Effective patrol system, deployment of more police improve crime reporting in Bicol

LEGAZPI CITY, Sept. 10 (PIA) -- The Philippine National Police (PNP) Bicol regional office has assured the public that the increase in the crime-related report indicates the effective implementation and dissemination of its Police Integrated Patrol System and the deployment of more PNP personnel to police stations resulted to such record of high crime statistics in the region.

“The average monthly crime rate recorded an increase which may also be a result of the PRO’s (Police Regional Office) awareness to the everyday situation in the area,” Police Superintendent Nicolas Gregorio said during the media and multi-sectoral dialogue conducted by PNP last week in celebration of the National Crime Prevention Week.

The crime clearance efficiencies may have minimal increase compared to the same period last year but it is an outcome of PRO’s realization of its programs, PNP told the Philippine information Agency (PIA).

Knowledge in the field must be crime clock oriented as proactive measures in curbing criminality should be considered to further achieve a goal of decreased criminality, PNP said in a report.

PNP Bicol explained that sustained information campaign to encourage the general public to exercise vigilance against criminality and conduct of continuous training-workshops for investigators especially in traffic and crime scene investigation, technical report and blotter report writing are also considered in their goal.

The criminality in the region is within its manageable level due to the sustained and effective delivery of public safety services of the PRO and police community relations and other effective programs to public service continue to be of great effect to the crime situation, PNP Bicol told PIA.

The PNP Bicol recorded a total crime volume of 14,538 from January to July this year compared to 6,169 crime incidents registered during the same period last year, reflecting an increase of 57.57% or 8,369 incidents.

Of these figures, 6,822 cases or 46.93% were index crimes which include crimes against persons such as murder, homicide, physical injury and rape; and crimes against property such as robbery, theft, carnapping and cattle rustling.

Meanwhile, 7,716 incidents or 53.07% were non-index crimes which cover violations of special laws, ordinances and light offenses.

The average monthly crime rate registered at 36.11 for every 100,000 population regionwide or 19.85 higher than the 16.26 rate recorded on the same period last year.

Of the total number of index crimes reported, 1,089 were solved or 15.96% index crime solution efficiency. Meanwhile, out of the 7,716 non-index crime incidents, 2,028 were considered solved with a 26.28% non-index crime solution efficiency, according to PNP Bicol report. (MAL/JJJP-PIA5/Albay)
