DILG releases fuel subsidy fund for trike drivers in Cam Norte
LEGAZPI CITY, June 9 (PIA) -- Tricycle drivers in Camarines Norte could already get their fuel subsidy of P150.00 each from their respective local government units as the Department of Interior and Local Government (DILG) released a total amount of P7,67,550.00 for 5,117 tricycle operators in different parts of the province.
Out of 12 municipalities, only Labo town failed to claim their allocations for 158 franchise holders and the rest has been already claimed.
In Basud town, there are total of of 48 recepients, which amounts to P7,200.00; P376,350.00 for 2,509 franchise owners in Daet; P37,500.00 for 250 beneficiaries in Capalonga; P124,050.00 for 827 beneficiaries in Jose Panganiban; P36,750.00 for 245 beneficiaries in Paracale; P7,950.00 for 53 beneficiaries in San Lorenzo Ruiz; P62,400.00 for 416 recipients in Sta. Elena; P5,700.00 for 38 recipients in Talisay and P31,200 for the 208 target recipients in Vinzons.
According to DILG’s data, some of the funds have been distributed by their respective LGUs while others are still on distribution process.

San Andres to celebrate first coconut festival
VIRAC, Catanduanes, June 9, (PIA) -- The municipality of San Andres will be celebrating its first ever Coconut Festival from June 12-18, 2011 dubbed as “BuruNIYOGan: Our celebration of Life in San Andres.”
The one-week celebration will highlight events that focus on one of the main agri-products of San Andres which is coconut. It is also an alternative contribution of the town to the OTOP (One Town One Product)platform in the province of Catanduanes.
The festival is also honoring the renaming of the town for the first time in 47 years. On June 18, 1964, through Republic Act 3984, the town was named San Andres from the old Calolbon in honor of its patron saint St. Andrew the Apostle and Gat. Andres Bonifacio.
The week-long festival shall open on June 12 and culminate on June 18, 2011. It will feature street dancing competition, parade, coco craft making competition, coco fashion design competition, coco trade fairs, art exhibitions, cultural presentations, concert and coco farming technology seminar. Cash assistance to benefit indigent seniors, farmers
VIRAC, Catanduanes, June 9 (PIA) -- A monthly stipend of P500 retroactive to January this year will be given to a total of 507 indigent senior citizens while 7,404 small-scale farmers and fisherfolks in the province will get P2,745 each under the programs of the national government.
The said cash benefit was provided under the Department of Social Welfare and Development's (DSWD) Social Pension for Indigent Senior Citizens.
It is being granted pursuant to the provisions of the Republic Act 9994 or the Expanded Senior Citizen's Act of 2003.
It intends to supplement the capacity of the beneficiaries to meet their daily subsistence and medical requirements, reduce incidence of hunger among indigent senior citizens and protect them from neglect, abuse or deprivation.
DSWD records show that in Catanduanes, the number of indigent senior citizen qualified for the cash assistance are: 67 in San Andres, 15 in Bato, 59 in Caramoran, 73 in Pandan, 22 in Bagamanoc, 23 in Panganiban, 63 in Viga, 30 in San Miguel, 18 in Gigmoto, 88 in Varas and 49 in Virac.
On the other hand, the Rice Subsidy Programs to be implemented by DSWD in coordination with the LGUs of the 11 towns will have the 7,404 beneficiaries trained for four days on enhancing food production, planting methods for palay/corn/vegetables and family disaster preparedness mitigation.
In the next seven days, they will work on environment-related projects such as river dredging, embankment, digging and dredging of canals and drainage, repair of small-scale irrigation, tree-planting or reforestation projects.
The will be paid P225 per day with the entire amount to be paid after the training and work activity.
The breakdown of the beneficiaries qualified for the program are: 532 in Bagamanoc, 585 in Baras, 266 in Bato, 1,394 in Caramoran, 272 in Gigmoto, 955 in Pandan, 332 in Panganiban, 1,049 in San Andres, 410 in San Miguel, 816 in Viga and 793 in Virac.
