LEGAZPI CITY, April 1 (PIA) -- Impressed by the fast-paced progress of this city into a blooming urban locality described by infrastructure, investment and tourism boom, an organized group of mechanical engineers has pledged to render the city government free professional services in community development fields.
The commitment was formalized through a memorandum of agreement (MOA) signed recently between the Philippine Society of Mechanical Engineers (PSME), represented by its national president Engr. Ramon Picornell, and the city government, represented by Mayor Noel Rosal.
The signing of the MOA highlighted the second day of the four-day First PSME Luzon Conference held March 27-30 at the Ibalong Centrum for Recreation in Barangay Bitano here and attended by around 600 members and officers from Luzon regions.
The conference, the first of the four planned for 2014, according to Picornell, signals PSME’s thrust to get closer to its members and the communities they work and live in.
“It is designed to enhance the professional growth, technical competence, networking and the promotion of excellence in the practice of our profession,” he added.
PSME is a bonafide professional organization for mechanical engineers duly accredited by the Professional Regulation Commission (PRC) in accordance with the pertinent provisions of Republic Acts No. 8495 or the Philippine Mechanical Engineering Act of 1998 and No. 8981, also known as the PRC Modernization Act of 2000.
The MOA states that “PSME, under its Center of Excellence Partnership Program, agrees to mutually cooperate and be partner with the City of Legazpi by offering free professional support and technical consultations” by providing access to its pool of engineers who have specialized technical engineering skills and expertise in the various fields of Mechanical Engineering.
In exchange, the city will provide manpower assistance to PSME and its various programs while allowing “all Filipino mechanical engineers employed in its different departments to be members of the organization and allow them to attend assemblies, conferences and conventions on official time,” the MOA provides.
Such activities, it explained, are part of the organization’s “commitment to the promotion of excellence in the field of mechanical engineering by encouraging its members to pursue professional growth and urging them to take active part in societal development.”
Following the signing, Picornell said the MOA is “a historic document formalizing the partnership between PSME and the local government towards progress amid Mayor Rosal’s continuing quest for massive urban development for the locality now called the City of Fun and Adventure in the tourism world.”
For his part, Rosal said that as a civil engineer by profession, he considers mechanical engineers as partners in the field of modernization, that is why “having this MOA with PSME will help in the furtherance of his commitment to provide Legazpeños a more livable place to stay in.”
"As the city is honored for being the venue of the conference, we are proud to have mechanical engineers as one of our valued partners in creating a city that is now Legazpi. We believe that the worth and relevance of the organization are seen in the imprints on its leaves on the development of a community and society,” he said.
Mechanical engineers found in various specializations and branch of engineering are responsible not only for their contribution in the development and progress of mankind but in the comforts and ease brought about by their various inventions and discovery, Rosal added.
Today, the mayor added, “we see mechanical engineers in almost all fields of work -- in medicine, urban planning, plant assembly and operations, infrastructure formation, environmental protection, computer technology, biometrics and host of others -- highlighting the importance of their work and influences.”
