Mascariñas is the new Bicol University President

LEGAZPI CITY, Mar 5 (PIA) – Dr. Arnulfo M. Mascariñas is the new president of the Bicol University (BU) besting the other three contenders with seven out of twelve votes from the members of the BU Board of Regents (BOR) during the Special Board Meeting held yesterday at the Commission on Higher Education, Diliman, Quezon City.

Mascariñas, holding the rank as Professor VI, is the current Director of the BU Research and Development Center and the Commission on Higher Education Regional Research Center. He also served as dean of the BU Graduate School.

During the public presentation and open forum for the presidential candidates held January 12 of this year, Mascariñas imparted his vision for the Bicol University to become "a world-class university producing leaders and change agents for societal transformation and development."

He stressed that the university must constantly innovate and sustain the leadership for transformation and distinctive excellence further noting the need to re-engineer programs to be able to address emerging challenges and opportunities for the university to reach greater heights.

He highlighted six key strategic areas to achieve this vision.

These include responsive and efficient academic governance; market-driven and relevant academic programs; strengthening the foundation of a research university; support for personnel welfare and development; enhancing support for students; and upgrade and modernization of physical infrastructure and facilities.

He also said in response to queries on tuition fee hike during the open forum that should he become the university president there will be no increase in tuition fee but instead it will be used efficiently to support the operations and other expenses of the university.

He furthered that the university can forge partnership with funding agencies to source out the funds needed to support the programs and development initiatives of the university.

The other three contenders aspiring to become the 8th BU president are Dr. Domingo E. Angeles, UPLB Dean of the College of Agriculture; Dr. Helen M. Llenaresas, BU Vice President for Academic Affairs; and Dr. Amelia A. Dorosan, BU Vice President for Administration.

Another aspirant, BU Graduate School professor Dr. Ereberta Nepomuceno, was disqualified for failure to meet the requirements.

Prof. Reina O. Habalo, BU Presidential Staff Officer Chief, said the members of the BU-BOR who voted yesterday are Dr. Patricia Licuanan, Chairperson, Commission on Higher Education and Chairman/Presiding Officer of the Board of Regents; Dr. Fay Lea Patria Lauraya, BU Vice President and Vice Chairman of the Board of Regents; Sen. Pia S. Cayetano, Senate Committee on Education, Arts and Culture and her counterpart at the House of Representatives;  Roman T. Romulo, Committee on Technical and Higher Education.

Also present are Engr. Luis G. Banua, Officer-in-Charge, NEDA Region V; Adelaine D. Bautista, Chairperson, University Student Council of Bicol University; Engr. Joseph B. Esplana, President, BU General Alumni Association, Inc.; Dir. Tomas B. Briñas, Regional Director of DOST Region V; Engr. Abelardo R. Bragas, President of the BU Union of Faculty Association and Atty. Norly Reyes, Appointed Secretary-General of the Board of Regents.

Voting as representatives from the private sector are Atty. Hardy Aquende and Engr. Clement Ibo.(MAL/SAA-PIA5/Albay)
