Rescue ops for casualties in Mayon’s ash explosion underway

LEGAZPI CITY, May 7 (PIA) -- Response teams continue to scour the down slopes of the eastern side of Mayon volcano to rescue the reported casualties in the wake of ash explosion of the volcano this morning.

Albay Gov. Joey Salceda said composite teams from Bicol Regional and Albay Provincial Disaster Risk Reduction and Management Councils (PDRRMC), including military, police, emergency response units, Philippine Red Cross personnel were dispatched since mid-morning in Sto. Domingo, Bacacay and Malilipot to rescue survivors and recover the bodies of reported fatalities among the climbers.

Salceda said that rescue operations include aerial, with the dispatch of helicopters from the Philippine Air Force, and land based, through teams from military, police and Albay Public Safety and Emergency Office or APSEMO that hike the entry trails from Sto. Domingo, Bacacay and Malilipot up to Camp 2 or some 1800 meters above sea level.

Reports have it that five climbers, including foreigners, and a local tour guide are dead while injures a number.

Rescue operation, according to Salceda, will prioritize to pull out the injured that they can be provided immediate medical intervention, then the unscathed and followed by the recovery of the bodies of fatalities.

Mayon volcano produced a small phreatic event that lasted for about 73 seconds around 8:04 this morning spewing gray-to-brown ash cloud that reached about 500 meters above the summit and drifted west-southwest towards the third district of the province.

Ed Laguerta, resident volcanologist of the Philippine Institute of Volcanology and Seismology (Phivolcs), meanwhile explained that a phreatic explosion, a steam-driven one, is caused by the pressure of heat that developed underneath the volcano, causing a steam that pushed ash up and come out as ash cloud.

Laguerta added that it can be likened to a heated pressure cooker.

He explained that a hydro-thermal explosion is stream-driven, which means that the volcano has let out steam that got trapped over time and added that it is a normal process in any volcano.

Mayon last erupted in 2009.

Laguerta said there is a set of detecting equipment available, including a seismograph, which was to be installed yet after election but “was overtaken by event.”

No volcanic earthquake was detected within the past 24-hour observation period, adding that seismic and gas emission parameters remain within background levels and indicate no intensification of volcanic activity.

Phivolcs maintains Alert Level 0 status, which means that no eruption is imminent.

Salceda further said in an advisory that while Mayon volcano remains on "Alert 0", the public is advised to observed extra care and caution in conducting human activities withhin the 6-km permanent danger zone or PDZ. (MAL-PIA5/Albay)



Mayon spews ashes 500 meter high

LEGAZPI CITY, May 7 (PIA) – Albay Provincial Disaster Risk Reduction and Management Council  (PDRRMC) has issued advisory to suspend human activity within and down slopes of Mayon volcano following an ash explosion around 8:04 this morning.

Albay Gov. Joey Salceda said in the same advisory that Phivolcs Director Rene Solidum conveyed to him in a phone call that an ash explosion of at least 500 meters in height occurred but on precautionary warnings since it was essentially steam-driven.

 Salceda said the council is also on the process of verifying still unconfirmed reports that a casualty may have been sustained due to mountaineering, which mostly is conducted without notice or approval, caught surprised by the sudden volcanic behaviour.

Salceda stressed in the same advisory that while Mayon volcano remains on "Alert 0", the public is advised to observed extra care and caution in conducting human activities in the 6-km permanent danger zone or PDZ

“These include the suspension of ATV, trail runs, picnics, among other,” he elaborated.

Salceda furthered that Mayon volcano mountaineering (or volcanoeering) must be subject to prior notification to Provincial Tourism and Cultural Affairs Office or PTCAO and Albay Public Safety and Emergency Management Office or APSEMO of the provincial government as well as to  the Department of Tourism or DOT

Phivolcs (Philippine Institute of Volcanology and Seismology) has yet to issue official bulletin as assessment of the volcanic activity is underway.  (MAL-PIA5/Albay)




Over 1,400 Bikolano youths benefit from cash for training program

LEGAZPI CITY, May 7 (PIA) – A total of 1,466 beneficiaries of the Cash-for-Training Program (C4TP) of the government are now training on skills development undet the Department of Social Welfare and Development (DSWD) and the Technical Education and Skills Development Authority (Tesda) regional offices here. 

Tesda Bicol specialist Aileen A. Lozada said the program has already attained 45 percent accomplishment as of April 18, 2013, for having a total of 1,466 out of the 3,286 targeted beneficiaries throughout the region. 

