330 villages in Albay hold Barangay Assembly for the first semester of 2013
LEGAZPI CITY, MAy 6 (PIA) -- Three hundred thirty barangays in Albay had held barangay assemblies in the first semester of 2013, based on the Consolidated Monitoring Report on the synchronized barangay assembly released by the Department of the Interior and Local Government (DILG).
The holding of barangay assemblies started last March 30 in pursuant to Proclamation no. 260 which set the proposed date of the assembly to the last Saturday of March.
Elmer Villanueva, DILG officer, said that the said assembly will serve as a venue to discuss matters like the State of Barangay Address (SOBA).
The official added that the SOBA tackles 2012 second semester accomplishments and financial report. The latter includes Itemized Monthly Collections and Disbursement and the Summary of Income and Expenditures. Other topics are updates on 2013 on-going programs and projects which are accordance with Section 397 (b) of the Local Government Code, disaster preparedness, solid waste management, and peace and order situation. DOLE 5 warns on ‘barangayan modus’ on illegal recruitment

LEGAZPI CITY, May 6 (PIA) -- The Department of Labor and Employment (DOLE) in Bicol is closely monitoring the activities of suspected illegal recruiters operating in the rural communities in the region, according to officials of the agency last week.
“We received recent reports of some individuals conducting illegal job recruitment in the barangays,” DOLE Bicol public information officer Raymund Escalante disclosed in an interview conducted by Philippine Information Agency (PIA) Region V.
“We gave the monicker ‘barangayan’ to this kind of modus operandi since the illegal recruiters target the barangays,” Escalante said.
DOLE Bicol did not disclose the exact locations and occurrences of the reported incidents so that the entrapment operations of DOLE and PNP will not be compromised, Escalante said. “However, we are issuing the warning to heighten the awareness of the public so that they will not be victimized,” Escalante said.
The ‘Barangayan modus target barangays especially rural communities due to their vulnerability with their lack of access to information, basic services and employment, Escalante said. “Recruiters who offer very high salaries qualify as suspects,” Escalante said.
Barangay officials must verify if the recruiters are licensed by the Philippine Overseas Employment Administration (POEA) if they are offering overseas employment, while local jobs require local special recruitment permit or Special Recruitment Authority (SRA) from the DOLE or local Public Employment Service Office (PESO), Escalante said.
“We will conduct our regular information drive this June to barangay officials to educate them on how to detect spurious recruitment licenses and permits as part of our advocacy campaign against illegal recruiters,” Escalante said.
Some residents of Daraga town in Albay were victimized last year by an illegal recruiter who dropped off from the bus they are riding on at nearby Ligao town to allegedly pick up more recruits in the vicinity but actually fled together with some amount paid by the victims. 1st Catanduanes kite fest set

VIRAC, Catanduanes, May 6 (PIA) -- The first ever kite festival dubbed “Buradol Festival” in the province is set on May 18 at the Catanduanes Athletic Complex in Virac town.
Buradol is a local term for kite. According to Cross Country Farms and Parks, Inc., one of the organizers of the event, the activity aims to make the province a tourist destination aside from being a gateway for Bicol’s tourism.
Moreover, Atty. Evelyn L. Gutierrez, liaison for events of the said group said that the event aims to bring together local kite flying enthusiasts and celebrate the province’s beauty while competing with one another.
Entries will be judged according to its creativity (15%), craftsmanship (15%), flying and handling (30%), in-flight aesthetic visual appeal (25%), audience impact (10%) and teamwork (5%).
Kites must be handcrafted and not pre-fabricated. Teams must be composed of two members only and participants must be at least 18 years old.
The design must contain unique features and use indigenous and locally-available materials, with the kite able to maintain its shape after flight at various wind speeds.
The kite must likewise launch easily and achieve a good angle of flight at high altitude. It should also show stability in flight even in strong wind and be able to perform stunts.
It must look attractive while flying and contain original artwork, creating an image or shape it seeks to portray.
Enthusiasts who are not joining the contest are also welcome to bring and fly their own kites.

LEGAZPI CITY, May 6 (PIA) -- Citizens are crucial to the pursuit of progress.
Secretary Corazon “Dinky” Juliano-Soliman of the Department of Social Welfare and Development (DSWD) said community-driven development (CDD) approach can operationalize “inclusive growth” with the communities playing key role to effect development.
Soliman, representing the national government, has recently signed the memorandum of agreement (MOA) with Albay Governor Joey Sarte Salceda and the Department of the Interior and Local Government (DILG) Undersecretary Francisco Fernandez for the pilot testing of the enhancement of the Provincial Local Government Unit (PLGU) engagement with Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS).
She cited how the community-driven development (CDD) approach of Kalahi-CIDSS builds up on the Aquino administration’s thrust of “the people as the bosses”.
CDD is a poverty alleviation strategy which gives citizens the power and the responsibility to analyze and address local issues that impede their development through participatory decision-making. It is the principal strategy of Kalahi-CIDSS, one of the projects under the DSWD.
Soliman said that Albay was chosen as one of the two pilot sites for PLGU engagement because its PLGU showed consistent support to the implementation of Kalahi-CIDSS in its constituent municipalities. Furthermore, it has proven its expertise in addressing provincial concerns, including disaster risk management.
While she praised Governor Salceda for his active involvement in Kalahi-CIDSS implementation, she also issued him a challenge.
“You (Salceda) have tried [CDD implementation] in either Kalahi-CIDSS or PODER. Let us try this now at the provincial level.”
PODER, or Poder Y Prosperidad de la Comunidad (Empowerment and Development of Communities) is a project also implemented by the Kalahi-CIDSS with funding support from the Agencia EspaƱola Cooperacion Internacional para el Desarollo (AECID).
It also uses the CDD strategy utilized by Kalahi-CIDSS. It is implemented in the Bicol region, Region III, and CARAGA.
The pilot testing is expected to provide insights on the roles of the PLGU in the implementation of CDD. The information will be used to identify the engagement of the PLGU in the National Community-Driven Development Program (NCDDP), the scaling up of Kalahi-CIDSS.
For his part, Governor Salceda welcomed Secretary Soliman’s challenge, saying that he believes in the systems employed by Kalahi-CIDSS, particularly in its thrust of empowering people.
“Ang CDD ang paraan sa pag-solve ng poverty, at ang magsasagot ay ang tao mismo [CDD provides the means to solve poverty, and the ones who will solve poverty are the people themselves].”
He also cited the Kalahi-CIDSS’ system of going directly to the people to ask for their feedback. “I always insist that we follow the format of the Kalahi-CIDSS’ voice and vote,” he said.
He added that it is his desire for everyone to become involved in the development process.
“It has been my dream for the barangay residents to go to their barangay captains and say, ‘This is the project that we need’. The barangay captain will then tell his mayor, and then his mayor will go to the governor. In this sense, democracy becomes equality, where the budgetary buttons of the government will be dictated by the people,” he explained.
