Albay, under state of imminent disaster over 'Yolanda'

LEGAZPI CITY, Nov. 7 (PIA) -- The Sangguniang Panlalawigan of Albay declared Wednesday afternoon the province of Albay under a state of imminent disaster in the wake of the threat of typhoon Yolanda (with international name “Haiyan”).

Governor Joey Salceda said the provincial legislative body, headed by Vice Governor Harold Imperial, passed during its emergency session yesterday afternoon SP Resolution No. 0052-2013 declaring the province under the state of imminent disaster to give way to preparation and allocation of personnel and resources to mitigate the impacts impending severe weather system that will affect the province.

The resolution allows all local governments to allocate 30 percent of their five-percent Local Disaster Risk Reduction and Management Fund as quick response fund for relief and recovery programs in order that situations and living conditions of people in communities or areas stricken by disasters, calamities, epidemics, complex emergencies, may be normalized as quick as possible

“That is local governments, in this particular situation, can utilize the fund even before Yolanda enter the Philippine area of responsibility (PAR) or affect their respective areas of responsibility,” he said.

The resolution also aims to enable the local governments to respond to the needs of their respective constituents who would be affected by the super typhoon.

“They can prepare more for the evacuation of residents that would be affected by the different threats posed by Yolanda.

Yolanda is considered a super typhoon that already entered PAR early this morning.

Residents who are prone to the negative effects of typhoon Yolanda include some 46,335 families living in houses made of light materials, in case of strong winds; 16,292 families in coastal areas during storm surge; 22,622 families living along the slopes or near mountains or elevated areas, in case of landslides; and 34,453 families, in times of flooding.  (MAL-PIA5/Albay)
