PNoy, DA honor Tiwi municipal aquatic resource management council

LEGAZPI CITY, June 14 (PIA) -- Another feat for the fishery sector in Tiwi town in Albay has been the citation from President Benigno S. Aquino III and Agriculture Secretary Proceso Alcala as the Municipal Fisheries and Aquatic Resources Management Council (MFARMC) of Tiwi, Albay received a Presidential Citation and Gawad Saka trophy as the first National Gawad Saka Winner for Outstanding FARMC this year.

The awarding ceremony highlights the annual Farmers and Fisherfolk Month celebration last May spearheaded by the Department of Agriculture, with the theme: “Sa Agri-Pinoy, Asenso’y Tuloy-tuloy.”

Wilfredo Chavenia, chairperson of the MFARMC received the award together with Tiwi Mayor Jaime Villanueva, BFAR Director Gil Adora, BFAR-5 Regional Director Dennis V. del Socorro, Tiwi Vice Mayor Jose Climaco and MFARMC Vice Chairperson Jose Condat.

The Outstanding MFARMC also received a cash prize worth P300,000 and an additional P50,000 for having the Best Scrapbook entry from all the entries in this category given during the FARMC NTWG Conference in Coron, Palawan on April 2, 2011.

Tiwi MFARMC’s determination and dedication for more than a decade in the development and sustainable management of the marine resources and excellent service in the community to improve the livelihood of the fisherfolk led them to be declared as pioneer Gawad Saka Outstanding FARMC awardee and the role model of every FARMC in the country.

The council’s significant achievements include the 90% decrease of illegal fishing incidents from 2002-2009 that resulted to the increased fish catch of the fisherfolk from 1 kilo in 2002 to 5-10 kilos in 2008 up to present.

With Tiwi MFARMC’s harmonious relationship and linkaging with various government and private sectors, alternative livelihood assistance for fishermen in the coastal barangays was provided.

Gawad Saka is an annual contest conducted nationwide by DA since 1970 in partnership with the LGUs, other national government agencies, academe and the private sector—among farmers and fisherfolk, livestock raisers, and farmers’ and fisherfolk groups and organizations to recognize their continuing efforts and contribution to nation-building.

Navy continues to strengthen reservists program

LEGAZPI CITY, June 14 (PIA) -- With the critical role that reservists play in the pursuing the mission of the Armed Forces of the Philippines (AFP), the Naval Forces Southern Luzon (Navforsol) continues in finding ways to recognize the contribution of Naval reservists.

Captain Abraham F Celzo PN (GSC), acting commander of Navforsol, said that Republic Act 7077 calls for the establishment of Citizen Armed Force to provide as a base expansion in the event of war, invasion, rebellion, assist in relief and rescue, and socio-economic development.

On the occasion of the country’s celebration of 113th Independence Day, Navforsol has conferred various recognition and awards to members of Naval reservists in its area of operations.

The awarding ceremony was part of the regular assembly test in preparation for the upcoming Reservist Week on June 18, 2011.

Eight outstanding reservists were awarded the Military Commendation Medals (MCM) for their contributions during the Disaster Relief Operations after disastrous effect of Tail End of the Cold Front struck Bicol Region at the start of the year. Other also received Certificate of Commendation for their unwavering commitment in various socio-environmental programs of the Command.

“This Command duly recognizes the efforts of our Naval Reservists in their active participation in disaster response operations. Sorsogon City water district completes water pipeline interconnection

SORSOGON CITY, June 14 (PIA) -- " With a project cost of P163,515.38 and with a total lentgh of 648 linear meters, the Sorsogon City Water District (SCWD) has just completed a 50 mm diameter pipeline interconnection at the BLISS Macabog here", Mr. Andy G. Fercia Jr. officer in charge of the SCWD Maintenance Division said during an interview here this week.

"This is to better serve the public and to provide safe and enough water to the constituency of the city."

He said that the Macabog BLISS pipeline interconnection is with a 100mm diameter PVC pipeline that will facilitate the easy flow of water distribution to households.

