LEGAZPI CITY, Feb 10 (PIA) – Some 21, 655 residents of 591 villages in Bicol region undergo training on managing community-based subprojects (SPs) conducted by the Department of Social Welfare and Development (DSWD) here under its Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) project.
“Prior to the actual implementation, appropriate community trainings are provided to selected project volunteers,” DSWD Bicol Director Arnel Garcia said.
The community training is the first cycle of the project which started in 2012.
DSWD information officer Jesseshan Marbella said the DSWD has trained 10, 831 local residents from Camarines Sur, 3,203 Camarines Norte, 3,931 Sorsogon and 1520 Catanduanes.
Some 2,348 of these are Pantawid Pamilya Parent Leaders (PLs) who are actively involved in the whole process of the project.
DSWD-hired workers together with other government agencies and local government units (LGUs) train them on basic community finance, procurement, project development, operations and maintenance.
Marbella said each village has an annual funding of Php27,000 from the Millennium Challenge Corporation (MCC) and World Bank (WB).
From the community residents, members will be elected to comprise the Barangay Subproject Management Committee (BSPMC).
"The elected group of community residents or called Barangay Subproject Management Committee (BSPMC) is trained on ensuring proposed community SPs such as roads, SPs, health stations, fishing boats, cable bridges, schools, day care centers, DRR-related SPs and water systems are completed and maintained," Marbella expaliend.
These trainings safeguard transparency, accountability and participation of community implementers with the engagement of the LGU at the barangay, municipal and provincial level.
Marbella cited volunteers from the village of Malbong in Gainza Camarines Sur who attended the project proposal preparation workshop were able to construct a Production Center for Handicraft with an amount of P745,030.08 last 2013.
The BSMPC is composed of teams for Participatory Situation Analysis, Barangay Representation, Project Preparation, Operation and Maintenance, Barangay Fact Finding Committee, Project Implementation, Procurement, Audit and Inventory, Bids and Awards Committee (BAC) and Finance Committee.
Kalahi-CIDSS is a community-driven development (CDD) project in the country which strongly advocates the involvement of local communities in the design and implementation of development projects to address the issue of poverty in the country.
CDD is a globally recognized strategy for achieving service delivery, poverty reduction, and good governance outcomes. (MAL/SAA/PIA5-Albay)
