DAET, Camarines Norte, June 3 (PIA) -- As early of this month the province is preparing for the activities in celebration of the National Disaster Consciousness Month (NDCM) in July to educate the public on how to handle dilemmas before during and after a disaster particularly typhoon which always hit this province.
In a meeting of the Provincial Disaster Risk Reduction and Management Council (PDRRMC) and the Municipal Disaster Risk Reduction and Management Council (MDRRMC) here, they have lined-up activities this coming July for the celebration.
The agreed activities include the coastal clean-up, river clean-up and mangrove planting province-wide while Lakad Takbo and Bagasbas Clean-up for the town of Daet.
A simultaneous tsunami and earthquake drill will also be conducted in coastal municipalities and non-coastal municipalities including Labo and Daet where there are medium rise buildings.
To enhance knowledge of disaster managers on the inclusion of climate change adaptation and disaster risk reduction (CCA-DRR), a provincial summit will also be conducted during this period in July.
A film showing and displaying of streamers is another activity for the province as part of their awareness campaign.
For those who want to donate blood, there will be a bloodletting activity to be spearheaded by the provincial health office and the Philippine Red Cross (PRC).
As a separate activity, the MDRRMC of Labo will conduct a Skills Olympics which is done yearly to train barangay disaster teams on first aide, bandaging and other skills on how to handle victims of typhoons and other calamities. (RBM/PIA Camarines Norte)
DTI-Bicol urges establishments to implement discounts on goods and services
by Joyce M. MejillanoLEGAZPI CITY, June 3, 2011 -- In the wake of series of price increase of oil products and other basic commodities, the Department of Trade and Industry wants to give consumer some relief especially during this school opening.
DTI-Bicol requested business establishments in the region to offer discounts on their products and participate in the ‘Todo Diskwento’ project launched by DTI a few days ago. The project started yesterday and will be go on until June 10.
Jo Berango, DTI-Bicol Public information Officer said that the project aims to ease the burden of consumers due to previous rise in fuel cost, which also affected the movements of prices of other basic commodities.
She said that in Albay, some business establishments like malls and others have already participated in the project and offered discounted items especially on school supplies.
Berango stressed that they are still inviting more businessmen to join the ‘Todo Diskuwento’ project throughout the region.
The project is part of the Diskuwento Caravan being implemented by DTI throughout the country.
Meanwhile, DTI-Bicol announced that there was no significant increase in the price of school supplies in the region compared to previous weeks.
Berango said they are massively monitoring the prices of commodities in the region to see if there are businessmen who took advantage of the upcoming school opening next week. (JMM, PIA V)
No to Cam Sur partition – Gov. Villafuerteby Lizel S. MacatangayCADLAN, PILI, Camarines Sur, June 3 (PIA) -- “There is no clamor from our people. There is no groundswell support. There is no urgency and certainly no necessity.”
This was one of the strong arguments raised by Camarines Sur Governor Luis Raymund Villafuerte during his speech in front of the members of the committee on local government at the House of Representatives on May 31, in his robust stand to impede House Bill 4728 filed by former political ally, 4th district representative Noli Fuentebella.
Villafiuerte, together with the Presidents of mayor’s league, the councilor’s league and the association of barangay captains in Camarines Sur, echoed their solid stand not to create another province which is the ultimate goal of Fuentebella when he filed his bill, otherwise known as an Act Creating the Province of Camarines Nueva .
A few months back, talks about a proposed bill dividing the province into two has been circulating in every nooks and corners of the province, particularly in the Partido area, said to be the political fortress of the Fuentebellas.
Seeing a necessary move to get the public pulse, Mr. Emil Saavedra mounted a public forum dubbed as Private Sector Summit on the Partition of Camarines Sur, YES or NO held at the Ateneo De Naga University a few weeks back. Strong opposition was gathered from the Provincial government officials.
The same sentiment was shown during Villafuerte’s presentation at the House of Representatives.
