Robredo sponsors Full Disclosure Bill in Congress

NAGA CITY, July 5 (PIA) -- Representative Maria Leonor G. Robredo of Camarines Sur third congressional district recently filed the Full Disclosure Bill which seeks to require all government agencies, including its subsidiary branches, to entirely divulge their financial transactions or projects which involves public fund.

The said bill is also pursuant to the provisions stipulated in DILG Memorandum Circular No. 2010-83 which calls for the full disclosure of local budgets, finances, bids and public offerings on the premise that full disclosure promotes governance reform towards participation, accountability, responsiveness and most especially transparency.

In her explanatory note, Robredo clearly emphasized the importance of being knowledgeable about how government funds are managed, disbursed, and used. She reiterated that government funds are the hard-earned money of the people that should be spent judiciously and only for the common good.

“Financial disclosure will augment our people’s efforts in creating a more transparent and accountable government. This will allow people to access the data at any time without any burden of technicalities and bureaucracy," Robredo added.

Robredo’s bill also covers agencies from the executive, legislative, and judicial branches - and its instrumentalities to disclose their budget and financial transactions instead of merely issuing a statement of income and expenses, as prescribed by related provisions.

A penalty corresponding to non-compliance of this rule will be imposed on violators. The bill will also serve as a deterrent to public officials from committing graft and corruption by holding themselves responsible for non-posting or non–disclosure of cash statement particularly on projects where taxpayer’s money are being used.

The bill is also in the guise of continuing what the late DILG Secretary Jesse has started – a campaign better known as the Seal of Good Housekeeping which provides incentives to LGUs that have complied with financial management and good governance.

Robredo’s explanatory note reiterated that the passage of the bill is an “urgent call in light of the intensified campaign for citizen empowerment.” (MAL/LSM/PIA5, Camarines Sur)
