Bicol registers most number of fishermen for FishR

LEGAZPI CITY, Feb. 10 (PIA) – The Bicol region ranked first in the country with the highest number of fishermen already registered for the National Program for Fisherfolk Registration (FishR) totaling to 94,831 registered online, more than 30,000 ahead of the Region 8 with over 61,000.

FishR database dated January 24, 2014 showed that Masbate province has the highest number of registered fishermen with 38,019, followed by Sorsogon with 17,471 inched closely by Camarines Sur with 17,174.

Albay, CamarinesNorte, and Catanduanes listed some 10,745, 5,993 and 5,429  fishermen, respectively.

The municipalities of Bulan, Sorsogon and Aroroy, Masbate had the highest number of registrants in the region with over 4,500 each.

Sorsogon City with 4,614 registrants and Legaspi City with 3,164 are the cities that top the registration.

BFAR Bicol regional director Dennis V. Del Socorro said that the performance of Bicol on the fisherfolk registration was the result of appropriate strategies and initiatives implemented by the agency, Provincial Fisheries Offices and Local Government Units (LGUs).

Additional personnel to closely monitor the program were hired. The Office of the Provincial Government (OPAG), Municipal Agriculture Officers (MAO), City Fisheries and Aquatic Resources Management Councils (CFARMCs) Municipal FARMCs, Barangay FARMCs, Provincial/Municipal Agricultural and Fishery Councils (PAFC/MAFC) alsoassisted in the implementation of the program.

After the regional launching of the program last July 23, 2013, BFAR Bicol and local governments also kicked off  with the program employing mobile registration, walk-in registration, and assemblies to ensure that every fisherfolk in the region shall be registered.

It can be recalled that the bureau will award P2M worth of livelihood projects to the top 6 LGUs in every region that will be included to the top one hundred municipalities, while P15 per person registered will be given to the Agricultural Technologist and Fishery Technologist to motivate them to register more fisherfolk.

In addition, Albay Governor Joey Salceda committed during the regional launching to provide P1M to each municipality in the province that will make it to the first 100 in the country that complete registration.

Governor Miguel Villafuerte also committed P 15,000 to the first 10 barangays in Camarines Sur that will finish the registration.

Bicol region has pioneered the launching of the National Program for Municipal Fisherfolk Registration (FishR) last year to fast-track, enhance and complete the municipal fisherfolk registry as required under the Fisheries Code of 1998.

The program will establish the national database that would be necessary in designing programs to aid the municipalities for managing, regulating, conserving and protecting fishery resources and establishing a comprehensive fishery information system.

The program when completed will help the government to draw out and implement measures that will best suited for the needs and with more specific numbers of fisher folks that will benefit from government interventions.

The fishery sector, particularly the marginalized fishermen still comprised the poor sectors of the community much as this sector is among the most vulnerable groups in times of disasters the likes of typhoon or severe weather system, thus the database system would help the government determine the specific numbers and areas that the government should provide immediate interventions they needed much.
