CHIEF JUSTICE PUNO TO LAUNCH JOW IN LEGAZPI CITY

LEGAZPI CITY – Chief Justice Reynato S. Puno will lead court officials in bringing the Justice on Wheels (JOW) mobile court to this city to hear cases of detainees on Saturday (June 13) at the Albay Provincial Jail here, Executive Judge Edgar L. Armes disclosed yesterday.

Armes said that the Puno will arrive on Friday and immediately hold an interfacing with local media at the conference room of the Air Transportation Office (ATO).

He said that the Chief Justice will also lead on the same day the inauguration of the newly constructed building of the Integrated Bar of the Philippines (IBP) Albay chapter, headed by its new president, Atty. Marylou Duka-Castillo.

On Saturday, Puno will launch the JOW program inside the Provincial Jail compound where Regional and Municipal Trial Court judges will hold hearing inside the two salas on the JOW bus on long pending cases in the presence of the accused detainees as part of the “Enhanced Justice on Wheels and Increasing Access to Justice by the Poor Program” of the Supreme Court.

The mobile court provides a venue for easy access on the justice system especially among the poor who have been detained without their cases being heard for a long time.

Armes said that all inmates of the provincial and city jails will also benefit from a medical and dental mission side by side with the mobile court hearings and free legal consultations.

The Chief Justice will also meet and have a dialogue with court officials and IBP members as part of his itinerary.

During his visit to this city, Puno will be accompanied by Supreme Court Associate Justice Consuelo Ynares-Santiago, JOW committee project chair.

SEC. ANDAYA TO LEAD 111TH INDEPENDENCE DAY AND 50th LEGAZPI CITY CHARTER DAY

LEGAZPI CITY – Department of Budget and Management Secretary Roland G. Andaya will be the guest of honor and keynote speaker during the twin celebration of the 111th Independence Day and the 50th Legazpi City Charter Day on Friday, June 12, here.

With the theme “Kagitingan, Kagalingan, at Kasipagan: Tungo sa Tunay na Kalayan”, the celebration will commence with a Thanksgiving Mass at the St. Gregory the Great Cathedral to be officiated by Rt. Rev. Msgr. Ramon C. Tronqued, vicar general and pastor of the Diocese of Legazpi.

After the Eucharistic celebration, Sec. Andaya, to be assisted by Albay Governor Joey Sarte Salceda and Legazpi City Mayor Noel Rosal, will lead the Flag Raising ceremonies at the Peñaranda Park.

Sec. Andaya will then deliver his message to be followed by the singing of the Albay Hymn and releasing of doves and balloons.

Following the short program, the Wreath-Laying ceremonies will be held at the Miguel de Legazpi bust inside the City Hall compound. (EDLeon, PIA V)


BICOL ALL SET FOR MEGA JOBS AND LIVELIHOOD FAIR ON FREEDOM DAY

LEGAZPI CITY- A total of 28 local employers and 17 overseas employers will participate during the Mega Jobs and Livelihood Fair at the Albay Astrodome here on Friday (June 12), in time for the 111th Philippine Independence Day celebration.

Ernesto Bihis, Department of Labor and Employment (DOLE) regional director, said that thousands of overseas and local jobs openings are up for grabs for qualified applicants during the Mega Job and Livelihood Fair.

He said that more than 3,000 jobseekers have already pre-registered in different Public Employment Services Offices (PESO) across Bicol region for the job fair and DOLE expects more to come on Friday.

Bihis said that some 13 exhibitors will also participate in the livelihood component of the June 12th activities, wherein 10 of the exhibitors are DOLE-DTI-assisted projects while 2 are DSWD-assisted and 1exhibitor is a DENR-assisted project.

DBM secretary Rolando G. Andaya will be the guest of honor during the day long activities which will also include awarding of employment contracts to qualified job applicants, Livelihood assistance, Grants and scholarship vouchers.

An on-the-spot painting contest for elementary and high school students will also be part of the activities for the day.

The DOLE regional director advised applicants to bring along their detailed resume, certificate of employment, if any, transcript of records, passport (for overseas employment) and other credentials. (EDLeon, PIA V)

10 KALAHI PROJECTS COMPLETED IN JUBAN TOWN

JUBAN, Sorsogon — One of the notable factors that contributes to the success of a project is when beneficiaries themselves unite and readily lend a helping hand in its implementation.

Such was the case of the Kapit-Bisig Laban sa Kahirapan: Comprehensive and Integrated Delivery of Social Services-Kapangyarihan at Kaunlaran sa Barangay (KALAHI-CIDSS: KKB) projects here.

“The Juban experience has manifested an exemplary practice for poverty reduction in Bicol having completed the KALAHI-CIDSS projects on time,” Regional Director Remia T. Tapispisan of DSWD Bicol averred during the inauguration, blessing and turn-over ceremonies in barangay South Poblacion here.

Tapispisan recounted the overwhelming success in the implementation of 10 KALAHI-CIDSS projects in the said town, all inaugurated last month.

The newly completed projects amounting to some P10.3 million include two-classroom school buildings in barangays Binanuahan, Sablayan, Guruyan and North Poblacion; Day-Care Centers in Calmayon, Caruhayan and South Poblacion; completion of the Barangay Health Station in Sipaya-Calateo; concreting of pathway in Catanusan and improvement of farm-to-market road in Beriran.

The project cost has been sourced out from KALAHI-CIDSS grant, amounting to P7.6 million, while the local counterpart costs some P2.6 million.

Local government counterparts included funds from the municipal and barangay governments, combined with the villagers’ participation in terms of manpower, operation and maintenance of the project.

“At last we have now our day care center! Our kids used to attend classes in our barangay hall… Thanks to KALAHI1” exclaimed Sylvia G. Hina, a resident of barangay South Poblacion.

In her message, Tapispisan lauded the efforts of the community and the municipal and barangay officials for achieving such notable feat..

She stressed that the completion of the day care centers will provide a better environment for the children where they can play, work and learn together.”

“It really feels good to learn that through the mechanism of KALAHI-CIDSS, we became more confident. The very process of identifying our needs and coming together to realize our dreams epitomized KALAHI-CIDSS,” said Punong Barangay Elvira Olondriz of South Poblacion.

Tapispisan, meanwhile, is confident that the people of Juban town will continue to pursue the goals of the KALAHI-CIDSS in reducing poverty, improving governance and empowering local communities. (CLMartinez, KCRSMO-DSWD/PIA)


COMMUNICATION TASK FORCE FOR CPC 6 ORGANIZED

DAET, Camarines Norte — The Camarines Norte Provincial Communication Task Force has been re-organized recently by virtue of Executive Order No. 2009-13 issued by Gov. Jesus Typoco, Jr. in line with the Sixth Country Program for Children (CPC 6).

The EO states “the communication task force will be responsible in the planning, implementation and coordination of all communication programs and activities of the CPC 6.”

CPC 6 is being implemented by the Provincial Government, in cooperation with the different national government line agencies, non-government organizations and is funded by the United Nations Children’s Fund (UNICEF) since 2005.

It aims to strengthen the implementation of the Convention on the Rights of the Child (CRC), through the Child-Friendly Movement (CFM), and reduce the disparity of program key indicators and sustain the gains made in CPC 5.

Madonna A. Abular, Camarines Norte provincial planning and development officer, said that the communication sector goal for 2009 is for the rights of children to be better taken into account and increasingly realized as a CRC-complaint legal framework.

“We need to ensure that the CFM practices are recognized by more stakeholders, media becomes more child-friendly and local decision makers offer more evidence-based responses to problems facing children,” she explained.
