DAET, Camarines Norte, Oct. 4 (PIA) –The National Food Authority (NFA) provincial office here has assured sufficient stocks of rice especially in times of disaster and calamities within the next 48 hours to provide the rice requirements of the relief national agencies, local government units (LGUs) and non-government organizations.
NFA Camarines Norte provincial manager Jose Danilo Nievez said that one of their office mandates for food security is to ensure the supply of rice in times of disaster and calamities to the relief stakeholders, this was during the “Talakayan sa PIA” of the Philippine Information Agency (PIA) Cam Norte held here recently.
This is also to safeguard that the communities in the affected areas will be provided with the staple food “rice” within 48 hours or two days.
The NFA here has stocks of 15,000 bags of rice from Vietnam; 5,000 bags of local rice and 48,200 bags of “palay” and continuously procures “palay” this harvest season and these are enough in times of disasters and calamities.
In case there will be no disasters and calamities, the stocks of rice are sufficient until December based on the rice distribution targets for their outlets. The ending inventory balance at the end of December of 14,200 and the additional rice procurement this harvest season will be their stocks next year.
The rice distribution targets for the NFA outlets are lower during the months of September to November or harvest season.
Another mandate of the NFA is the price and supply stabilization wherein they ensure that the farmers have reasonable return of investment through the government support price for “palay” at P17.00 per kilo and additional incentives to encourage them to produce more, NFA official said.
In the stabilization function the NFA balances the support price of “palay” and the rice distribution program to ensure that the consumers especially the poor have access to the affordable price in the market especially during lean months that causes high prices of “commercial rice”.
Based on the NFA monitoring, prices of rice are gradually decreasing in the market with a modal price of P39.00 at the last week of September and they are expecting to drop during the 3rd week of October.
Manager Nievez clarified that they have no old stocks of rice in their warehouses instead the staple food were just harvested last season and are being distributed this season.
He said that “palay” that were bought from the farmers are those being milled and distributed to the outlets and making sure to maintain the quality of rice.
Nievez warned those selling NFA rice at a higher price, that there are teams who are in-charge in the monitoring and if caught will be investigated and permits will be cancelled.
Meanwhile, the NFA also celebrates its 41st anniversary last Sept. 26 wherein the agency was created under Presidential Decree No. 4 in 1972.
Among the other guests from the NFA were Sonia Castañeda, economist III; Josephine Baraqueil, administrative officer III, Rodolfo Lozano, SGOO and Feliza Pobre, SGOO-IS.
