BJMP, PDEA join forces to ensure drug-free jails in Bicol

LEGAZPI CITY, Feb. 22 (PIA) – The Bureau of Jail Management and Penology (BJMP) and the Philippine Drug Enforcement Agency (PDEA) regional offices V in this city have activated and joined forces in conducting surprise and discreet “Greyhound Operations” in all jails in the Bicol region.

Greyhound Operation refers to the act of flushing out contrabands inside jail facilities.

BJMP regional director and jail senior superintendent Ignacio C. Panti disclosed that the joint effort was in response to the standing memorandum of agreement between PDEA and BJMP aimed to “sanitize” or make jails drug-free.

The said MOA, added Panti, is also in compliance to the recent directive from BJMP OIC chief superintendent Deogracias C. Tapayan for BJMP to jointly conduct said operation with the PDEA to eradicate contraband, drugs in particular, inside jails and erase speculations of drug laboratories or transshipment points in BJMP jails.

Reports of prevalent drug use, trade and trans-shipment in jails have stirred the minds of the public after a series of Oplan Galugad operations

Panti said prevalent drug use, trade and trans-shipment in jails have been reported after a series of  “Oplan Galugad” operations in the Bureau of Corrections drawing speculations that the same conditions are also true inside BJMP facilities.

Moreover, Panti stressed he is confident that jails in the region are drug-free noting that the BJMP is sincere in its desire to avert entry of contrabands through regular and religious Greyhound Operations initiated by the frontline field officers with actions taken immediately against personnel or visitors allegedly linked to such illegal activity.

The Greyhound Operations operatives are composed of agents from PDEA, members of the Special Tactics and response (STAR) team and available personnel from the BJMP regional office.   Details of the operations are kept confidential to avoid compromising its objective.

To ensure optimum result, the personnel of the facility subject to the operation are not involved or engaged to the actual flushing-out activity except as perimeter or stand-by forces during the conduct of operations.

In Albay, the bureau chief said the team has conducted at least five operations confiscating “insignificant items and numbers” or items that are in excess to the prescribed belongings of the resident inmates but are not risky or dangerous.

The BJMP chief led the recent greyhound operations at Polangui District Jail, Ligao City Jail abd Camalig District Jail. BJMP assistant director for admin and operations jail superintendent Bernardo M. Sanchez joined the team in the same operations held at tabaco City District Jail and Sto Domingo District Jail on February 16, 2016.

The same activities are scheduled in other jails throughout the Bicol region until March of this year.(MAL/SAA/BJMP5/PIA5/Albay)