Lozada said that beneficiaries of this program include the youth aged 18 to 30, who have been assessed as eligible under the expanded Government Internship Program (GIP) of the DSWD, out of school youth (OSY), unemployed youth, and especially the 4Ps beneficiaries in the provinces of Albay, Camarines Norte, Camarines Sur, Catanduanes, Sorsogon and Masbate. 

The program, according ot her, is a joint nationwide project of DSWD and Tesda to train the youths for possible employment in targeted communities and provide requirements that will enable them to practice their trade in gainful occupation. 

DSWD provides financial assistance of P20, 000 pesos per beneficiary, and is in charge with the profiling and identifying of youth beneficiaries while Tesda conducts the actual skills training through its training institutions and partner schools. 

The P20, 000 pesos per beneficiary is allotted for scholarship vouchers, assessment fee, entrepreneurship, allowance, tool kits and training cost. 

The program is implemented in two components, namely, Training for Wage Employment (Trabaho) and Training for Self Employment (Hanapbuhay). 

Under the training for wage employment, qualified beneficiaries will be awarded vouchers that will afford them of free training at the Tesda approved training providers. After graduation, job bridging activities will be pursued to facilitate their entry to employment. 

On the other hand, those who train under the self-employment category has three modes of program delivery which includes onsite training, school-supervised training and NGO partners training. 

Lozada further emphasized that the said program would enable Tesda to contribute in the job creation thrust of the government and most especially to empower and help uplift the lives of the less fortunate Bikolano youths. (MAL/MZEser-OJT-BU/PIA5)


PNoy visits Tinambac, Camarines Sur, lauds town’s tourism potentials

TINAMBAC, Camarines Sur, May 6 (PIA) -- President Benigno Aquino III expressed optimism on this town’s tourism potentials having seen the vast and serene coastline on his way to Don Servillano Platon Memorial National High School, Barangay Sta. Cruz, here. 

The President said that the beaches and coves in Tinambac area are great tourism potentials that can provide livelihood opportunities to the local community especially to the town folks. This, he said can be one of the destinations that would fill up the targeted 56 million foreign tourists being eyed for 2016. 

Aquino was in Tinambac to grace the interfacing with leaders and community here adding on the side his endorsement for LP bets in the 4th District of Camarines Sur, specifically 4th District Congressional candidate Aga Mulach. 

“Isa sa layunin ng pagkakaroon ng mga lokal na pinuno ay upang makasama natin sila na makikisagwan sa iisang direksyon, dahil masasayang lang ang mga programa at proyektong nasimulan natin sa pambansang antas kung hindi naman ito maitatawid sa ating mga komunidad," the President said. 

(One of the objectives of having local leaders is to ensure that they will be with us to sail in one direction. It will be a waste if all the programs and projects that we have started on the national level will not reach its recipients in the countryside.) 

“Malapit ang probinsya ninyo (Camarines Sur) sa akin dahil dito nanggaling ang malapit kong kaibigan na si Secretary Jesse Robredo. Siya ang nagpatunay na walang imposible sa nagkakasararong Pilipino (This place holds a special place in my heart because one of my closest friends, Secretary Jesse Robredo came here. He has proven that everything is possible if all Filipinos are united),” Aquino added. 

President Aquino, addressing some 6,000 local here, also cited his administration’s gains starting off with the continuous implementation of the Pantawid Pamilyang Pilipino Program or 4Ps which is now benefiting 3.9 million households nationwide. In Camarines Sur, this poverty alleviation program of the government has assisted 108, 500 family beneficiaries to augment their daily needs and had given them a chance to make their living condition better. 

In terms of his health program, the President happily announced that under his stewardship, the Department of Health’s (DOH) budget increased by 78 per cent. He equated this to better laboratory equipment and better service to the country’s constituents. 

The need for textbook and chairs shortage, he said was also filled up last year under his administration. The remaining classroom backlog he said, numbering to 66,800 classrooms will also be completed in three years time. 

Aquino also made mention of the 100 kilometer railways for the commuter train service which would convey passengers en route to Naga and Legazpi and vice versa. Once realized, the project will provide an alternative and cheaper transport service to more than 2,200 passengers everyday. 

The President emphasized the significant role of the local leaders in order to accomplish the desired reforms under his administration. He also called on the voters to elect leaders who are capable to lead their constituents in the righteous path. (MAL/LSM-PIA5/Camarines Sur)