The completion of the Macabog BLISS pipeline interconnection will also augment the the supply of water in the Diversion Road which serves mostly the residents of Macabog, part of Our Lady of the Penafrancia Subdivision, the Miraculous Medal Subdivision, Springville Subdivision and the Sorsogon Provincial Hospital.

According to Fercia, this project is one of the priority concerns of the SCWD started early March of this year and one of the main thrusts of their entity as an answer to the demand for a fast growing population in the three subdivisions here.

He also stressed that with this new connection there will no longer be water interruption or water flow scheduling in these areas.

It can be recalled that in the Milleneum Development Goals (MDG) water and basic sanitation services requires the improvement of its supply for consumers.

Engr. Ronaldo Borbono, General Manager of the SCWD said that the completion of the BLISS Macabog pipeline is an enhancement to their 2011 water suffiency program which is essential to better the service of their entity.

"We are aware that the MDG's global goal so that the SCWD is there to provide the constituency safe drinking water by installing additional pipelines where water can be accessed is also in compliance with the Clean Water Act of 2004", he said.

"Today, the people of the City of Sorsogon will be provided better service but we would also like to solicit their assistance to promote water conservation by reporting immediately to us some concerns especially if their finds leaks and also take responsibility to report some concerns to better our service", he added. Daet’s pinyasan festival to coincide with town fiesta

DAET, Camarines Norte, June 14 (PIA) -- This town will stage anew the Pinyasan Festival next week showcasing the formosa variety of the sweet queen pineapple and other by-products where the town and the province is well-known in the said industry.

The opening activities will be tomorrow (June 15) and will end June 24 the feast of St. John the Baptist of Daet with various actitivities lined-up for the 10 day celebration spearheaded by the municipal government of Daet headed by Mayor Tito Sarion.

Municipal Information Officer Ronnel Yu said that the activity will start with a holy mass to be followed by the opening rights of the 428th founding anniversary of Daet, opening of the agri-trade fair and history forum with Professor Danilo M. Gerona of the Ateneo de Naga University to be held at the Rizal Monument Grounds and Daet Heritage Center.

He said expected to grace the opening activities is Executive Director Juliet H. Villegas of the National Parks Development Committee of the Department of Tourism (DOT).

The pinyasan beer plaza will also start tomorrow until June 23, pinyasan international day of volunteerism and tertulla de Daet on June 16, Susuki invasion on June 16-18, 3rd Daet on the Go National Dart Tournament on June 17-19 while on June 17 will be the awarding of the pinyasan little Angels, GSM Night pinyasan beach party, and Mr. and Miss Agri-Pinoy Pageant.

AFP’s 3rd Special Forces Company adds pageantry to Independence Day celebration

SORSOGON CITY, June 14 (PIA) -– It’s a first in the celebration of Independence Day here in the province of Sorsogon that the Armed Forces of the Philippines' (AFP) presence was well applauded and given some tourism come-on instant flavor.

The special participation of the AFP's 3rd Special Forces Company based in Barangay Bayasong, Pilar, Sorosogon here during Sunday’s 113th Independence Day celebration become an instant scene stealer, wowed the audience with their dance number to the tune of Waka-Waka by Shakira and the static public display of their military artillery became the topic of the day's event in the public market and in the news this morning.

Their military artillery display became a photo ops event for the people of Sorsogon for their famous social networking Facebook --uploading of pictures for Independence Day here seen by millions all over the world.

Considered to be a bit subdued and with less funfare, the 113th Independence Day celebration here started at 7:15 AM with an opening prayer in a form of a tableau performed by the Community-Based Theater Group (CBTG) and the singing of the Philippine National Anthem led by Himig Kapitolyo.

The Panunumpa sa Watawat was led by Sorsogon City mayor Leovic R. Dioneda and the major activity of the celebration was a wreath laying in front of the statue of Dr. Jose Rizal offered by the different heads of agencies.

The celebration this year was also well attended by all government employees. After the program the public had an opportunity to take photos with all the military artillery as backgrounds and the men in uniform who acceded freely to be part of the photo ops of those who participated in the celebration.

What took the public’s breath away was the first time display of the military artillery by the 903 AFP 3rd special forces company with selected men in uniform with painted covered faces as if ready for combat .

