated October 22, 2009, to strictly monitor the withholding tax payments of five per cent on campaign-related expenditures of political parties, campaign contributors and candidates for the forthcoming local and national elections.

All BIR regional directors were instructed during their meeting at the BIR Main Office in Quezon City with Commissioner Joel L. Tan-Torres to intensify this project in order to help meet the collection target for the remaining months of 2009.

The five per cent creditable withholding tax is not a tax on the candidate, political party or contributor but a tax on the income of the supplier of goods and services. It is collected through the candidates, political parties and contributors by the latter deducting the tax from the agreed transaction price upon making the payment and remit such amount to the BIR.

BIR regional director Diosdado R. Mendoza directed all Revenue District Officers (RDOs) to coordinate with the Commission o Elections (COMELEC) under their respective jurisdiction to get the list of candidates and political parties and require them to register with the BIR. ALBAY BEEFS UP MEASURES TO PREVENT SPREAD OF STI, HIV

LEGAZPI CITY— With the increasing number of Sexually Transmitted Infections (STI) and HIV cases, the Provincial Government of Albay has crafted the comprehensive medium term program for the period of 2010 to 2015 to prevent and control the spread of the diseases.

In the recently concluded strategic planning workshop organized by the Philippines National AIDS Council (PNAC), the Albay Provincial AIDS Council (APAC) now pursues a unified program to address STI and HIV, underlining intensive information campaigns provision of necessary health and medical services.

Albay Governor Joey Salceda has earlier instructed the Albay Provincial Millennium Development Goal Office (PMDGO), the Provincial AIDS Council and the Provincial Health Office to formulate strategies including activities to curtail the spread of STI and HIV in the province.

Starting next year, the province will implement the Provincial Response to Accelerated STI, HIV and AIDS prevention and control response through intensified information and delivery of services to the most at risk population (MARPs), vulnerable groups (VPs), and People Living with HIV (PLHIV).

Salceda was prompted to implement information, education and health services for STI and HIV upon learning that Albay ranks second among the provinces on Bicol region with an increasing number of STI and HIV cases.

PNAC report as of November this year showed that there are 88 Bicolanos infected with HIV.

Camarines Sur records the most number of positive cases of HIV, with a total of 27 persons; Albay, 25; Sorsogon, 17; Catanduanes, 9; Camarines Norte, 7; and, Masbate, 3.

In Albay, six PLHIV are identified in Legazpi City, 6 in Ligao City, 3 in Tabaco City, two each in Bacacay and Oas, a case each in Camalig, Daraga, Guinobatan, and Polangui, while 2 others from unknown origin in Albay.

Based on the projected population (age bracket 14 to 49) of the National Statistics and Coordinating Board (NSCB) regional office in Bicol, the estimated number of establishments with sex workers in five sites (Polangui, Ligao City, Daraga, Legazpi City and Tabaco City) will be 871 in 2010,

While the estimated free lance sex workers (next year) in Albay is 670; male clients of sex workers – 5,788; persons injecting drugs – 56; men having sex with men – 2,893; and overseas Filipino workers 3,065, all considered MARPs.

Meanwhile, PNAC executive director Dr. Ferchito Avelino and health workers' recommendation to Governor Salceda is to support the provision of STI drugs, HIV Test Kits as well as availability of condom in five sites (Ligao City, Polangui, Daraga, Tabaco City and Legazpi City).

Dr. Avelino explained that for 2010 alone, the five sites will need some Php24 million for the provision of drugs/medicines and condoms, adding that the said amount can be out source, but what is important is for the local government units concerned will also give their own share,” he said. SSC SETS 4-YEAR POLICY DIRECTIONS

SORSOGON CITY — Looking forward for the next four years as Sorsogon State College (SSC) president, Dr. Antonio E. Fuentes has laid down the directional policies he will pursue in his term commencing Tuesday (November 24) this year.

Fuentes averred that his proposed policies will feature among others the strengthening of faculty development guidelines for fellowship and faculty exchange program, search for outstanding faculty and employee of the year award system, acquisition of at least 10 hectares additional site for the Sorsogon campus, design of incentive package for faculty extensionists, and simplification of procurement process.

“My administration also looks forward to seeing the revision of Omnibus Rules in Rentals and of the SSC Code,” he said.

Still according to Fuentes, he will also further stress quality and specialization as he takes into account the recent years’ exponential growth in the number of scholars and research incentives in school.

“The growing number of board passers realized during his term is seen as an indication of the high morale by both students and teachers,” he added.

These new policy directions were proposed side by side with the directives by the SSC president to the school officials as per Memorandum No. 49, series of 2009 to submit monthly accomplishment updates and all fund balances in order to keep track of and get a holistic view of the school’s trajectory.

