DAET, Camarines Norte, Jan. 7 (PIA) – The municipal government here has formally opened yesterday January 6, 2014 the Business One Stop Shop (BOSS) at the municipal hall aimed to simplify business registration and licensing system of the municipality.
Mayor Tito Sarion said that the BOSS has started in January 2 and will end on Jan. 20 to give ample time for the business owners to register their businesses held at the legislative building of the municipality. It is being done yearly since 2001.
In the BOSS signatures of departments or offices involving in issuing, renewing a business permit are clustered within a big area to make processing more transparent, cuts down the time, money and effort on the part of the business persons.
He said that this is also in compliance with the Anti-Red Tape Act of 2007 under Republic Act 9485, on government agencies are enjoined to re-engineer systems and procedures, including time and motion studies, simplified forms, processing time, work flow of transactions, and the limit the number of signatures to process the transaction of the client.
Sarion said that the LGU Daet has adopted since 2011 the electronic Business Permits and Licensing System (BPLS). It was developed thru the e-governance project of the League of Municipalities of the Philippines (LMP) and the Department of Trade and Industry (DTI) in cooperation with the Canadian Government.
He said that the system builds a data base for each business establishment and provides electronic computation of taxes and fees in accordance with the provision of the Municipal Tax Ordinance.
Sarion said that the local government unit also builds partnership with business sectors through several forums to generate participation and encourage these sectors to contribute meaningfully to government activities such as improving policies, programs, projects and services.
Every last quarter of the year, business owners, accountants and bookkeepers are called to a forum to discuss issues and concerns on application/renewal of business permits and licensing process.
He said that at the beginning of the year outstanding business taxpayers are given recognitions in terms of their preceding year gross income reported and the corresponding business tax they paid.
The LGU Daet also distribute printed material to business taxpayers that contains the process of receiving business permit as well as portraying project sourced from the tax paid.
The number of registered business establishments has increased in 2013 to 1,751 from 1705 in 2012.
It will be recalled that the local government unit of Daet has also received recognition as Best LGU practicing BPLS municipal level rank 1 last December 2011 handed by Regional Director Blandino Maceda and the late Secretary Jesse Robredo both of the Department of Interior and Local Government (DILG).
