Camarines Norte PPOC formulates Integrated Area Community Public Safety Plan

DAET, Camarines Norte, Sept. 3 (PIA) – The Provincial Peace and Order Council (PPOC) here has formulated the Integrated Area Community Public Safety Plan (IACPSP) to mainstream the peace programs in the development efforts of various stakeholders in this province during the two day workshop held here recently.

The plan is aimed to effectively carry out the functions of the local peace and order council and to achieve and sustain more peaceful and orderly communities in the province.

Engr. Jerwin A. Novio, Ph. D, cluster head of the Department of Interior and Local Government (DILG) Camarines Norte said that under their Memo Circular 2011-24 it states that the establishment of peace and order in the province, city and municipality finds its legal authority in Section 116 of the Local Government Code of 1991 and Executive Order No. 309 series of 1987, as amended signed by former President Cory Aquino on reorganizing the peace and order council.

It also states that the Executive Order 366, series of 1996 also mandates the organization of a barangay peace and order committee in every barangay.

All local chief executives and the sangunian members at all levels are reminded of the duties and functions of the PPOC inviting its attention to its significant role in maintaining peace and order and public safety, in dealing with criminality and insurgency and in curbing illegal gambling activities.

He said that one of the duties and functions of the council is to formulate public safety plan which shall be incorporated in the Comprehensive Development Plan.

During the workshop the members of the PPOC coming from the different line government agencies has formulated their plans based from the areas of concern namely: crime prevention, law enforcement, prosecution and courts, jail management and corrections, fire prevention and suppression, counter insurgency and terrorism, environmental management, health and sanitation, civil defense and development.

The IACPSP plan for 2015-2016 is a convergence of all the programs and activities of stakeholders in the province pertaining to peace and order.

Earlier to this during on the peace and order assessment the Philippine National Police through Provincial Officer-in-Charge PSSupt. Harris R. Fama said that the province has recorded a downtrend in crime volume or a total of 2,357 from January to July 2015 as compared to 2,699 of the same period last year.

He said that this was due to the deployment of checkpoint on strategic areas; increase in the police visibility and the conduct of dialogue with the local populace.

It will be recalled that Camarines Norte was also recognized recently as the peaceful and ready for development province by the Philippine Army. (MAL/RBM-PIA5/Camarines Norte)
