LEGAZPI CITY, Jan. 21 (PIA) -- The World Bank (WB) will soon release P12 million in grant to the city government here for the closure and rehabilitation of the old dumpsite and for the operation of the to adjacent new sanitary landfill in Barangay Banquerohan in this city.
Mayor Noel E. Rosal said that the grant materialized when Department Environment and Natural Resources (DENR) Secretary Ramon Paje was impressed by the new sanitary landfill when he visited this city during the term of former mayor Carmen Geraldine B. Rosal and vowed to give P12 million for the closure of the open dump.
The project was also validated and affirmed its efficiency following the visit of A WB supervision team and the Land Bank of the Philippines (LBP) Environmental Program and Management Department team.
Paje moreover commended the City Environment and Natural Resources Office (CENRO) chief Salve Corral and other members of the local finance committee for their efforts on this project.
Out of the six local government unit beneficiaries of the Integrated Persistent Organic Programs (IPOPs) projects, Rosal said the WB has chosen Legazpi City as a model LGU in implementing Solid Waste Management Program.
The recognition was based on the proper segregation of solid waste materials and effective campaign in preventing the open burning garbage in the community and a clear presentation of Unintentionally Produced Persistent Organic Pollutants (UPPOP)action plan made by CENR Officer Salve Corral.
The WB representatives said that next mothn, his office will discuss with the city’s IPOP team the procurement process and funding of the project. After the evaluation, the WB will release on quarterly or monthly installment basis the P12 million grant through LBP.
Another big opportunity for this city, according to Rosa, is the that Land Bank of the Philippines is very interested to examine and evaluate the more than 20 years deposited garbage in the old dumpsite to determine the amount of methane gas and convert it into power as part of the Carbon Finance Support Facility (CFSF) a flagship program of the LBP for the promotion of climate change mitigation projects through the Clean Development Mechanism (CDM).
LBP Environmental Program and Management Department chief Josefina Ramos revealed that the city government has also submitted already in her office the necessary requirements and other documentations in connection to the Clean Development Mechanism project.
The CDM is designed to implement the Kyoto Protocol in reducing or remove the Green House Gas emissions (GHG) by carbon sequestration in the developing countries.
She pointed out that in the time of implementation of the CFSF-CDM project, LBP can facilitate for the city government of Legazpi to avail of a technical and capacity building assistance from the United States Environmental Protection Agency through its Global Methane Initiatives.
LBP will comply with all the environmental rules and regulations for the implementation of the project and pay all the Certified Emissions Reductions (CER) to the city administration as the owner of the landfill.
Ramos said the CDM-Program of Activities (PoA), a coordinated action by the LBP for landfill projects, was already submitted to the United Nations Framework Convention on Climate Change in 2012.