The military artillery composed of three armored tanks, two mortars, several 6 x 6 vehicles displayed inside the Sorsogon Provincial Capitol park and two long fixed-up tents for a Budol fight to be done after the celebration.

Pictures of the different activities conducted by the AFP were also displayed in their booth for public viewing.

As early as Saturday morning, the static display of the AFP military artillery inside the provincial capitol park awed bystanders.

According to Capt. Francis Espiritu, Commanding Officer of the 3rd SFC AFP who personally took charge in the putting up of the display, their participation was from a national directive to take active part in the celebration and show the public the thrusts of PNoy’s administration on AFP’s commitment to peace and public safety.

CamSur, Pili jointly celebrate Independence Day

PILI, Camarines Sur, June 14 (PIA) -- The local government here spearheaded the celebration of the 113th year of Philippine Independence together with the provincial government of Camarines Sur, represented by Vice Governor Fortunato Peña.

The simple ceremony was held inside the Plaza Cimarrones, this town and was attended by the members of the sangguniang bayan, municipal and provincial officials and personnel and civic organizations.

Under the theme Rizal: Pillar of the Nation,” the celebration kicked off with the laying of wreath at the statue of national hero Gat. Jose Rizal followed by the ceremonial gun salute.

Major General Josua Gaverza, 9th Infantry Division Commander was also invited to join the activities in the celebration.

One of the highlights of the said celebration was the presentation of the evolution of the Filipino flags.

The Barangay Captains together with their Sangguniang Kabataan (SK) Chairmen, raised their barangay banners and provincial flags signifying the oneness of their ideals.

After the cultural presentation of the Pili Cimarrones street dancers, the flag raising ceremony and singing of the National Anthem immediately followed. Participating bands included the provincial capitol band, Central Bicol State University of Agriculture (CBSUA) band, the 9th Infantry Division Philippine Army marching band and the Philippine National Police band.

Meanwhile in Naga City , city councilor Nathan Sergio, the principal author of the city’s Sandugo Ordinance, chose to mark the Independence Day with a blood letting activity held at the People’s Hall, inside the City Hall compound, two days before the celebration of Independence Day.

Sergio, who is also the executive director of the city’s blood program is among the newest addition to the new set of directors of the Philippine National Red Cross –Camarines Sur chapter.

Sorsogon commemorates 113th year of Philippine Independence

SORSOGON CITY, June 14 (PIA) -- The people of Sorsogon is one with the country in commemorating the 113th year of proclamation of Philippine Independence on Sunday, June 12, 2011, with the theme “Kalayaan: Paninindigan ng Bayan”.

Sorsogon Governor Raul R. Lee led all chief of offices of the local and national government agencies, government owned and controlled corporations as well as the lone state college here the commemorative ceremonies to be held at the Provincial Capitol Park at 7:30 in the morning in celebration of the country as an independent and sovereign nation.

Residential, government and private offices, as well as business establishments were also requested to display the Philippine Flag to show love of country and as part of their inherent duty as citizen and as mandated by law.

Fourteen municipalities and one city here through their local chief executives and other local officials also held similar simple ceremonies highlighted by the simultaneous Philippine Flag Raising, Panunumpa sa Watawat (Pledge of Allegiance to the Philippine Flag) and wreath-laying at the foot of Dr. Jose P. Rizal’s monument.

Prior to the 7:30 AM activities the Philippine Coast Guard spearheaded the blowing of fog horns and sirens of all sea vessels and banging of church bells.

Meanwhile, military vehicles of the Armed Forces of the Philippines (AFP) such as armored car, 6x6 trucks and mortars were already displayed at the Provincial Capitol Park. K-9 dogs and some hundreds of military men were also deployed at the said park and in various strategic areas in the province.

Child protection groups urge community support to curb child labor

MANILA, June 14 (PIA) -- Community support is critical in the reduction if not the total of elimination of child labor, said a group of child protection specialists on national television during the national observance of World Day Against Child Labor 2011 (WDACL).


In an interview over National Broadcasting Network-4 onTuesday, Trade Union Congress of the Philippine Education Director Raffy Mapalo said there is a great need to help families achieve decent living to prevent their children from falling into child labor.


