Bicol to benefit from P789-M worth DAR projects

LEGAZPI CITY, July 1 (PIA) -- The Department of Agrarian Reform (DAR) has approved 142 sub-projects under the Agrarian Reform Communities Projects Phase II (ARCP II) for the provinces of Camarines Norte, Camarines Sur, and Sorsogon amounting to more than P789 million.

DAR Bicol said there is a strong possibility that the amount can even reach up to one billion pesos if the present pace and performance is sustained.

The total amount of P789,416,357 is divided for the provinces of Camarines Sur which got the lion’s share of P369,130,480, followed by Camarines Norte with P 280,557,967 and Sorsogon with P139,727,910.

ARCP II deputy national project director Herman Ongkiko said that DAR Bicol is the most "time efficient" region in terms of fund disbursements to hasten construction of approved sub projects.

ARCP II is funded mainly through loan assistance from the Asian Development Bank (ADB) with the support of the national government. The project is expected to be completed next year.

Ongkiko lauded DAR Bicol for its noteworthy performance and said he believes it has set the pace and momentum that need to be emulated by other regions to bring the benefits of the sub projects to end users as fast as possible.

DAR Bicol regional director and ARCP II Regional Project manager Maria Celestina M. Manlagñit-Tam said the infrastructure projects aim to stimulate the economic activities in the ARCs, especially with those numerous farm-to-market-roads and post harvest facilities.

The approved 133 sub projects range from farm-to-market-roads, multi-purpose buildings and post harvest facilities to social infrastructures such as school buildings, health centers, day care centers, and level II potable water system.

Eight sub projects in Camarines Norte are already completed, with additional five from Camarines Sur and two in Sorsogon. Five of these were already turned over to the recipient agrarian reform communities (ARCs).

Some 55 more sub projects are in the pipeline for approval by the regional and national approval committees, 15 of which are located in Camarines Norte, 29 in Camarines Sur, and 11 in Sorsogon.

Breakdown of the 142 sub projects per province is as follows: Camarines Norte - 47 sub projects, Camarines Sur - 80 and Sorsogon - 15. The recipient municipalities include Labo, Paracale, San Lorenzo Ruiz, Basud, Jose Panganiban and Capalonga in Camarines Norte; Sipocot, Del Gallego, Libmanan, Milaor, Ocampo, Garchitorena, Tigaon, Buhi, Baao, Bula and Pili in Camarines Sur; and Castilla, Matnog, Irosin, Juban, Casiguran and Bulan in Sorsogon.

DAR Bicol said the momentum of ARCP II implementation in Bicol Region can be attributed to two major factors. One is the provision of support fund through the National Government Assistance for LGUs (NGALGU), which covers 25 percent of the LGUs’ equity for every sub project. NGALGU answers LGUs’ problem on fund scarcity. The other factor is the close coordination among stakeholders, especially DAR and the LGUs concerned.

DAR Bicol is considered as the most efficient nationwide in terms of enticing the target local government units to fully take part in the implementation of rural infrastructures. (MAL/JJJP/PIA5, Albay)
