LEGAZPI CITY, Feb 13 (PIA) – The Department of Social Welfare and Development (DSWD) and the city government here signed a Memorandum of Agreement (MOA) with various sectors to sustain livelihood and employment support for the poor beneficiaries of the Urban Kalahi-CIDSS program in this city.
DSWD Bicol information officer Jesseshan Marbella said the MOA Signing aims to strengthen the role of industries and private sectors in their corporate social responsibility commitment of helping improve the economic lives of the urban poor.
This can be done by serving and providing technical support through provision of capability building activities to communities, employer, and ready market.
Poor residents of Rawis and Bitano, the pilot areas of Urban Kalahi-CIDSS in the Bicol region, are the main beneficiaries of this partnership.
Marbella said the construction of livelihood center in Rawis with provision of garments production equipment and community development center in Bitano will soon be completed this year.
To sustain these livelihood projects, Marbella added, the partners coming from the academe, business institutions and employment agencies will be conducting relevant trainings and seminars to interested residents from both barangays.
Employment, long-term or temporary will also be provided.
“Sustainability is the real mission of the project and we will implement it properly by engaging other non-government organizations,” Legazpi City Mayor Noel Rosal said.
DSWD Bicol regional director Arnel Garcia likewise expressed his gratitude for the support of the said sectors.
“I would like to thank all our partners, specifically the involved schools and manpower services, who render their commitment in corporate social responsibility to help the poor,” Garcia said.
These partners include the Mariners’ Polytechnic Colleges Foundation (MPCF), Aquinas University of Legazpi (AUL), Genecom Institute Of Science And Technology Inc., Stretch Distribution Inc., and Personnel Solutions.
Legazpi City is the pilot area in Luzon for the implementation of the Kalahi-CIDSS Program in urban areas.
The villages of Rawis and Bitano were identified to implement the said project in the city considering the factors of income vulnerability, disaster risks vulnerability and land tenure issues.
According to the 2010 data from the National Household Targeting System (NHTS), both Rawis and Bitano have been listed with high magnitude of poor households in Legazpi City.
The Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) is one of the core poverty alleviation programs of DSWD along with Pantawid Pamilyang Pilipino Program (4Ps) and Sustainable Livelihood Program (SLP).(MAL/SAA/PIA5-Albay)
