LEGAZPI CITY, Dec.3 (PIA) – Over 150 stakeholders, program implementers and local government units (LGUs) in the Bicol region participated in the Regional Forum on Disaster Risk Reduction (DRR) in Agriculture recently conducted by the Department of Agriculture (DA) in this city.
DA regional technical director for operations and extension Dr. Elena delos Santos said that the forum is very timely and important for the agriculture sector being the most vulnerable sector when it comes to disasters like typhoons, storm surges, volcanic eruption and pest and disease infestation.
“We should act now and not wait for disaster to overwhelm us before we make the radical change. We should also enhance the resilience of the farmers because the cost of inaction far outweighs the cost of action,” Delos Santos said.
She also mentioned Albay as way ahead from other local government units in terms of DRR.
The forum is part of the project Enhancing Capacities for Disaster Risk Reduction in Agriculture implemented in the country particularly in the Bicol region.
The project primarily aims to enhance livelihood resilience for small-scale farmers and fisherfolks in disaster-prone areas in the country through institutionalization of DRR in agriculture.
It is also implemented in Cambodia in partnership with the Food and Agriculture Organization (FAO) of the United Nations.
Presented in the forum are the accomplishments of the co-implementing institutions together with the identification of interventions to be included in the action plan of the project.
Dr. Stephan Baas, FAO lead technical unit officer, discussed the FAO perspective in agriculture together with Post Disaster Needs Assessment by Vladimir Foronda of Central Bicol Stae University of Agriculture (CBSUA) and Analysis and Policy Implications by Dr. Arnulfo Mascariñas of Bicol University (BU), FAO consultant facilitator.
The participants, through a workshop, identified interventions, strategies and activities to complement the existing action plan for DRR in agriculture and fisheries.
Department of Interior and Local Government director Blandino Maceda, NEDA representative Gwen BItare, DA region VIII director Edna Mabesa and DR Baas also served as panelist to provide insights and recommendation for the improvement of the action plan.
The institutions co-implementing the project are the provincial government units of Albay, Catanduanes and Sorsogon, municipal/city LGUs of Camalig, Libon, Ligao City, Casiguran, Irosin, Gubat, Bato and San Miguel, BU, CBSUA, Surigao State University and PAGASA. (MAL/SAA/PIA5-Albay)