Senior citizens, farmers and fisherfolks who are beneficiaries of the said programs are thankful to the provincial government since it will be a great help in their daily lives and their families. (MAL/EAB, PIACatanduanes)
DTI-Sorsogon to host Bicol Region's Go Negosyo Caravan
SORSOGON CITY, June 9 (PIA) -- The Department of Trade and Industry (DTI) Sorsogon will be this year's host to the Bicol Region's Small and Medium Enterprise (SME) "Go Negosyo Caravan" slated June 22-23 at the Aemilianum College Inc., here.
"This will also be one of the major activities during the weeklong celebration of the fiesta of the City of Sorsogon , this June 28-29" , DTI provincial director, Lea Pagao, explained yesterday during the Small and Medium Enterprise Development Council (SMED-C) meeting at the DTI office. .
"The Go Negosyo Caravan is DTI's national initiative to improve access and awareness of SMEs to government and private sector services particularly to areas where provision of business development services may be limited", Pagao stressed.
Three hundred participants are expected to attend this activity comprising of business entrepreneurs from Bicol region with the province of Sorsogon expected to share the 50% number of participants.
"TODO DISKWENTO PROJECT', a milestone project of DTI as a private- public partnership has been initiated yearly. Here 7 leading establishments offer discounted prices for almost all school supplies before the opening of classes. Once more, these establishments will coincide with the SME Go Negosyo Caravan.
Jocelyn Berango, Information Officer of DTI explained the mechanics and program flow of the event that will also highlight the awarding of leading SMEs here in the province.
The National Food Authority and the San Miguel Corporation will be the main participants of the Todo Diskwento Project to sell canned and other processed food on a discounted rate while NFA will sell their rice on its lowest price.
The SME Go Negosyo Caravan according to Pagao will also be this year's Bicol initiative to increase and sustain SME's productivity and efficiency with experts of resource speakers from leading institutions to provide the participants training and counseling sessions to strengthen and promote entrepreneurship as a development mechanism on the countryside.
Choosing the Right Market and Project Development, Business Plan Preparation, Putting Business Online, Requirements of Good Manufacturing Practices, Credit Searching Management, Packaging and Labeling Requirements and Franchising, these will be the topics to be discussed during the separate simultaneous sessions where participants can choose during the first and second day.

Aquino gov’t says opening of Manila-Bicol railway service to boost tourism/trade
MANILA -- The Aquino administration said the resumption of the Manila-Bicol railway service will boost tourism and trade in the region.
“Manila-Bicol rail service resuming this month is a promising start,” Presidential spokesman Edwin Lacierda said in a press statement on Thursday.
The Philippine National Railways (PNR) will resume rail services between Manila and Bicol on June 29, Lacierda said adding that the opening of the railway services is a month ahead of schedule.
The PNR will be able to reopen the railway system earlier due to the new workforce and contracts given to the Quezon-Bicol portions of the tracks, and vital infrastructure rehabilitation including the completion of the 50-meter San Cristobal Bridge in Laguna.
Lacierda said that one third of the railway had been rehabilitated under the previous administration, the remaining two-thirds was undertaken under the present administration. PNR administrator Junio Ragragio had received orders from President Benigno Aquino III to reopen the railway line this year.
According to Lacierda, the PNR earmarked P1.8 billion for the rehabilitation of the railway and P250 million for the acquisition of new trains. This includes 83 air-conditioned sleeper and commuter coaches donated by Japan that are due to arrive later this year after President Aquino authorized P250 million for the transport of the coaches to the Philippines.
The rehabilitated line will employ an additional thousand workers including railway police to monitor and patrol the tracks and junctions, he added.
The Manila-Bicol rail service commenced in 1938 but the devastating weather of the early 1970s devastated the South railway, and only token efforts were made to restore rail services.
Aquino to lead Independence Day rites on Sunday, June 12
MANILA -- President Benigno Aquino III will lead on Sunday, June 12, this year’s 113th Independence Day celebration that will start with a flag-raising ceremony in Kawit, Cavite.
After the flag-raising rites, the President will proceed to the Palace for the Vin D’ Honneur at 10 am at Malacanang’s Rizal Hall.
