NEA suspends Canoreco former execs, directors for 60 days

 DAET, Camarines Norte, July 23 (PIA) – Seven members of the present Board of Directors and two past officer-in-charge of the Camarines Norte Electric Cooperative (Canoreco) were placed under 60 day preventive suspension under Administrative Case No.11-07-14b issued by Administrator Edita S. Bueno on July 7, 2014 of the National Electrification Administration (NEA).

The order was acting on the Memorandum dated May 27, 2014 of the Deputy Administrator for Electric Distribution Utility Services of EDUS after an evaluation of Canoreco’s Management’s Justification and Action Plans on the NEA Comprehensive Audit covering the period of August 1, 2011 to July 31, 2013.

The directive cited that the justifications lacked the merit to warrant consideration as the audit findings showed various significant lapses in the encroachment of the Board on PBAC functions by awarding the contract for the supply and deliver and installation of 2 units 5 MVA substation and the construction of 69kv line without observing proper bidding procedures and evaluation for bids.

Huge estimated price difference of almost P23.2 million was noted.

It further stated that other instances were grave abuse of discretion and open defiance to NEA guidelines to the disposal of the damaged 10 MVA power transformer through trade-in; and awarding of the contract with Strikeforce Alpha Security Services, Inc. which has the highest bid among the qualified bidders without considering P724,752 price difference.

It furthered the other cases were the wireless connectivity project wherein the contract was aborted due to revocation by the BP Integrated Technologies Inc. after an initial payment of more than P1.5 million; and the open defiance and perennial non-adherence to NEA guidelines regarding benefits and allowances, write-off of power bills.

NEA has been vested with the power to impose disciplinary and preventive measures upon erring members of the board of directors of electric cooperatives, its officers and employees.

Under the 60 day preventive suspension included Board president Arwin Segundo; directors Cesar Brondia, Domingo Sarmiento, Henry Zaño, Freddie Parale, Alexander Bardon, and Elmer Dasco while past officer in charge were Engr. Henry I. Sendon and Efren Belgado.

The project supervisor or acting general manager Wilfredo Bucsit of Canoreco was also directed to ensure the implementation and compliance of the concerned on the said suspension order.

It will be recalled that the NEA has taken over the management of Canoreco effective March 10, 2014  with the Resolution passed by the Sanguniang Panlalawigan to take over while there is no permanent manager of the electric cooperative.

This was followed by the resignation of then BOD President Jose Tomas Fernandez, Dante Lee and Arnilo Barrameda. (MAL/RBM-PIA5/CamNorte)
