LEGAZPI CITY, Nov. 15 (PIA) – Mobilizing higher education for social, economic and cultural development of the region will be the focus of the two-day First Regional Higher Education Summit held today, Nov. 14 until tomorrow at the Oriental Hotel here.
Bicol Regional Development Council (RDC) chair and Albay Governor Joey Salceda said the summit will identify, align, adopt and implement plans, policies, programs and strategies to strengthen capabilities of HEIs to become responsive to their role in the Regional Development Plan (RDP).
“There is a need to mobilize higher education in the fields in promoting and fast tracking social, economic and cultural development in the region. We have since been pursuing education, among others, the top priority as as tool to help uplift the lives of Bicolanos wherein Albay's goal to provide aid and ensure that every family must have at least a college graduate as well as support to higher education institutions can complement other similar initiatives in the region," he said.
“Higher education institutions are important sources of knowledge and innovation that contributes to the economic, social and cultural development of societies,” Salceda said. Salceda is one of the noted economists in the country.
The 2010 Annual Survey of Philippine Business and Industry (ASPBI) for establishments with 20 or more employees revealed that the education sector dominates Bicol’s regional economy in terms of number of establishments, employment and compensation.
Education builds human capital that translates into economic growth and development, Salceda said.
Bicol RDC meanwhile has tasked the Commission on Higher Education (CHED) to lead the interfacing.
With the theme “2013 and Beyond: Engaging Higher Education Towards Sustainable and Inclusive Growth in the Bicol Region,” the event aims to both the present and emerging issues and concerns on higher education system that affect higher education institutions (HEI) in Bicol.
The Bicol RDP identifies improvement of education as a priority concern for the region. New policies, strategies, programs and projects on higher education must be identified and implemented to support regional development..
The summit will be keynoted by CHED Chairperson Patricia Licuanan, along with National Economic and Development Authority (NEDA) Bicol regional director Atty. Romeo Escandor and Albay Governor Joey Salceda.
The summit will produce proposals, recommendations, resolutions and pledge of commitment addressed to concerned authorities to improve the higher education system in support to the RDP.
The event will also serve as a venue for plenary sessions and workshops geared towards the K to 12 program, enrichment of technical-vocational courses, concerns on local colleges in the region and reforms in higher education.
The regional summit is attended by representatives of HEIs, top-level officials of the Department of Education, Department of Labor and Employment, NEDA, Department of Budget and Management, Technical education and Skills Development Authority, Department of the Interior and the Local Government, RDC and CHED.
