Pres. Aquino to inaugurate Yawa Bridge expansion, Urban Drainage System projects in Legazpi City

LEGAZPI CITY, May 4 (PIA) -- With less than two months to go before the close of his term, President Benigno S. Aquino III has continued to showcase what citizens across the nation have gained in the last five years of his administration.

This time, President Aquino is slated to visit Legazpi City tomorrow to inaugurate the newly-completed improvement and expansion project for Yawa Bridge connecting the Maharlika Highway in barangays Bonot and Rawis and the Tibu Pumping Station in barangay San Roque as part of the Urban Drainage Improvement Project.

Department  of Public Works and Highways (DPWH) Bicol regional director Reynaldo Tagudando said the improvement and expansion of the former  two-lane Yawa Bridge to now four-lane bridge, with total project contract amount of P83.599 million, has now been completed.

 “The project has a project allocation of P90 million yet completed with the contract amount of P83.599 million, including the widening of 140 linear metter bridge to more than 2 lanes, 720 linear meter 4-lane PCCP including bridge approach and roads, drainage structure and 313 linear meter slope protection works,” Tagudando said.

Legazpi City Mayor Noel Rosal has earlier said the expansion of the Yawa Bridge will facilitate easy means of transporting agricultural products and other basic services and make transportation convenient for the riding public.

“The improvement of the structure of this bridge will serve as an open gate to facilitate the transport of goods and services across the region,”Rosal said.

The bridge and connecting road network caters to motorists along DM junction of Legazpi City - Sto. Domingo – Tabaco - Camarines Sur boundary and is within the territorial bounds of barangay Rawis where the national government’s regional offices are located.

“The bridge will bring multiplier effects to our constituents and the community, as tourists and investors will be more encouraged to come in, boosting the already-booming tourism industry and maintaining the city’s status as the best haven for investment in the region.” he added.

Rosal said the expanded bridge will serve as an instrument of uniting the people and open a new horizon for progress, peace, education, business and employment further expressing his gratitude to the President for giving importance to the provinces.

 “This project is a testament to the vision of the present administration of President Aquino and the dedication of the engineers and personnel of the DPWH Bicol office… thanks to President Aquino for giving importance to cities in provinces. Let us be united to continue the good programs in this city,” Rosal noted.

Tagudando meanwhile said the Legazpi City Urban Drainage Improvement Project on the other hand was conceptualized to solve the perennial flooding in the commercial district and nearby residential areas in and around the city.

Rosal for his part stated, “The construction/improvement of dikes and jetty structures, seawall, widening of river channel and pumping stations in strategic location will reduce flooding in the city center and residential areas thereby reducing health risks and boosts economic activities."

He added that the construction and completion of this project will be beneficial not only to the city but also the adjacent municipalities in the province of Albay, particularly flood prone areas.

"The improvement of the drainage system is expected to further boost the city’s economy as job opportunities will be translated for its constituents," he noted.

Part of the said project is the construction of Tibu Pumping Station to keep sea water in barangays San Roque and Bonot to keep sea water from encroaching inland and discharge run-off storm waters directly to the sea.

Tagudando said the construction of the pumping station started in June 2013 and completed on December 2015 with a fund allocation of P335 million.

“The project comprises of construction of the pumping station, power house, flood gates, discharge channel, RC retaining wall, perimeter fence, bridge and approaches, main gate and land development with the electro-mechanical works,” he said.

DPWH Bicol study cited that the flooding in the city is due to three reasons, namely, (1) the overflow of runoffs from rivers due to heavy downpour from the upper reaches of their catchment areas which comes from the neighboring town of Daraga, (2) localized flooding due to urban storm runoff and (3) the increase in water elevation of the drainage channels due to saline water intrusion during high tide.

Rosal said that this anti-flood control project materialized after the city suffered the unforgettable destruction brought by the aftermath of super typhoon “Reming” in 2006 that resulted in the huge number of casualties and destroyed the agricultural sector in this locality. (SAA-PIA5/Albay)
