BIR reminds business owners to renew receipts before June 30

VIRAC, Catanduanes, Feb. 14 (PIA) -- The Bureau of Internal Revenue (BIR) here reminded business establishment owners to renew their business receipts on or before June 30.

Virac Revenue District Officer Ma. Teresa Noemi Pizon said the renewal of official receipts, sales invoices, delivery receipts, charge invoices and other receipts is pursuant to a circular issued by BIR stating that all existing official receipts, sales invoices and other commercial receipts of business establishments in the country would be valid only until June 30.

"Accordingly, business establishments in the province must have new receipts printed prior to the June 30 deadline, with the previous receipts to be turned over to the local revenue district office," Pizon explained.

Pizon said Revenue Regulation 18-2012, which became effective last January 18, aims to prevent fraud.

With the main objective of properly implementing and monitoring compliance of printers in securing the authority to print (ATP) for its clients and printing of receipts, RR 18-2012 also provides for an online system for the accreditation of printers and the online processing of ATPs, as well as the online submission of printer’s periodic reports with the capability to match and process data and generate discrepancy report of dubious entries.

Pizon said the new regulation mandates local printers to have printing machines capable of generating security/special markings or features, samples of which have to be submitted to the BIR. An on-site inspection will be conducted by the BIR’s Regional Monitoring and Accreditation Board to evaluate the accreditation of printers, specifically their printing machines.

The printer will not require a minimum number of booklets for the printing of the principal and supplementary receipts of its client. This means the customer can order just a booklet of receipts at a reasonable cost to be determined by the printer. A taxpayer can also file a petition for revocation of the printer’s accreditation.

A certificate of accreditation will also be subject for revocation on the following grounds: if the certificate has been tampered; misrepresentation in the printer’s sworn statement; valid “stop filer” cases against the printer for the last three months of operation; unsettled delinquent accounts for the last three months of operation; requiring a minimum number of booklets from the client; failure to submit reports and printing of spurious fake receipts.

The license of local printers who applied and qualified for ATP will be valid for five years. (MAL/EAB-PIA5/Catanduanes)


Comelec reshuffles personnel in Bicol

NAGA CITY, Feb 14 (PIA) – To ensure that it will remain neutral in the conduct of its duties, the Commission on Elections has reshuffled its officers in Bicol.

“This reshuffling scheme is a directive coming from the Comelec Central office and is being implemented all over the country,” Comelec Camarines Sur Spokesman Alex Marpuri said. “This will help us in holding honest and fair elections.”

Atty. Alberto T. Cañarte lll was designated the Provincial Election Supervisor (PES) of Camarines Sur on February 8.

Cañarte, the PES of Masbate, will take the post of Atty. Noriel Badiola who is now assigned as Assistant Regional Director of the Comelec Regional Office here in Bicol.

Marpuri also said that they are now in the process of scheduling candidate’s forum here in the province so that political aspirants can present their platforms of government to voters. During the forum, Comelec will also discuss provisions of the Fair Elections Act.

The Comelec has also formed a Speaker’s bureau for its voters education campaign. Comelec personnel will be assigned to each of the 5 districts of Camarines Sur to serve as focal persons.

The following Comelec personnel will man their respective areas of responsibilities: Election Officers Mitos Bustamante (Libmanan) for Districts 1 and 2, Alexander Marpuri (Calabanga); Evelyn Pelagio (Nabua) and Atty. Fatima O. Gados (Pili) for the 3rd District ; Alex R. Escape (Lagonoy) and Imelda C. Añonuevo (San Jose) for the 4th Distrcit and Jaime L. Pantorgo (Buhi), Nolito F. Manugo (Bato) and Atty.
