NAGA CITY, Oct. 1 (PIA) -- Officials of the Department of Social Welfare and Development (DSWD) in Bicol interfaced with and turned-over the Regional Profile of Poor Households of Bicol to the Camarines Sur local chief executives underlining the key essential roles of the local government in the implementation of programs of the national government to reduce poverty in the country side.
DSWD Bicol regional director Arnel Garcia personally led the orientation briefing himself for local chief executives noting the signiifcance of utilization of data from the regional profile dubbed “Listahanan”, which were derived from National Household Targeting System for Poverty-Reduction or NHTS-PR, in the development planning and implementation process of the locality
"DSWD will support projects of municipalities that has maintained a good track record and implemented pro-poor programs," Garcia stated.
Chief executives from the municipalities of Presentacion, Baao, Bato, Pili, Camaligan, Siruma, Del Gallego, Lupi, Sipocot, Libmanan, Cabusao, Pamplona, Minalabac, San Pascual and Milaor were among the participants, along with chiefs or representatives from the Municipal Social Welfare Development Offices and Municipal Planning and Development Offices. Two representatives from the Missionary of the Poor organization also attended the said activity.
Garcia explained that the NHTS-PR data will enable the municipality to categorize families or households who mostly need the government’s intervention and the result of the assessment will guide the agency who should be given priorities in their social protection programs and services.
NHTS-PR or “Listahanan”, highlights statistical data about the actual scenarios of the poor households in the region. This will serve as basis of different agencies and organizations in creating a blueprint or projects which are apt for the vulnerable families and disadvantaged sector of the society.
Garcia furthered that among the provinces in the region, Camarines Sur was cited as the province with the biggest number of houselholds living in poverty numbering to 136,208 poor households out of the 461,242 poor households identified region wide based in the 2009 enumeration.
To ensure the accuracy of data, he said, enumerators were trained on how to respond to the queries of the respondent to come up with the needed data, specifically concerning the socio-economic profile of the interviewee.
Other vital information in the "Listahanan" includes the household’s composition, educational attainment of the members of the family, current occupation and features of the housing structure. The respondent’s living condition will also be assessed through the availability of social services like source of potable water, electricity, and sanitary toilet, among others.
Last August, DSWD Bicol launched its first Regional Profile of Poor Households in the provinces of Masbate, Albay and Camarines Norte. (MAL/LSM-PIA5/Camarines Sur)
