PILI, Camarines Sur, August 12 (PIA) --- Sixteen heavy duty trailers or hand tractors were given to various local government units present during the visit of Department of Agriculture Secretary Proceso Alcala at the DA Regional Office, here Friday.
Dubbed as Bicol Rehabilitation Assistance for Glenda, the activity was arranged to give immediate assistance to the farmers affected by TS Glenda when it battered the province with its howling winds and excessive rainfall. It's also aimed to sustain the rehabilitation phase that the department is currently implementing in line with its quick response effort to fast track the restoration of agricultural damages caused by the typhoon.
DA Bicol Regional Executive Director Abelardo R. Bragas said that among the provinces, Camarines Sur recorded the highest agricultural loss as compared to its neighboring areas. This was attested by AKO Bikol Party List Representative and Chairperson of the Bicol Recovery and Economic Development Committee Rodel M. Batocabe.
DA Public Information Officer Emily Bordado said that estimated damage wrought by TS Glenda on agriculture sector is valued at P3.9b.
“That is the aggregate total for crops, livestock, agri-infrastructure, abaca, coconut and fisheries. Production volume loss in metric tons for rice is 97,898; 44,567 for corn; 40,578 for high value cops and 3,039 for abaca.”
Alcala personally visited the ravaged areas and saw the need to give immediate assistance to the agriculture sector.
Aside from the hand tractors, DA also distributed 3, 217 bags of certified rice seeds; 18,500 packets assorted rice vegetable seeds; 18,500 assorted Pili seedlings; 111 sets of garden tools; 445 bags hybrid corn seeds and 18,500 pieces laminated sacks or canvass.
To aid the farmers in their agricultural works, Alcala also distributed agri- machineries and facilities like 4-wheel drive thresher, harvester and flat dryers among others. Raffled off among the attendees were 10 units hand tractor with trailers, 10 carabaos with plow and harrow and 3 packets of sheeps and 10 sets of garden tools. Also turned over to the Saradit na Kristyanong Komunidad Organic Farmers Association based in Barangay Handiong, Libmanan were one unit of rice Processing Center (RPCI) and RPCII worth P6m and P16m respectively.
The 4–wheel drive tractor was turned over to LGU Bato and was received by Mayor Jeanette Bernaldes. The said equipment, together with other agri-machineries turned over to the LGU will be used according to the provisions of Republic Act 10121, otherwise known as the Disaster Risk Reduction Management Act of 2010.
Pursuant to RA 10121 provisions, the available farm equipment and facilities will be open for rental at a minimal fee to bona fide farmers or farmers’ association in the locality and will be paid in on hourly basis and availment of such will be on first-come first serve scheme.
The income generated from the rental will be used in the care and administration of the said equipment.
Fisherfolks from various coastal towns in Camarines Sur were also recipients of the raffled machineries which include 5 units fiberglass “sibid” bancas worth P10,000.00 each, 10 units of h.5. Hp marine engine worth P5,000.00 each and 10 fishing gears worth P3,000.00 each.
BFAR V Regional Director Dennis Del Socorro said that said equipment will significantly help the fisherfolks in recuperating from the economic damage that TS Glenda brought to the fishery sector.
Alcala said that the DA is more than willing to assist the agriculture sector until they recover their loss due to the recent typhoon that badly hit the Camarines province. (AAN/LSMacatangay, PIAV/Camarines Sur)
