LGUs encourage CSOs, NGOs, POs to get accreditation

VIRAC, Catanduanes, August 30 (PIA) - The municipal government here and other local governments of the ten other municipalties of the province of Catanduanes are now accepting applicatons of civic society organizations (CSO), non-government orgnaizations (NGOs), and people's orgnaizations (POs) for accreditation.

The move, according to vice mayor Roy Laynes of this town, was in compliance of the Department of Interior and Local Government (DILG) Memorandum Circular No. 2013-70 mandating “Accreditation of Civil Society Organizations and selection of Representatives to the Local Special Bodies”

The same circular provides that the accreditation of civic groups are significant for the development of the local government.

Laynes reiterated that organizations who will apply for new accreditation or for renewal must submit the following requirements, including a) letter of application; b) duly accomplished application form for accreditation; c) board resolution signifying intention for accreditation for the purpose of representation in th elocal special body; d) certificate of registration; e) list of current officers and members; f) annual accomplishment report for the immedite preceding year; g) financial statement, at the minimum, signed by the executive officers of the organization.

He said the local legislative council will also examine the standards fo accreditation puruant to Article 64 of the Implementing Rules and Regulation of the Local Government Code namely: a) registration with the Securities and Exchange Commission (SEC); b) organizational purposes and objectives which include community organization and development, institution-building, local enterprise development, livelihood development, capacity-building, and similar developmental objectives and considerations;
c) community and sectoral-based with project development and implementation track record of at least one (1) year; d) reliability as evidenced by the preparation of annual reports and conduct of annual meetings duly certified by the board secretary of the organization; and e) such other related information which the concerned Sanggunian may deem essential in the evaluation process.

Mayor Flerida Alberto of this municipality meanwhile urged all interested organizations to apply for accreditation to continue their programs, projects, initiatives and advocacy. (MAL/EAB-PIA5/Catanduanes)
