DOLE to launch KAGABAY program for house helps, PWD workers

NAGA CITY, Jan. 20 (PIA) --- The Department of Labor and Employment (DOLE) will implement the KAGABAY program dubbed “ Katulong at Gabay sa Manggagawang may Kapansanan", adding up to the good news earlier announced this year with the implementation of the P8 wage increase for Bicol workers that took effect January 10.

The Employees’ Compensation Commission (ECC), under the auspices of DOLE, will carry out the  KAGABAY Program providing special economic assistance program for occupationally-disabled workers (ODWs) who lost employment by reason or work-related sickness or injury.

Along with this is the ECC-Quick Response Team Program (ECC-QRTP) which was created on the premise that the ECC need its presence to be felt as soon as the contingency occurs to private and public sector employees or their dependents in the event of work-related sickness, injury or death.

In a press statement, Labor and Employment Secretary Rosalinda Baldoz recently said that the ECC under the Katulong at Gabay sa Manggagawang may Kapansanan (ECC-KaGabay)Program granted twenty one (21) workers with work-connected disabilities with P1,437,500.00 worth of artificial prosthesis to facilitate their integration into the economic mainstream.

DOLE Bicol regional director and Regional Tripartite Wages and Productivity Board (RTWPB) Chairman Nathaniel V. Lacambra said that these programs will give our workers more securities while in the workplace.

Lacambra said that the KAGABAY program together with the issuance and implementation of the new wage order is a welcome development for the labor sector. For one, the additional wage will also help augment the worker’s need to adjust to the current prices of the basic commodities.

“Actually we have already announced the increase as early as December even before its publication to set the minds of our employers. Some sort of mind conditioning for a smooth implementation of the new wage law,” Lacambra added.

The P8 wage increase took effect January 10 after the mandatory 15-day publication period of the wage order.

Lacambra said that they are continuously strengthening their monitoring if the wage orders are being followed and implemented by the employers.

The specific rules on the latest wage order are incorporated in Wage Order No. RBV -16 and is available for free at the RTWPB office.

Wage Order No. RBV-16 specifies that the new minimum wage rate in Bicol is pegged at P260/day for establishments with more than 10 workers and P236/day for establishments with less than 10 workers in agriculture and non-agriculture sector, including the cottage/ handicraft workers. The said wage increase is consistent with the government’s program to achieve higher level of productivity in order to promote economic growth, to generate employment.
