…promotes community-driven development

LEGAZPI CITY, Aug. 15 (PIA) -- The Department of Social Welfare and Development (DSWD) regional office in Bicol has tapped creativity of local artists to promote the new strategy of pursuing community-driven development in carrying out the agency’s programs and projects.
DSWD Bicol regional director Arnel Garcia said the agency makes use of mural painting competition as one of its major strategies to encourage support and cooperation of the community in the implementation of the government social protection programs and projects.
The first DSWD-sponsored mural contest will focus on the theme “Boses, Kilos, Unlad (Voice, Action towards Progress) that embodies the concept of the the National Community-Driven Development Program (NCDDP).
NCDDP will now cover the programs and projects under the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services.
NCDDP will expand implementation of the Kalahi-CIDSS into a national scale of operations.
The mural painting competition, according to Garcia, will help promote public awareness on the transition of the Kalahi-CIDSS into NCDDP.
The contest commenced Tuesday, August 13 until August 15 at the Camp General Simeon Ola’s perimeter fence with participants from different local government units (LGUs) represented by two (2) bona fide resident-mural artists and one (1) community volunteer.
Artists from the municipalities of Baao, Basud, Bombon, Bula, Caramoan, Cataingan, Gigmoto, Gubat, Irosin, Labo, Libmanan, Ocampo, Prieto Diaz, San Vicente and Viga will showcase their respective crafts in the competiton.
All the localities are carrying out and benefiting from Kalahi-CIDSS programs and projects .
Criteria for judging include impact of message, originality and artistic arrangement.
The grand winner, second and third placer will take home P20,000, P15,000 and P10,000, respectively. Final results will be announced and proclaimed on August 27 during the culminating activity.
CDD is a bottom-top approach wherein community residents consensually decide on what type of poverty-reduction projects they want prioritized for funding based on the collective analysis of their needs.
Community proposals can vary from public goods/access projects, enterprise or livelihood projects or human development projects. It is used and proven effective by Kalahi-CIDSS which has been implemented in Bicol from 2003 to present in over 50 municipalities.
NCDDP is a poverty alleviation program of the national government, under the Philippine Development Plan (2011-2016),
