Albay targets 100% enrollment in DepEd’s universal kindergarten program

LEGAZPI CITY, June 7 (PIA) -- To be able to attain a 100% enrollment for the universal kindergarten program of the Department of Education (DepEd), the provincial government of Albay launched Monday a weeklong “All Kids in School” project to massively educate parents about the DepEd’s “No Kinder, No Grade 1” policy.

Also dubbed as “Aki Ko” project, the program will inform the parents of five year old kids to enroll their children in Kinder.

Salceda said that based on the new policy of DepEd, all five years old kids are required to undergo Kindergarten before they enroll in Grade 1.

In line the project, Salceda already instructed the local chief executives, the provincial education department, the Sangguniang Kabataan Federation and Association of Barangay Captains to conduct information dissemination campaign about the said new policy.

In order to attain the 100% enrollment target, he stressed that the barangay officials will conduct a door-to-door campaign for the whole week to inform parents of age appropriate children to enroll their kids.

He likewise asked DepEd to instruct principals to still accept late enrollees and make the enrollment easier by considering even those who doesn’t have requirements yet like birth certificates and others.

In a meeting on Monday, Salceda also asked DepEd to give copies of the policy to LGUs and barangays for better understanding of the policy.

It was also agreed that mayors should issue executive order about massive campaign of the policy and work closely with barangay captains and other concerned agencies to effectively implement the project.

In Albay, there are about 34,000 five-year-old kids and based on reports from four divisions of DepEd in the province, only about 13,000 are registered in Kindergarten. (MAL/JMM, PIA V)

Andaya files bill to protect the San Miguel Bay areaby Lizel S. Macatangay

RAGAY, Camarines Sur, June 7 (PIA) -- Former Department of Budget and Management (DBM) secretary and now representative of the first district of Camarines Sur Hon. Rolando Andaya Jr., filed a proposed measure to create a body which will manage the San Miguel Bay area in order to protect the existing marine reserves and subsequently manage the municipal fisheries surrounding it.

An act “creating the San Miguel Bay Fisheries and Aquatic Resources Management Authority” or otherwise known as House Bill 4644 was also supported by Camarines Sur representatives Diosdado Arroyo, 2nd district; Luis Villafuerte, 3rd district; Noli Fuentebella, 4th district and representative Roy Panotes of Daet, Camarines Norte.

Once approved, the said measure will directly benefit the fishing communities of Sipocot, Cabusao, Calabanga, Siruma , Tinambac all in Camarines Sur and the town of Mercedes in Camarines Norte.

With an average depth of 5.2 meters, the San Miguel Bay became an ideal habitat for marine life and contained less than a hundred species of edible sea life. As such, more and more commercial trawlers are attracted to the economic potential of the bay but has a detrimental effect to the local fisherfolks.

Commercial fishermen using big trawlers and advanced fishing gadgets have become the toughest competitor of the municipal fishermen whose main livelihood is dependent only to traditional fish nets.

Furthermore, with less limitations and inadequacy of existing laws to protect the San Miguel Bay area, inhabitants of the reef areas are also being destroyed. Some species of fish which usually live near the coastal areas and use them as nursery for their fingerlings are also being prematurely caught, lessening their chance for propagation.

House Bill 4644 is meant to address the aforementioned concerns, among others and end illegal fishing by strict implementation of existing laws. DTI, PMSMED Council to conduct MSME forum

VIRAC, Catanduanes, June 7, (PIA) -- The Department of Trade and Industry (DTI) and the Provincial Micro Small Medium Enterprise Development (PMSMED) Council will spearhead a grand celebration of the Catandungan Entrepreneurial Spirit through an event entitles "MSME Forum" on June 10, 2011, 1:00 p.m. at Rakdell Inn, Virac, Catanduanes.

The highlight of the event is the awarding of winners to the search for "Outstanding Catandungan Entrepinoy 2011."

This year, there will be five awardees who are players in various sectors. They were chosen from among other nominees and rated/evaluated by teams from various agencies.

The winners in the said event will receive plaques and cash awards during the ceremony. There will also be a presentation of loan checks to pre-evaluated and qualified Catanduanes applicants by various banks.

DPWH calls for immediate release of rehab fund

CANAMAN, Camarines Sur, June 7 (PIA) -- While precautionary measures have been securely placed to ensure the safety of passing motorists, Camarines Sur 1st engineering district, district engineer Willard Kenneth I. Atutubo asserted that the damages caused by Typhoon Bebeng that endanger motorists should be addressed immediately, thus necessitates the release of funds allocated for the purpose.

In a press statement, Atutubo confirmed that various roads and embankments were seriously damaged by the widespread flooding caused by Typhoon Bebeng.

