Kapihan sa PIA in Camarines Norte promotes cultural identities, good values

DAET, Camarines Norte, Sept. 23 (PIA) – The Philippine Information Agency and the National Culture and the Arts (NCCA) highlighted discussions on cultural identities and good values during the Kapihan sa PIA of the Camarines Norte Information Center at Paseo de Bienvenidas here recently.

Tito G. Valiente, head of film journalism of the Executive Committee on Cinema, NCCA said that very seldom in a city or town discusses culture because it is something that is not soft; capitalism, politics and religion are cultures.

“Culture is a way of claiming, as anthropologist, I don’t believe that there is one distinct culture, I believed that when you identify yourself different from other people there is a distinct culture in you”, he said.

He said that there is very significant development in regional cinema wherein we will be having a National Cinema Rehiyon in Naga which we will be held on November or December, a gathering of independent film makers.

He said that “Labunturan” in Compostela Valley, a small town has already conducted international film festival where the jury came from Germany, France and other countries.

“We are respecting regional identities like tausug, kinarayan, dinukot, binalot because we celebrate diversities, we believe that national culture is a lie as politico insist”, he said.

He said that there is also politics in cultural events but the importance is that the identity is there, he said.

“Habo ko na ang bida magayon, dae yan realidad, our cinema or the mainstream cinema is a big lies”, Valiente said.

He said that the Ateneo de Naga University has put up an Institute Bicol History and Culture which he headed now, and the latest project is the autography or the use of K or C in the word Bikol or Bicol.

PIA Regional Director Aida A. Naz on the other hand said that we study culture appreciation as self-satisfaction but to me this is the soul in the hierarchy of needs.

She said that we should be open-minded, not ashamed of whom we are because culture is our soul.

She said that once upon a time she suggested to the Department of Education (DepEd) to have a contest of different kinds of pantomina.

 “I’am happy that Peninsular News and Bicol Post in Camarines Norte are still existing and I suggested reviving the City News Week, also an old local newspaper in Camarines Sur because we should also preserve culture in journalism”, she said.

She also announced that the NCCA is encouraging the local government units and media to submit project proposals related to integrated area-based culture development projects, institutionalization of culture-focused program in LGU, culture and environmental management, culture and arts summit, community arts festival, production of new creative works and cultural studies, capability enhancement, cultural research and publications, massive cultural promotions and Indigenous People Youth Training on heritage management.

Abel C. Icatlo, museum curator of the provincial government said that culture should be developed at the grassroots, it has to grow not a top down but a bottom up process and people themselves should feel, understand and learn.

“Totoo hindi kami gumagawa ng gusali pero ang pinapanday namin ang pundasyon ng tao ang kanilang pagmamahal sa kultura hindi lang sa turismo sapagkat malaki ito tulad ng bikolnon, tagbanua, ilonggo”, he said.
Culture is the foundation or bedrock of economic development, we believe that culture should play a huge part because socio economic development efforts will not prosper unless it is grounded with the good values strengthened in the society, he said

He said that economists in International Monetary Fund and World Bank suggested that development should not only factor Gross Domestic Product (GDP) but should also factor in the Human Development Index (HDI) which is the culture and education.

He also mentioned that the NCCA has conducted a write shop or workshop on culture and the arts project proposal in partnership with the provincial government and local government unit of Daet. (RBM-PIA5/Camarines Norte)
