COMELEC, PNP all set to enforce gun ban

VIRAC, Catanduanes, Jan 8 (PIA) -- The Commission on Elections (COMELEC) and the Philippine National Police (PNP) here are all set for the enforcement of the gun ban policy starting January 13 in preparation for the upcoming midterm elections.
COMELEC Resolution 9561-A states that bearing, carrying and transporting firearms and other deadly weapons are prohibited unless authorized in writing by the commission.
Deadly weapons such as bladed instruments, hand grenades or other explosives except pyrotechnics will also be prohibited.
The PNP Provincial Office will set up checkpoints in different areas of the eleven towns of Catanduanes to ensure the proper enforcement of the ban.
Permits to carry firearms outside residence issued by PNP to civilian gun holders are suspended from Jan. 13 to June 12 under the ban. Only law enforcers who are in uniform and on duty will be allowed to carry firearms outside their residences.
PNP will also suspend the issuance, processing, approval and release of firearms licenses during the same period, except for the renewal of existing licenses.
The gun ban aims to protect candidates, voters as well as COMELEC officials and the public. Violators shall be apprehended as stipulated by law. (MAL/EAB/PIA5 Catanduanes)
4 towns fight rodent infestation in Camarines Sur

PILI, Camarines Sur, Jan. 8 (PIA) -- At least four towns in Camarines Sur are battling rat infestation against rodents who come in groups and consume palay in several rice lands in the province.
In Minalabac, some 520 ha of the total 6,544 ha rice plantations are already affected by rat infestation, including barangays Irayang Sulong, Antipolo, Bagongbong, Timbang, Baliuag Nuevo, Hobo, Catanusan, Baliuag Viejo and San Jose.
Minalabac Municipal Agriculturist Delia Sabas said Mayor Leovegildo Basmayor Jr. has already approved the release of P100,000 to fund measures to eradicate the rodents destroying crops.
“Mayor Basmayor wants this menace out before it can consume most of the palay in the affected barangays. The campaign also calls on the cooperation not just of the farmers, but also of the members of the community, to help us in getting rid of these pests attacking the farm areas,” Sabas said in an interview.
The fund which will be used for rat infestation control will also be used under the Cash for Work scheme. A buying center will be established where farmers can sold their captured rats. One kilo is equivalent to P50. Residents who want to help in this campaign will also be paid for every kilo of rat that they can produce.
“That data was collated last December, the third month after the rats started attacking the palay areas last October. We are expecting that the number to increase, that is why we are doing everything to protect the upland rice areas from the attack by instigating control measures,” Sabas added.
Aside from the buying center which is under the supervision of an agricultural technologist, the municipal agriculture office had been using zinc phosphide, a rodenticide to lessen, if not totally eliminate, the rats in the fields.
Other affected areas affected by the rat infestation include the municipality of Magarao where barangays San Isidro, Bell, Sto. Tomas, Sta. Lucia and Sta. Rosa have reported cases. Some 21 farmers were initially affected by the rodent attack which has damaged mostly palay in their tillering and heading stage. Some are already flowering and on the early panicker initiation.
The municipality of San Jose also has a reported case of rat infestation affecting 2.35 ha while Bato has 10.20 ha affected by the rat influx.
The Department of Agriculture Regional Office here through Dr. Evangeline C. Dela Trinidad, Regional Crop Protection Center (RCPC) agricultural center chief III said they will validate the reported cases.
The regional office has initially distributed rodenticides, continuously monitored the rodent infestation to find ways to contain them and conducted field works for validation of damages and damage appraisal. (MAL/LSM-PIA5/Camarines Sur)
PCSO to open satellite office in Catanduanes

VIRAC, Catanduanes, Jan 8 (PIA) -- The Sangguniang Panlalawigan (SP) of Catanduanes has recently approved a resolution establishing a Philippine Charity Sweepstakes Office’s (PCSO) satellite office in the province.
PCSO has been identified by the government as one of its key agencies in achieving development by realizing critical infrastructure and development projects at the provincial level.
The resolution authorized Governor Joseph C. Cua to sign the Memorandum of Agreement (MOA) between the Provincial Government of Catanduanes and PCSO.
Under the MOA, the satellite office shall be put up inside the capitol compound as specified in the attached floor plan of the proposed project.
Furthermore, the PCSO satellite office shall have fiscal autonomy separate and distinct from the Provincial Local Government Unit of Catanduanes for the entire duration of the MOA.
The MOA shall be binding for a period of ten (10) years and may be validly renewed subject to the approval of both parties at least one (1) year before the expiration of the agreement.(MAL/EAB/PIA5 Catanduanes)
PCG, rescuers save 62 passengers from MB Sirakan

SORSOGON CITY, Jan 8 (PIA) -- The Philippine Coast Guard in Pilar with the local Search and Rescue Team had successfully rescued the 62 passengers onboard the MB Sirakan 2 off the coast of Sorsogon yesterday.
MB Sirakan 2 was bound for Aroroy Port in Masbate when it encountered an engine trouble an hour after it departed Pilar Port.
The Philippine Coast Guard (PCG) District Sorsogon said that on Jan 7, 2013 at 7:30 a.m. CG Detachment in Pilar received a cellphone call from a certain Nelly Serrano. Serrano said that MB Sirakan 2 suffered engine trouble at the vicinity of waters off approximately five nautical miles from Brgy. San Antonio (Sapa), Pilar, Sorsogon, and it needs immediate assistance.
Without delay, CG Pilar coordinated with Pilar-LGU. PCG Asst. Petty Officer PO3 Arvin Flor, in-charge of CG Detachment Pilar, and CG K9 personnel SN1 Elwin Bongalos, together with two LGU-Pilar personnel, went onboard the LGU-Pilar speedboat to rescue the passengers of the stricken ship.
After an hour of rescue efforts, all passengers were successfully transferred to MB Sirakan 3 and returned home safely. The stricken MB Sirakan 2 vessel was successfully towed to Aroroy, Masbate.
Boat Captain Carlito Dino said they left Pilar port at 5:30 a.m. and has experienced engine trouble and ultimately the vessel’s engine stopped at about 7a.m.
Passengers were provided by the rescuers with food and water to temporarily relieve their thirst and hunger having been stranded at sea for more than three hours.
MB Sirakan 2, a 21.33 GT/14.50NT vessel, has a 130 pax capacity. The said vessel is owned and operated by Elpidio V. Valencia with business address at Brgy. Cabda, Tugbu, Masbate City.

