The annual search for model employees of the province is pursuant to Section 1, Article 11 of the 1987 Constitution which seeks to promote high standard of public service and to hold officials and employees thereof accountable to the people.

Winners were nominated by their co-employees and were chosen based on the following criteria: punctuality, honesty, good reputation, obedience to rules and regulation of the office, accomplishments of assigned tasks and absence of any criminal or administrative charges.

According to Governor Araceli B. Wong, she is hoping that the annual search may serve as a motivation and inspiration to officials and employees to uphold the highest standard of ethics. She also encouraged them to work for the best interest of the public and not just for recognition. (AAN/EAB-PIA Catanduanes/PIMO)
