LEGAZPI CITY, Jan 15 (PIA) – Seventeen local government units (LGUs) in Albay notched the seal of good housekeeping (SGH) award scaled up by the Department of Interior and Local Government (DILG) to advance the standard of responsible government system in the country.
DILG Albay provincial director Danton Vibar said former DILG secretary Jesse Robredo raised the standard for the SGH to advance the primacy of performance, accountability, transparency and participation which are crucial in building a strategic foundation of a responsible local government system.
The DILG introduced the scaled-up SGH in 2012 with the bronze, silver and gold categories.
Qualified for the first time for the Bronze category are the municipalities of Daraga, Guinobatan and Pioduran.
Scaling up to the silver category are the province of Albay together with the cities of Legazpi, Ligao and Tabaco and municipalities of Bacacay, Camalig, Jovellar, Malilipot, Malinao, Manito, Oas, Polangui, Sto. Domingo and Tiwi.
The list was completed at the end of 2012 yet porposely deferred temporarily the release early 2013 in anticipation of the upcoming elections.
Vibar said the recepients for the bronze category are assessed based on two basic requirements, the report of the Commision on Audit (COA) on financial transactions of the preceeding year and compliance to the full disclosure policy.
For them to scale up to silver and gold categories added requirements must be complied with.
LGUs with good or excellent performance as indicated in the Civil Service Commission (CSC) report card survey on the implementation of the Anti-Red Tape Act (ARTA) and functional Bids and Awards Committee fully complying with the posting requirements of the Philippine Government Electronic Procurement System (PHILGEPS) are qualified for the silver category.
Furthermore, LGUs are up for the gold seal if they have above benchmark Local Governance Performance Management System performance, functional local development council, local school board, local housing board and peace and order council; and an internal audit office.
Also to be complied with are participation in joint ventures or cooperative arrangements with peoples’ organizations and non-government organizations in the delivery of basic services, capability building, livelihood projects, agriculture and other socio-economic development endeavors; and representation of indigenous people (IP) in local Sanggunian and other local policy-making bodies.
