DAET, Camarines Norte, Aug. 19 (PIA) -- The Apolinario Mabini Awards of the Philippine Foundation for the Rehabilitation of Disabled (PFRD) has cited the municipal government here as LGU of the Year.

It was recognized for its “exceptional programs and services rendered to further the welfare and protection of its Persons with Disabilities (PWD) constituents through the ordinances and Executive Orders passed and implementation of projects that create PWD awareness”.

Daet, under the leadership of Mayor Tito Sarion and with the active support of the Sangguniang Bayan members, has shown exemplary programs and initiatives which excel and become model for other municipalities in the country in terms of providing laudable programs and services for the PWD sector in compliance with the provisions of the United Nations’ Convention on the Rights of Persons with Disabilities (UNCRPD).

The local concil here passed ordinances creating the Persons with Disability Affairs Office (PDAO), establishing the Mobility and Accessibility Monitoring Team (MAMT), issuing PWD IDs and Purchase Booklets, prohibiting ridicule and vilification against PWDs and supporting the formation of PWD groups down to the barangay level.

The Apolinario Mabini Awards is a biennial undertaking in honor of Apolinario Mabini, the Sublime Paralytic, whose bravery and heroic acts during the Philippine revolution of 1896 has greatly influenced his compatriots in fighting against the tyrants who ruled the country despite his severe disability.

The awards program was lunched by the Philippine Foundation for the Rehabilitation of the Disabled, Inc. (PFRD) in 1974 on the occasion on its silver anniversary. Since then, it has been a major program of the PFRD.

The awards program intends to recognize individuals, groups and agencies that have made outstanding contributions in the field of rehabilitation of persons with disabilities and to promote wider recognition of disabled persons as self-respecting and self-reliant citizens.

A Bicolana, Dr. Josephine Robredo-Bundoc – younger sister of the late DILG Secretary Jessie Robredo and director of the Physicians for Peace-Philippines Walking Free program, has been accorded the Mabini Presidential Award also this year, the highest recognition given to individual whose works and accomplishments promote the human rights and dignity of Filipinos with disability.
