Salceda, who was also just re-elected chair of the Regional Development Council for Bicol, said the Fund should prompt positive consequences in the lives of ordinary people.

The Albay governor is a known advocate for climate-justice, or the idea that developed nations must help developing nations mitigate the impact of climate change without curtailing their development.

He has relentlessly pursued for the transfer of climate mitigation technology at low or no cost to developing nations.

Salceda, also acclaimed the green economist and investment consultant aims to make the Fund work for developing countries, including small islands developing states, least developed countries, Africa and highly vulnerable communities in countries like the Philippines, Indonesia and Bangladesh in time for the utilization of the Fund next year.