PYAP IN PAMPLONA CITED AS TAYO 2009 AWARDEE

PAMPLONA, Camarines Sur — The Pag-asa Youth Association of the Philippines (PYAP) municipal federation here was chosen as one of the outstanding youth organizations in the country who were cited for the 2009 Ten Accomplished Youth Organization (TAYO).

PYAP Pamplona winning entry is the “Dunong Kwarta sa Bio-Sand Fiber Project” showcasing a fabrication of water filter device made from crashed sand and other indigenous materials, introduced by a US Peace Corp Volunteer, that seeks to address health and sanitation problems in the countryside, particularly those who have no access to a safe drinking water.

PYAP Pamplona received a cash prize of P50,000, one computer unit and a trophy for the feat.

TAYO awards program, sponsored by the TAYO Foundation, recognizes youth organizations for their exemplary performance in the implementation of programs or projects that respond to the needs or address issues and concerns in a locality, promote positive changes or employ innovative solutions which the community will benefit.

TAYO Foundation, organized by Sen. Francis Pangilinan, has now emerged to be the country’s foremost award winning body for youth organizations.

Alvin Regidor, PYAP municipal federation president, related that the project also provides skills development for and employment to the out-of-school youth.

“We continuously conduct training on bio-sand filter fabrication to meet the number of manpower needed, especially that the demand for the device is increasing,” Regidor enthused.

He further averred that with the initial funding support from Mayor Generoso Imperial, the organization was able to fabricate 18 filtering device, distributed to 18 depressed barangays which have no access to potable water in Pamplona

“Now the organization are able to fabricate at least two to five devices a day and sell it for P1,000 a piece,” he said.

Imperial believes that the knowledge, skills, abilities and the creativity of the young generation considered worth emulating for other youth organizations in the country.

All the undertakings of PYAP Pamplona have the full backing of the chief executive, who has given the organization an incentive of P30,000 which could be used as an additional capital for their project.

Luz Doblon, social worker and focal person for the youth program in the municipality, said PYAP has sine received additional orders from other neighboring towns.

“Additional funding support is very much needed with the increasing demands, thus PYAP Pamplona has now forged partnership with the Rotary Club International,” Dublon noted.

PYAP is a duly constituted barangay-based organization of out-of-school youth between 15 to 24 years old, under the auspices of the Department of Social Welfare and Development (DSWD).

PYAP pursues a strategy that provides forum to discuss ideas and concerns related to their project and come-up with solutions/recommendations addressed to both the youth and the system involved in program planning and implementation. (EEJerusalem, DSWD V/PIA)


RDC ACCREDITATION OF PSO FOR PSR ON

LEGAZPI CITY — The Regional Development Council (RDC) invites private sector organizations (PSOs) in Bicol to apply for RDC accreditation, in preparation for the election of private sector representatives (PSRs) to the RDC for 2010 to 2013.

RDC accredited organizations nominate PSRs to the RDC and participate in the election of PSRs to the RDC.

PSOs must have the following qualifications to be able to participate in the nomination and selection of PSRs:

a. Legal Personality. The PSO must be registered with the Securities and Exchange Commission (SEC) or any government agency which registers organizations and associations for the purpose of bestowing legal personality.

b. Track Record. The PSO must have conducted socio-economic activities for at least three years from date of registration in the region. The scope of activities must be at least province or citywide.

c. Nationality. The PSO must be a Filipino organization. Organizations managed by foreigners, whose officers and members are primarily composed of foreign nations, or are considered branches or affiliates of foreign organizations are disqualified.

d. Non-Government. Organizations which have government officials and employees as ex-officio members or whose operations are funded by the government are disqualified. (Funding support by the government to PSO projects is not considered as funding support to operations).

e. Deadline for submission of application for accreditation is on March 31, 2010.

DENR-EMB BICOL, SIS STAGE ENVIRO EXHIBIT

DARAGA, Albay — In observance of the National Clean Air and Environmental Awareness Month last November, the Department of Environment and Natural Resources Environmental Management Bureau (DENR-EMB) in Bicol and Sunshine International School (SIS) staged an environmental exhibit with a read-along session held at SIS campus here.

DENR-EMB, through its Environmental Education and Information Section (EEIS), showcased the bureau’s programs and initiatives on awareness on climate change and global warming phenomenon, solid waste management and other timely environmental issues that would shape the students knowledge and views on ecosystem conservation.

The two-day activity, held November 12-13, was participated in by representatives from local government units, government agencies, students and faculty members of the different academic institutions in Albay province.