Being in school is the priority for children, Mapalo said, work should light and must be carried out only during their free time.


Labor Assistant Secretary Ma. Theresa Soriano, on the other hand, called on the whole community from the police to the families and their neighbors to work together to ensure children are protected.


Asec Soriano recalled a case of sisters from Laguna who were allegedly sold by their parents to a bar owner in Tacloban. The 13-year old was tasked to toil in the kitchen while the 15-year old was forced to dance for the bar’s clients. Authorities were able to rescue the siblings through information gathered from the community.


Children in prostitution is one of the worst forms of child labor; the others are children in agriculture, in deep sea fishing, in pyrotechnics and in mining.


Mapalo said partners under the Philippine Program Against Child Labor are aiming at reducing child labor incidence by 2016.


For his part, Giovanni Soledad of the International Labor Organization said another form of assistance is the livelihood support to augment and improve the family income.


He added that ILO will support the National Statistics Office (NSO) in the conduct of a national survey to see the actual picture of child labor in the country.


In 2001, NSO reported some 4 million children are in child work and some 2. 4 million are exposed in hazardous environment. (PIA GHQ)

DAP urges government offices to employ strat planning

QUEZON CITY, June 14 (PIA) -- Government agencies are urged to come up with a strategic plan, together with quality and performance indicators, and overall measures in order to carry out their mandate effectively and efficiently.

This is according to Dr. Elizabeth Manugue, vice president of the Development Academy of the Philippines (DAP), during an interview in the government tv/radio program “Talking Points” held earlier today.

These instruments, according to Dr. Manugue, are part of the Quality Management System that government agencies are encouraged to design in order to have a smooth as well as results-oriented implementation of their programs.

For its part, the DAP has delineated its thrust for the succeeding years. DAP is mandated to capacitate individuals and development stakeholder organizations in government to perform their respective roles and mandates in development in a timely and results-driven manner.

Dr. Manague specified national competitiveness, policy reforms, and improved internal system as part of the thrust of DAP in order for it to be attuned to the needs of both government and private institutions.

One of its programs is the Integrity Development Program (IDP) which aides in the counselling of government organizations as well as small and medium enterprises that aims to lead to good governance, leadership and enforcement of policies, rules and regulation.

DAP VP bares 'uniqueness' of DBP from other GOCCs

QUEZON CITY, June 14 (PIA) -- An official of the Development Academy of the Philippines (DAP) on Tuesday bared some of the reasons that make their institution "unique" from other government-owned and controlled corporations (GOCCs).

According to DAP vice president Dr. Elizabeth Manugue, the programs they help design with a partner agency not only helps that particular agency perform better but strengthen bonds among stakeholders.

In order to help their partner agency perform its role more efficiently and effectively, Manugue said that the DAP promotes synergistic ideas and active partnership with the said agency ensuring that it will always have a significant role in designing its own programs for implementation.

"Yun po siguro ang isa sa mga uniqueness ng DAP, hindi po kami gumagawa ng programa na kami lang ang gagawa pagkatapos ibibigay sa agency, but rather, kasali po yung agency sa aming pag-design ng programa for capacitating the agency and to deliver their mandates better," she said during today's edition of Talking Points simultaneously broadcast over NBN Channel 4 and dzRB Radyo ng Bayan 738 kHz AM.

She said the DAP has partnered with government agencies, the private sector, civil society, the academe, and even international organizations in order to "capacitate" them in developing their programs.

"Actually, kung titignan natin ang misyon ng DAP, we capacitate individuals only because they are the ones who implement the programs in the different agencies," she said.

"So capacitating actually starts with an organizational assessment with the agency at kung ano man ang ma-identify na mga needs ng agency ay gumagawa (at) nagde-design ng mga programs ang DAP together with the key people in the agency," she added.

Currently, she said the DAP offers various program centers for capacity building and development.

Among these are its centers for governance, quality competetiveness, knowldege management, and sustainable human development that offer developmental strategies and solutions.

"Iba-iba po iyong mga programa, except for our graduate school for public and development and management na talagang individuals ang talagang nag-eenrol. Karamihan po sa mga programa natin ay ang nai-involve ay mga key people sa mga agencies ng government that we have helped," she said.