At 4 in the afternoon, the President will then proceed to the Quirino Grandstand for the 113th Philippine Independence Day celebration and parade.
The President had earlier directed the National Historical Commission of the Philippines (NHCP) to lead the organization and implementation of the Independence Day celebration this year.
The country celebrates the Independence Day each year to raise awareness among the Filipinos that freedom is a most precious right. Independence Day is simultaneously celebrated nationwide with Filipino communities worldwide.
The holiday commemorates the Declaration of Independence on June 12, 1898 by General Emilio Aguinaldo and the Filipino revolutionary forces from the Spanish colonization.
Independence Day was officially observed on July 4 until the Republic Act No. 4166 that designated June 12 as the country's Independence Day was signed into law by the late President Diosdado Macapagal on August 4, 1964.
In a press briefing in Malacanang, Presidential Spokesman Edwin Lacierda said that event organizers have already invited the Cavite local officials as well as some members of the diplomatic corps to attend the flag-raising ceremony at 7 am in Kawit, Cavite.
Malacanang announced that P10 million was being set aside to defray the expenses for the activities commemorating this year’s Independence Day celebration chargeable against the NHCP budget for Fiscal Year 2011.
Palace official says ARMM OICs will enter into covenant not to run for 2013 elections
MANILA -- The officers-in-charge (OICs) of the Autonomous Region in Muslim Mindanao (ARMM) for the next two years will enter into a covenant that they will not run in the National Elections in 2013, a Palace official said on Thursday.
In a regular press briefing at Malacanang, Presidential Spokesperson Edwin Lacierda said the administration is standing by its earlier position that the OICs who will be appointed to head the ARMM will not run for elective positions.
“The House version provided a provision that the OICs cannot run. The Senate or the (Franklin) Drilon version of the bill removed that particular provision not so much as to say that the OICs can run but to obviate any question or unconstitutionality of that particular provision. There is a belief that you cannot restrict a person from running for a public position so that is the only reason why it was taken away,” he said.
“What we will do is to ask the OICs to enter into a covenant not to run. That is the only way we can ask them not to do so. We stand by our commitment that those OICs who will introduce reforms, those OICs who will be heading the ARMM for the next two years, will do so with no purpose of enriching themselves,” he said.
The Presidential Spokesman also said they would come out with a process in the selection of the ARMM OICs. “All stakeholders will be consulted before appointing OICs. The OICs will initiate genuine reforms in the region,” he told reporters.
Lacierda earlier said the Senate vote for the passage of Senate Bill No. 2756 is a great step towards a systemic reform in the region.”
“Beyond that, the vote also signifies the willingness of our leaders to join the people in the straight and righteous path toward genuine, meaningful change,” he said.
Aquino receives five envoys in Malacañang
Ambassadors from the Republics of Kenya, Cyprus, Poland, Tunisia and the Kingdom of Lesotho met with the Chief Executive one after the other at the Music Room of Malacañang Palace.
First to present his credentials to the President was Ambassador Extraordinary and Plenipotentiary Samori Angwa Okwiya who was accompanied by Deputy Head of Mission Jackie Yonga.
Okwiya was followed by Ambassadors Extraordinary and Plenipotentiary Richard Ramoeletsi of the Kingdom of Lesotho, Nicos Panayi of the Republic of Cyprus, and Adam Jelonek of the Republic of Poland.
They were accompanied by Mamosa Likeleko Alinah-Ramoeletsi, First Secretary; Kristen Nicole Toundjis-Brindisi, Honorary Consul; and Fernandino Lising, Honorary Consul General; respectively.
Last to meet with the President was Ambassador Extraordinary and Plenopotentiary Mohamed Hassairi of the Republic of Tunisia. He was accompanied by Honorary Consul Edward Go.
Each Ambassador said they were honored to be representing their countries here as they thanked the President for his hospitality in welcoming them to the Philippines.
In reply, the President said that with their help, he hoped to further strengthen relations between the Philippines and their respective countries.
“We look forward to strengthening relations between our countries,” the President said.
