CamNorte allots P63.5M budget for 2017 DRR/CCA program

DAET, Camarines Norte – Sept. 7 (PIA) – The Provincial Disaster Risk Reduction and Management Council (PDRRMC) has approved P63.5 million budget for 2017 disaster preparedness, mitigation, recovery and response plan and program for the province in a meeting held here recently.

PDRRMO chief Antonio España said that the Local DRRM Fund will come from the 5 percent of the total estimated income of the provincial government in 2017.

He said that as mandated under Republic Act 10121, the 30 percent or more than P18.9 M is allocated for Quick Response Fund and the 70% or more than P44.5 M is allocated for preparedness. The 70 percent of the budget is composed of mitigation, preparedness, disaster response, and recovery and rehabilitation.

España said on mitigation will comprise the structural like the completion and construction of evacuation centers, construction of potable water system, construction of slope protection and construction of road opening while the non-structural are integrated coastal resources management project and sustainable upland management strategy through integrated social forestry, forest protection for Abasig-Matogdon-Mananap Natural Biotic Area, and provincial mangrove aquasilviculture and reforestation project.

For preparedness, he added, are mainstreaming Disaster Risk Reduction and Management/Climate Change Adaptation (DRR/CCA) and other concerns in development plan and decision making process, map digitization of critical elements for hazards and vulnerability assessment and geo-tagging, stockpiling and prepositioning of resources, information and dissemination and public awareness, training orientation on knowledge management on DRRM/CCA.

"It will aso deal on site identification DRR assessment and monitoring, support to accredited community disaster volunteer organization, conduct of provincial skills olympics for DRR/CCA, conduct of summer camp, infrastructure project, reducing health risk and strengthening of local DRRM council organizational structure," he said.

España explained that the disaster response will be the maintenance and operation of the PDRRM operation center and training institute while recovery and rehabilitation will be the conduct of Post-Disaster Needs Assessment (PDNA), emergency repair of critical public infrastructure and provision of humanitarian assistance.
