VIRAC, Catanduanes, Sept. 25 (PIA) -- Provincial election supervisor Maria Aurea C. Bo-Bonao of the Commission on Elections (Comelec) has announced today that the start of election period on Saturday, Sept. 28, and reminded the public and prospective candidates to observe election regulations.
Bo-Bonao has reminded prospective candidates that filing of Certificates of Candidacy will be on Oct. 15-17 only with no extension.
She said the Omnibus Election Code also provides the prohibition of several activities which will take effect on Saturday or 30 days before election until Nov. 12, 15 days after.
She also reiterated that ‘vote-buying’ in any form such as making donation or gift in cash or in kind and the like is strictly prohibited i8n this period as stipulated in Section 104 of the Omnibus Election Code.
Election ban further prohibits the 1) issuance of appointments, promotions, creation of positions, or giving of salary increases in government offices, agencies or instrumentalities; 2) alteration of territory of a precinct or establishment of a new precinct; 3) illegal release of prisoners; 4) raising of funds thru dances, lotteries, cockfights ,etc.; 5) carrying of firearms/deadly weapons; 6) organizing or maintaining reaction/strike forces; 7) transfer and detail of employees in the civil service, including public school teachers; and 8) suspension of any elective provincial, city, municipal or barangay officer.
Police S/Supt. Eduardo Chavez, Catanduanes police provincial director, has commited to ensure security and maintain peace and order in the province during the election period.
The police, according to him, has planned to set up and conduct checkpoints in various strategic areas of the province and increase police visibility in the eleven towns of the province.
He also reminded the public that during election period, gun ban is also in effect and strictly be implemented.
On the other hand, Lieutenant Colonel Bernardo Fortez, Jr. of the Army's 83rd Infantry Battalion also based here said that the unit is in full alert in time for the election period.
