Committee readies for Apec Summit 2014/2015

LEGAZPI CITY, Aug 22 (PIA) – Albay governor Joey Salceda has ordered the creation of the Albay Provincial Preparatory Logistical Committee (APPLC) to prepare for hosting of several ministerial meetings of the Asia-PacificEconomic Cooperation (Apec)  summit slated in the province.

Salceda issued the directive under Executive Order No. 2013-014 on August 15, providing that there is a need for a Technical Working Group (TWG) to assist, facilitate, prepare and provide technical support ahead and during APEC Summit 2015 on the province of Albay to ensure the successful holding of various events slated for Albay.

APPLC is composed of the provincial governor as chairman, regional director the office of the Civil Defense (OCD) 5 as co-chairman, department head of the Albay Public Safety and Emergency Management Office as vice-chairman and vice governor, representatives of Sangguniang Panlalawigan ng Albay and regional directors of government agencies and departments in the region as members.

Members of initial subcommittees are also selected to address the need for security, emergency preparedness and response (EPR) and venue preparation, invitation and logistics.

The executive order also specified the powers and functions of the APPLC which will also serve as the provincial counterpart of the national technical working committee on APEC Summit 2015.

“The committee shall initiate and coordinate efforts with the public and private sectors necessary for the conduct of the APEC Summit 2015,” the executive order stated.

It is also tasked to explore and do environmental scanning of the routes, venues and other places in line with the summit and conduct meetings and consultations with the proper and concerned agencies for updates and actions.

The committee can also decide to create new subcommittees or call upon other agencies to be its members.

“Expenses in the creation and operation of the Preparatory Logistical Committee shall be chargeable against the corresponding budget allocation of the offices concerned and such other available sources as may be approved by the governor,” it also stated.

The preparatory logistical committee shall convene regularly to ensure proper coordination especially on urgent matters. (MAL/SAA-PIA5/Albay)