Dr. Eva S. Ocfemia, DENR-EMB Bicol Pollution Control Division chief, has consistently acknowledged the collaborative efforts of the different stakeholders to utilize information education strategy to the academe, especially to the young students, in stressing the responsibility of every individual in caring for the environment. NAGA CITY UNVEILS AIRSHED IEC PROGRAM

NAGA CITY — Alongside the operationalization of the Naga City Airshed Governing Board (NCAGB), the Department of Environment and Natural Resources Environmental Management Bureau (DENR-EMB) in Bicol and the Naga City Government launched November 20 the Airshed Information Education Campaign (IEC) program held at Plaza Quezon here.

The event commenced with the Naga City Airshed Governing Board meeting at Villa Caceres Hotel here, presided over by Engr. Gilbert C. Gonzales, DENR-EMB Bicol regional director, and participated in by stakeholders from people’s organizations, non-government organizations, transport groups and other concerned government agencies led by Land Transportation Office (LTO) Bicol regional director Ramon Roco

Naga City Mayor Jesse Robredo and members of the Sangguniang Bayan here graced the assembly.

NCAGB focused the dialogue on the status of programs implemented in 2009 and deliberation of the proposed 2010 programs and advocates, issues and updates in the campaign towards the protection and maintenance of clean air were also discussed.

Highlights of the launching of the NCAGB IEC program also include a motorcade along the city’s main thoroughfares from the city hall to Plaza Quezon, a short program and distribution of stickers to vehicles and to general public reminding them of their duties as responsible individuals in protecting and maintaining a clean air towards a healthy environment. BPAT ORIENTATION AND CRIME PREVENTION SEMINAR HELD

DAET, Camarines Norte — The Philippine National Police (PNP) municipal police office here has recently conducted the Barangay Peacekeeping Action Teams (BPATs) Orientation and Crime Prevention Seminar.

P/Supt. Marlon C. Tejada, PNP Daet acting chief, said that the orientation seminar was participated in by Barangay Public Safety Officers and Non-Government Organizations or Kabayan Action Group.

Tejada said that the first of the series of seminar was held last November 18 and the second one was held November 27.

The activity was spearheaded by the PNP and the Department of Interior and Local Government (DILG).

Topic discussed include duties and responsibilities of BPATs, citizens arrest, crime prevention and control, disaster preparedness and risk reduction, presidential decree 1908 or katarungang pambarangay, crime prevention tips, enforcement of special laws, basic report writing and traffic management and control.

Similar orientation seminar will also be conducted by the police in the different parts of the country.

Remonde dares ASEAN youths to build peaceful, just society

MANILA — Press Secretary Cerge Remonde challenged the youths from the Association of Southeast Asian Nations (ASEAN) to build a peaceful and just society.

In a welcome dinner for the 4th ASEAN Quiz Regional Competition held Tuesday (December 1) night at the Richmonde Hotel in Pasig City, Remonde said the massacre in Southern Philippines underscores the importance of an interfaith dialogue, especially among ASEAN members.

He expressed confidence that the dialogue will also lead to the improvement of the economic and social life in all member countries.

The 27 youth participants—and their coaches— in the bi-annual ASEAN Quiz Bee came from Brunei Darussalam, Cambodia, Indonesia, Lao People’s Democratic Republic, Myanmar, Singapore, Thailand, Viet Nam, and the Philippines. Malaysia did not send a delegation because this year’s event comes in conflict with its national examinations for students.

According to Remonde the participants help fulfill the vision of the region’s elders who founded ASEAN in Thailand 42 years ago.

“Your elders envisioned the promotion of regional cooperation in our region in the spirit of partnership and thus contribute towards peace, progress, and prosperity,” Remonde stressed.

He said the ASEAN Quiz Bee increases awareness among young people of the need to accelerate the establishment of the ASEAN community by 2015.

“This is a continuing task, and this friendly competition will serve to advance “knowledge of the ASEAN we want to build.”

“I see you, the youths of the Association of Southeast Asian Nations, competing in a friendly manner with your counterparts from other participating countries.”

The Philippines hosts the 4th ASEAN Quiz Bee, with the sponsorship of the National Broadcasting Network (NBN-4), the Department of Education, Department of Foreign Affairs, Office of the Press Secretary, and the Philippine Information Agency.

Government reiterates support to organized labor

MANILA — The government today (December 2) has reiterated its commitment to the principles of freedom of association, trade union rights and civil liberties and assured it will not turn its back on organized labor.

In a keynote speech at the opening of the three-day National Tripartite Conference on Principles of Freedom of Association at the Sofitel Philippine Plaza Hotel, Executive Secretary Eduardo Ermita said the government is open to the establishment of a monitoring body to ensure that workers can exercise their rights in a climate free from fear.

“The government cannot be accused of ever turning its back on the labor sector, of selling them out to corporate interests, or of sacrificing labor and trade union rights at the altar of expediency,” said Ermita who was representing President Gloria Macapagal-Arroyo in the tripartite conference.