Naga City welcomes new police chief

NAGA CITY, Jan. 8 (PIA) -- Police Senior Supt. AbdulKadil M. Guialani now takes the lead as officer-in-charge of the Naga City Police Office following the turnover ceremony held at the police headquarters here Friday.
This after Mayor John Bongat visited the Philippine National Police (PNP) headquarters in Camp Crame in Quezon City to handpick a replacement for Police Senior Supt. Antonio Gardiola Jr. who was officer-in-charge and now given a new assignment at the PNP regional office at Camp Simeon Ola in Legazpi City.
Gardiola, a native of Naga City, has since assumed the post as officer-in-charge in August 2011.
The PNP regional office sent qualified police city directors for Naga City and presented them to Sangguniang Panlungsod (SP) members for Bongat and the SP members’ approval but nobody among the contenders got the nod of the chief executive and its officials.
Bongat’s visit in Camp Crame ended the search.
The ceremony was officiated by Police Senior Supt. Pancho Adelberto M. Hubilla, acting deputy regional director for administration of PNP 5.
In an interview with members of the local media, Guialani assured the public that his being a Muslim will not hamper his role to enforce the law, more so to prevent crimes and ensure public safety.
“As a police officer, I have specific roles to implement-maintain peace and order, protect lives and properties, provide internal security and see to it that our top priority is to ensure the safety of the members of the community. I will strictly adhere to what the law says and my being a Muslim is not an issue for me to attain those mandates,” Guialani stated.
Guialani added that he will continue Gardiola’s campaign, specifically the consistent implementation of the Police Patrol System within the probable crime areas in the city, decrease the cases involving the riding-in-tandem robbery hold-up groups and to run after drug pushers whose trade still proliferates in the city outskirts.
“I have strong faith that Supt. Guialani will do his utmost obligation as OIC Chief of Naga City. I instructed him that gambling and drugs have no place here and that means he has to work on these areas and give Naga a drug-free community. In 2012, the crime volume in Naga City decreased by 20 percent, hopefully it will be sustained under his stewardship,” Bongat said.

NSO Cam Sur to hire workers for Agri, Fishery Census

NAGA CITY, Jan 8 (PIA) -- The National Statistics Office (NSO) provincial office in Camarines Sur Office has announced the hiring of enumerators for the 2012 Agriculture and Fisheries Census.
Clemente Manaog, NSO Camarines Sur Provincial Statistics Officer, said that the agency needs at least 1,786 enumerators for the survey that intends to create a database that will be used for national and other local agency’s development planning on agriculture and fisheries.
Manaog explained that applicants must be a college graduate or have completed at least 2nd year college, not more than 40 years old, physically fit and with good moral character, must be able to speak the local dialect, can write legibly, preferably in printed capital, and is willing to be assigned within the province when necessary.
Candidates for the post should have the ability to deal with the public tactfully and must be willing to work during Saturdays, Sundays, holidays and beyond 5 p.m., if necessary.
Manaog said that it is important that applicants possess tact and patience when conducting the survey for them to get the accurate information.
Deadline for submission of entries is on January 21. Interested applicants can send their application to Manaog at the NSO Camarines Sur Provincial Office, 2nd Floor MMCN Building, Panganiban Drive, Naga City.
Documents that are needed to be submitted include application letter, personal data sheet (PDS), resume with recent picture and copy of the Transcript of Records or diploma.
“Enumerators will visit each household where they are going to ask the respondents about agricultural and fishery data. This information should be taken correctly for us to give a clear and concise picture of the agricultural and fishery sector,” Manaog explained.
The agricultural information, she added, will be made available and can be accessed by the government stakeholders for their own utilization.

Afternoon classes from pre-school to high school suspended in Albay due to heavy rains

LEGAZPI CITY, Jan. 8 (PIA) -- Classes in the afternoon from pre-school up to high school in both public and privates schools in Albay are suspended today due to heavy rainfall since this morning.
Albay Gov. Joey Salceda, also chair of the provincial disaster risk reduction and management council (PDRRMC), has directed all concerned school administrators in an advisory before lunch time today to suspend classes in pre-school to high school in the wake of heavy rains since early morning and the outlook for an increased volume of rainfall this afternoon until evening.
Salceda said such conditions could pose a risk to public health and safety, especially to children, who are most vulnerable to the implications of this weather condition, adding that they may encounter difficulties in going home after classes.
In the same advisory, students are directed not to return to school after their lunch break as afternoon and evening classes are suspended and to immediately proceed home.
The advisory furthered that classes are to resume automatically tomorrow unless a new advisory is issued before 5:30 a.m.
Data from the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) show that the rainfall intensity today became very heavy at 10.55 mm from 10 to 11 a.m. but was light between 7 to 10 a.m. at 3.1 mm.
PAGASA outlook, satellite imaging and other precipitation models also show that the rainy condition may continue until this evening, however, weather is expected to improve tomorrow. (MAL-PIA5/Albay)