“Majority of the municipalities that stand to be affected strongly oppose their segregation from Camarines Sur. As a matter of fact, the Partido District, which is leading this proposed division is evenly divided with half of its mayors strongly opposing the move and 9 out of 17 Mayors of the proposed area for division in Camarines Sur are strongly opposed to House Bill no. 4728 ,” Villafuerte added .
The Governor also emphasized the fact that of the elected representatives in the province, no one supported the said proposal.
“Four out of five congressmen did not sign this bill either as principal authors or co-authors. Congressman Salvio Fortuno, whose district is apparently being included in the proposed Camarines Nueva – has expressed his dismay over the inclusion of his district, without consultation or courtesy.”
The league of provinces of the Philippines , then headed by the Honorable Leo Ocampos, also passed a resolution declaring a moratorium in the creation of other provinces. (PIA Camarines Sur)
11 passengers wounded in banca blast in Pasacao port
by Lizel S. MacatangayPASACAO, Camarines Sur, June 3 (PIA) – Some 11 passengers were wounded while three vessel personnel were seriously burned when MV STC Jeffrey Roy suddenly burst into flames seconds before it sailed off to Romblon.
The incident happened around 10pm last night at the Pasacao port, this town.
As of presstime, vessel Captain Nathan Balbona is still in critical condition and still being placed under close observation at the Intensive Care Unit at the Bicol Medical Center (BMC) in Naga City . Jenson Uy, Loreto Mangarin and Jesmar Ragot, vessel personnel, were also seriously burned and are now undergoing treatment.
Passengers Reynel Racol, Francisco Rubio, Dennis Mangaril, Irasmor Rosero and Rolly Mangaril were placed in BMC isolation room after suffering serious wound injuries from the blast.
Police S/Insp. Alejandro Martinez Monge Jr, Pasacao PNP Chief of Police bared that the spark from the banca’s engine could have ignited the fire which was made worst by the presence of a combustible materials inside the banca.
It was learned that the vessel carried 50 drums containing more or less 30 liters of gasoline due for delivery to Sibuyan Island in Romblon.
Local authorities and the Coast Guard will conduct a thorough investigation if the vessel could be held liable for the incident. (PIA Camarines Sur)
Improved crime solution efficiency in Naga City lauded
by Lizel S. MacatangayNAGA CITY, June 2 (PIA) -- For the period of April 1 to 30, current year, the Philippine National Police (PNP) here reported a total index and non-index crimes of 118 incidents. This signifies a 48% decrease compared to the same period last year which has a total of 228 recorded crime occurrences.
In the regular Naga City Peace and Order Council (NCPOC) meeting held yesterday at the Sangguniang Session Hall, Supt. Perfecto De Lima, Naga City Police Deputy City Director said that their aggressive campaign to combat crimes resulted to an increased crime solution efficiency of 106 per cent. This was reflected on the decrease of the average monthly crime rate by 50%.
From May 1- 25, this year, seventy seven crime incidents were recorded, 63 % lower than the crime occurrences recorded last year during the same period which reached 210 cases.
De Lima specifically cited some highlights of the decrease which was manifested in their records. Crimes against person in 2010 from May 1-25 was pegged at 55 while this year during the same period, the authorities listed a total of 14.
This also holds true to the crimes against property which recorded a total of 88 on May last year, yet PNP Naga only listed 45 for the same period this year.
Total robbery cases filed last year was 15 as compared to 7 filed incidents this May while Theft cases numbering to 73 last May 2010, only reached 36 concerning the same period.
As far as their war against insurgency is concerned, De Lima noted no significant incident that could be attributed to the local insurgents, specifically in the upper portion of Naga City.
Nonetheless, he has already directed members of Police Station No.3 assigned at a Sub station at Barangay Carolina, together with the members of City Public Safety Company to continue monitoring the insurgent’s movements through the Barangay Intel Network that they have established.
De Lima attributed their success to the continuous implementation of Police Integrated Patrol System (PIPS) , including the establishment of checkpoints/ chokepoints to strategic areas within their area of jurisdiction. (PIA Camarines Sur)
