Napolcom launches post OJT evaluation for criminology interns in Bicol

LEGAZPI CITY, March 13 (PIA) – The National Police Commission (Napolcom) Bicol initiated a new program for graduating criminology students  by introducing some innovations in their on-the-job training (OJT) program.

“The project is to evaluate and hoping to post improvements to obtain quality applicants for law enforcement, likewise help parents of the students in order to minimize expenses and reduce risk during OJT being assigned in highly urbanized areas far from the school and to continuously update by synchronization of the school curriculum with the actual police activities,” Napolcom Bicol regional director Rodolfo Santos, Jr. said.

Napolcom also introduced panel evaluation as requirement so that the students will gain confidence in verbal communication using English language, Santos added.

This initiative started last year with the drafting of the project proposal which materialized this year when Professor Dionesia Beraña, CBSUA-Sipocot’s dean of College of Criminology expressed willingness to make their college the first academe to adopt our enhancements, criminology schools in Albay will soon adopt Napolcom ’s OJT innovations, Santos told the Philippine Information Agency (PIA) – Bicol.

Based on the monitoring and evaluation of recruitment screening experiences from 2010 to 2013, it was noted that most of the criminology students need to improve their oral and written English proficiency, which is a requirement in reporting during in-service operations.

“We recommend that English be used as medium of instruction in all criminology subjects to strengthen the conversational ability and comprehension of students,” Santos said.

As part of the Napolcom’s innovations is the recruitment forum in all criminology schools as an initiative to guide criminology students in their career preparation and to improve the batting average of criminology schools to place their graduates to a Philippine National Police (PNP) career and the conduct of lectures and actual applications during OJT programs on the functions related to traffic, patrol and investigation.

“Those students not recommended by the panel will be required to undergo further skills or potential development under the guidance of the school prior to recruitment,” Santos  told the PIA.

Based on Napolcom’s methodology, all students under the required OJT at the police stations will be required to submit a post OJT report to include the extent of their knowledge on the subjects-traffic, patrol and investigation prior to their OJT, their impression on the PNP station’s system in teaching and transferring the actual information and knowledge on the said subjects, and finally, the knowledge and skills gained after the OJT.

It was noted that in the last six recruitments and selection for entry in the PNP organization from 2010 to 2013, the criminology graduates composed only the 42.26% of the police recruitment quota as compared to other courses.

The post OJT report will be the basis for the panel evaluation in the presence of their instructors to determine and validate the improvement of the skills and knowledge on the subject areas and will be part of the pre-graduation evaluation of the criminology graduates.

The composition of the panel of evaluators include the PNP representatives, Commission on Higher Education and president of the council of deans for law enforcement education.

Napolcom recommends that the panel interview be done after the OJT and before graduation for the faculty of the concerned school to attend. Panelists will then submit their recommendations on their findings for continuous upgrading of skills of criminology graduates and future police recruits.

Napolcom further recommends the inclusion of Forensic Psychology, Special Laws, Administrative Law and Statutory Construction and Law Drafting as new subjects or alternatives in the criminology curriculum to enhance the knowledge of the students as future police investigators and enforcers.

Regular physical check-up and health maintenance activities for criminology students to be physically fit for law enforcement job are also recommended by Napolcom. (MAL/JJP/RFontanilla-Napolcom5/Albay)
