CDA Bicol partners with state universities for trainers’ training

LEGAZPI CITY, Feb. 10 (PIA) – The Cooperative Development Authority (CDA) has tapped leading state universities in Bicol as official partners for required training course for cooperative trainers in the region.

“The CDA recently signed two separate memoranda of agreement (MOA) wirth the Bicol University (BU) in this city and the Central Bicol State University for Agriculture (CBSUA) in Pili, Camarines Sur to conduct trainings of trainers (TOT) for accredited training providers (ATP) and prospective trainers,” CDA Bicol regional director Atty. Ma. Lourdes Pesino-Pacao said in an interview during the radio program “Aramon Ta Daw,” of the Philippine Information Agency (PIA) Bicol.

Pacao said that the scheme aims to ensure the quality of trainings being provided to cooperative and their officers and for the pool of trainers to possess the minimum qualifications specified in the guidelines and comply with the required training course for cooperative trainers.

Earlier, the CDA issued memorandum circulars providing for the guidelines of accreditation of ATPs and the standard training curricula for the required trainings.

CDA is the lead government agency in the development and regulation of cooperatives is responsible for promoting the viability and growth of cooperatives as instruments of equity, social justice and economic development.

“The Philippine Cooperative Code of 2008 and Implementing Rules and Regulations (IRR) required officers of the cooperatives to undergo necessary trainings conducted by institutions accredited by CDA,” Pacao said.

Under the agreement, CDA will initiate the development of TOT standard course outline, assist and monitor the academe in the conduct of the TOT, among others.

The partner academe meanwhile is expected to conduct TOT among the trainers of ATPs and prospective applicants for accreditation program, provide input to the CDA in the development and finalization of TOT course outline, create within their institution a pool of resource speakers, provide training facilities, submit to CDA central office reports of the trainings conducted to include the list of participants who completed the training, schedule and place of training as certified by an authorized representative of the academe.

The MOA is valid for two years and signed by CDA chair Emmanuel M. Santiaguel, BU president Dr. Fay Lea Patria M. Lauraya and CBSUA officer in charge Dr. Ramon Arimado.

According to Bechayda, the existing accredited training providers in Bicol are Burogkos ng Kooperatiba kan Camarines Sur, Camarines Sur Union of Cooperatives, Camarines Norte Cooperative Union, Sorsogon Integrated Development Cooperative (SIDECO) – South Luzon Federation of Cooperatives, Provincial Cooperative Enterprise Development Office which is based in Albay province and Department of Agrarian Reform Regional Office V.

According to Bechayda, the conduct of TOTs are slated on March 4-7, 2014 at BU and the contact person is Mr. Elmer Lorenzana with mobile number 09122339321 and March 25 to 28 at CBSUA with contact person Mr. Noel Villavicencio with number 09192995575. (MAL/JJP-PIA5/Albay)
