DSWD steps up development sessions for 4Ps beneficiaries in Bicol

LEGAZPI CITY, Nov. 18 (PIA) – The Department of Social Welfare and Development (DSWD) regional office here recently signed a Memorandum of Agreement (MOA) with the National Auxiliary Chaplaincy Philippines (NACPHIL) and the Philippine National Police (PNP) to formalize partnership in stepping up its Family Development Sessions (FDS) for Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries in the Bicol region.

DSWD 5 regional director Arnel B. Garcia said that with the assistance provided by their partners he hopes that the poor families under the Patawid program of the government will continue to improve their living.

“This partnership signifies that the Department is not alone in ensuring the human development of our beneficiaries,” Garcia said.

The FDS is a monthly activity being conducted for the beneficiaries of the program. It is a venue for educational, interpersonal, interactive and adult learning engagement that aims to empower and strengthen the relationship and ties among family members and the community.

Conducting the FDS with partners from both public and private sectors will also enable the beneficiaries to acquire new skills and learnings not only for development in their family but even in the community, Garcia furthered.

As specified in the agreement, DSWD partners will serve as resource persons and facilitators during the conduct of FDS done through lectures, discussions and sharing of knowledge and experiences.

The NACPHIL will serve as “gabay” or guide in providing and extending technical assistance using the FDS module and their good citizenship module with topics related to the development of family and Filipino values.

NACPHIL is a Non-Government Organization (NGO) engaging in chaplaincy ministry and pursuing values formation and moral recovery program of the Philippine government.

The PNP on the other hand will share their knowledge and experiences on topics like crime prevention tips, citizen’s arrest, community policing, special laws on family gender and development and what to do in case one witnessed a crime.

The PNP and the DSWD will also craft and develop modular guide to avoid duplication and enhance complementation in providing information to beneficiaries.

Former PNP Bicol director Clarence V. Guinto earlier said that the DSWD and PNP are one on this effort to lift the poor out of poverty.

As of September this year, the DSWD has 361, 245 4Ps beneficiaries in the Bicol region

Pantawid Pamilyang Pilipino Program is a human development program of the national government investing in the health and education of poor households, particularly of children aged 0-14 years old.

It is patterned after the conditional cash transfer scheme implemented in other developing countries which provides cash grants to beneficiaries provided that they comply with the set of conditions required by the program. (MAL/SAA/PIA5-Albay)