“Even before Tyhpoon Chedeng came in, the preceding typhoon had already softened the earth and has affected the road infrastructures within the district’s jurisdiction.”

Greatly affected was barangay Bulawan in the municipality of Lupi, Camarines Sur situated along the Rolando Andaya highway. Atutubo said that the 50 linear meter slope protection and the embankment in the said area were seriously damaged. To be fully restored, it needs a fund allocation of P4,000,000.

In barangay Taisan, Sipocot, Camarines Sur, also situated along the Andaya Highway, a 40-linear meter damaged slope protection and embankment also need an estimated P5,000,000 for restoration. Along the same highway in Panaytayan Bridge, a 24-linear meter damaged slope protection and eroded embankment on both sides of the bridge approach need an approximate P2,500,000 to be rendered safe and passable.

Relative to this and while waiting for the release of funds for rehab, Atutubo has ordered putting up of public advisories relative to the temporary closure of the area for 10-wheeler trucks and other heavy vehicles.

To avoid accidents, DPWH engineering personnel have placed directions or precautionary signages at strategic places.

Traffic advisories are already installed at the boundaries of Tabogon, Quezon-Del Gallego and at Tara,Sipocot in Camarines Sur. (MAL/LSM, PIA Camarines Sur)

Values formation, spiritual transformation seminar set

VIRAC, Catanduanes, June 7 (PIA) -- A Seminar on "Values Formation and Spiritual Transformation" will be held on July 13-14, 2011 at the Provincial Capitol Dome in line with the pronouncement of President Aquino in his inaugural address on good governance and spearheaded by the provincial government of Catanduanes.

Objectives of the seminar are: To inculcate the norm of fairness and equity, honesty and honor, and credibility, among others as the core values of government employees; to revisit the requisites of R.A. 6713- Code of Conduct for Public Officials and Employees; and to inculcate other traditional values and norms.

A team composed of seven members will be invited as resource persons from the Values formation and Spiritual Transformation Council, Inc., an organization duly recognized by the Presidential Council on values Formation under Executive Order Nos. 713 (Values Formation) and 714 (Interfaith), Republic Act No. 6713- Code of Conduct for the Public Official and Employees.

Participants or beneficiaries in the seminar are the heads and assistants of offices of each department including district hospitals.

The provincial government is also planning to undertake similar training activity in the near future for other employees of the provincial government, MLGU's, national line agencies and barangay captains. (MAL/EAB, PIA Catanduanes)

Libreng Sakay, Libreng Sine, atbp. for the 113th Phil.Independence Day

MANILA, June 7 (PIA) - In line with the 113th Philippine Independence Day celebration that centers around the theme “Kalayaan: Paninindigan ng Bayan”, free LRT and MRT rides and free movies were organized by the Department of Transportation and Communication (DOTC),the National Commission on Culture and the Arts and the National Parks Development Committee (NPDC) respectively.

On June 12, 2011 at 7:00 – 9:00 am and 5:00 – 7:00 pm, LRT/MRT rides are free to mark the Independence Day celebration. Meanwhile, to heighten the awareness for the June 12 event, movies will be screened for free at Rizal Open Auditorium in Rizal Park, Manila. Movies depicting Filipino greatness in history were chosen for screening. Three movies from June 10 to 12 will be shown a night. Together with National Parks Development Committee (NPDC)/National Commission for Culture and the Arts (NCCA) “Sinekalayaan” will feature Intramuros, Panaghoy sa Suba, and Aishite Imasu 1941.

The June 12 National Organizing Committee for 2011 chaired by Nat. Historical Commission Chairperson Dr. Serena Diokno is strongly encouraging the public to avail of these free film showings at Rizal Park as well as join in other activities such as Jobs and Trade fair which will open 113 jobs/work opportunities organized by DOLE here and abroad. The Livelihood/Trade Fair headed by the Dept. of Trade and Industry shall show case the programs and services of various government offices where documents may be accessed by June 12 visitors right there in Rizal Park.

These include birth certificate from NSO,insurance cards from Philhealth,SSS ,drivers license from LTO, and other similar vital documents from other government offices.

Also, to ease the public commuters from paying the LRT/MRT fares, the LRT and MRT offices have offered free rides in appointed schedule for June 12 as DOTC’s contribution to this year’s 113th celebration of Philippine Independence day.

Low- cost products,new gadgets and other products for home,office and school shall be available in the Trade booths.

Further, similar celebratory activities will be held in the different regions led by the local government officials as well as in the different Philippine embassies and consular offices reported by the DFA according to THE June 12 TWG Exec, Director Ludovico Badoy. (BLPeñera, PIA)