The conference was held to improve the country’s compliance with the International Labor Organization Convention No. 87.

On the other hand, Convention 87 refers to Freedom of Association and Protection of the Right to Organize that was adopted by the International Labor Organization in 1948 and ratified by the Philippines on Dec. 29, 1953.

The tripartite conference was an offshoot of an ILO mission last September, which sought to explore areas for technical cooperation for the purpose of improving the country’s application of Convention 87 in law and practice.

In hosting the mission, Ermita said, the government proves its willingness to address the concerns of militant labor groups, including allegations of widespread and systematic suppression of trade union activities.

The government, according to Ermita, will ensure expeditious investigation, prosecution and resolution of pending cases at the ILO supervisory bodies.

In response to proposals for the creation of a high-level tripartite monitoring body, Ermita said, the government is inclined to place it under the ambit of the Tripartite Industrial Peace Council chaired by the Labor secretary.

“With such a body in place, there can be no fear of whitewash or of archiving cases involving the persecution of labor leaders and trade union activists,” he explained.

The government, he also said, will work closely with the ILO to establish a technical cooperation program “that will help breathe more life to the freedom of association.”

In closing, he added, the government will always protect labor, pointing out that labor, along with industry, is the backbone of the economy. (PIA V Release)


PGMA to hold command conference in Maguindanao

MANILA — President Gloria Macapagal-Arroyo will hold the next command conference of the Armed Forces and the Philippine National Police in Maguindanao within the week.

Press Secretary Cerge Remonde made the announcement Tuesday (December 1) at the church grounds of St. Augustine Parish Church in Lubao, Pampanga, but he did not say the exact date.

The president had given Interior and Local Government Secretary Ronaldo Puno a free hand to relieve and suspend all government officials, police and military men in Maguindanao, who may have been involved in the massacre of 57 people, 30 of them journalists.

The journalists, along with the wife and supporters of Buluan Vice Mayor Toto Mangudadatu, were waylaid, herded to a pre-dug common grave, and executed.

Presidential Adviser for Maguindanao Jesus Dureza called the massacre unequalled in recent history.

PGMA keynotes 2009 Government Employees Week

MANILA — President Gloria Macapagal-Arroyo keynotes today (December 2) the celebration of the 2009 Government Employees Association Week at Heroes Hall in Malacanang.

The president was presented with the Public Sector Workers Appreciation after which she delivered her speech.

The Philippine Government Employees Association (PGEA) is made up of officials and employees in all departments, bureaus and agencies of the national government, including government-owned and controlled corporations, state universities and colleges, and local government units and government employees’ organizations.

The PGEA week, which began last Nov. 30, coincides with the 64th anniversary of PGEA and the 13th anniversary of the National Convention of Government Employees Working Council (NCGEWC).

The celebration recognizes the invaluable services rendered by deserving government employees and underscores their contributions to nation-building.

This year’s theme “Paglingap sa Kalikasan Tungkulin ng Bawat Kawani ng Pamahalaan” is adopted to impress on employees the need to protect the environment.

PGMA inaugurates Toyota Cultural Center at U.P. Diliman

MANNILA — President Gloria Macapagal-Arroyo has inaugurated Wednesday (December 2) the GT-Toyota Asian Cultural Center, a one-hectare complex inside the Diliman campus of the University of the Philippines.

Toyota Motors Phils. Corp. (TMPC) chairman George TY delivered the welcome remarks while the overview was given by TMPC vice chairman Katsuake Watanabe.

The center is home to the GT-Toyota Hall of Wisdom and the GT-Toyota Asian Center Auditorium, which were built through a P100-million donation by the country’s leading car manufacturer to the UP Asian Center. The new building and auditorium was designed by architect Jose Pedro Recio.

The president received the deed of donation of these structures from Ty.

The donation was announced by Ty during TMPC’s 20th anniversary celebration in August 2008. Construction of the two buildings commenced last March.

Ty said the facilities will showcase the rich heritage of Asia and provide perspective on the global role that it plays in the 21st Century. “These structures will become landmarks in the university and, more importantly, a melting pot of cultures,” he added.

The GT-Toyota Hall of Wisdom will house a museum and library. The museum will showcase four major halls and provide exhibit space for the Asian Center’s collection of Philippine ethnographic materials. The Hall of Wisdom will also provide offices and meeting rooms for research and conference activities.

The GT-Toyota Asian Center Auditorium will be a 500-seat hall for international conferences and other similar events.

UP President Emerlinda Roman said the university is in the process of establishing a research institute for the study of relevant national and regional issues to enable it to attain its vision of a cultural and policy hub of intellectual and cultural exchanges in the Philippines and Asia.
