Albay gears up for possible Mayon eruption

LEGAZPI CITY, Aug 18 (PIA) – Some 12, 000 families from high risk municipalities and cities within the six to eight kilometer danger zone will be evacuated should Mayon Volcano be raised to alert level 3 said Albay Governor Joey Salceda.

The Philippine Institute of Volcanology and Seismology (Phivolcs) raised Mayon alert level 1 to alert level 2 Friday due to the growth of a new lava dome preceded by swelling of the middle slopes and significant increase in sulfur dioxide emission.

“Based on Mayon’s behavior exhibited in recent eruptions, current observations may indicate the advent of quiet lava extrusion that may eventually lead to greater unrest,” Phivolcs said.

Earlier today, Salceda convened the regional and provincial disaster risk reduction and management council RDRRMC-PDRRMC for a joint meeting to beef up measures needed to ensure the safety of population at risk.

In the said meeting, Phivolcs Bicol Director Ed Laguerta said Mayon Volcano’s current seismic network did not detect any volcanic earthquake during the past 24-hour observation period although moderate emission of white steam plumes drifting northeast and increased sulfur dioxide emission have been observed.

“Data indicate that the volcano may have been experiencing increased volcanic gas emission and slight but persistent swelling due to the intrusion of magma beneath,” Laguerta said.
Moreover Laguerta noted that an eruption like what happened in 1814 is unlikely.

“Mayon has a lot more to show should it erupt like what happened in 1814 but as of now it is not showing any signs toward such kind of eruption,” he said.

Other DRRMC member agencies also ensured their readiness in executing their contingency plans and in providing needed support.

Department of Social Welfare and Development (DSWD) Bicol Director Arnel Garcia said they have about 30,000 family packs and added 200 sacks of rice for relief distribution.

The Department of Public Works and Highways (DPWH) has designated alternate roads should major highways be affected and has also pledged their assistance in evacuation, delivery of goods and clearing operations.

Local chief executives likewise alerted the barangay captains concerned to review and set in action their barangay disaster preparedness plan.

Meanwhile the local governments of Sto. Domingo, Daraga, Ligao City and Legazpi City declared that there are no residents inhabiting the area within the six kilometer permanent danger zone except for Camalig, Tabaco and Guinobatan.

Furthermore, Salceda has immediately issued an advisory right after Phivolcs elevated Mayon Volcano status from abnormal alert level 1 to alarming alert level 2 ordering measures to prevent casualty in line with the zero casualty goal of the province in time of disasters.

The advisory reiterates the “no mountain climbing” policy of the province noting that mountaineering is subject to prior notification to Provincial Tourism and Cultural Affairs Office (PTCAO), Albay Public Safety and Emergency Management Office (APSEMO) and Department of Tourism (DOT).

“No ATV beyond lava fronts. Definitely, no green lava valley. No orchid picking, no vegetable harvesting in the delineated 6-km radius permanent danger zone (PDZ) of Mayon Volcano, “Salceda ordered.

The governor also urges for extra care and caution in conducting human activity near the perimeter of the 6-km PDZ and prohibits Mayon Skyline hotel visitors in the North of Mayon Volcano from visiting at night.

The city, municipal and barangay DRRMCs of the cities of Ligao, Legazpi and Tabaco and municipalities of Daraga, Camalig, Guinobatan, Sto Domingo and Malilipot are likewise ordered to immediately submit to the PDRRMC through APSEMO the number of population (families and persons) still residing within the 6-km PDZ around Mayon within the week and the names of heads of families.(AAN/SAA-PIA5/Albay)
