DOLE-RCC "Ulat sa Bicol"

LEGAZPI CITY, Feb 6 (PIA) -- The regional directors of eleven government agencies region comprising the Bicol Regional Coordinating Council (RCC) headed by the Department of Labor and Development (DOLE) report their accomplishments for year 2014 in the DOLE-RCC “Ulat sa Bicol” held yesterday afternoon at the AVP Function Hall here.  Among the highlights in the reports are intensified employment and training programs which increased employment rate by 1.3% or 35,611 new jobs and decreased underemployment rate by 7.3%. Nearly 15,000 Bicolanos also benefitted from P137 million total livelihood funds allocated for 2014. (Sally A. Altea – PIA5/Albay) 

DSWD Bicol readies for another special validation

LEGAZPI CITY, February 6 (PIA) - The DSWD Field Office V through the National Household Targeting System for Poverty Reduction (NHTS-PR) now known as Listahanan is set to conduct another special validation to some 5,180 households next week.

The special validation will target families not included in the Listahanan database for inclusion in the Pantawid Pamilya Pilipino Program. This will cover 56 municipalities in the 6 provinces of Bicol region.

Pantawid Pamilya Plipino Program is a human development program that invests in the health and education of poor households.It provides cash grants to beneficiaries provided that they comply with the set of conditions required by the program.

According to DSWD Regional Director Arnel Garcia, the identification of the families was based on the received grievances of the Grievance Redress Division (GRD) of Pantawid Pamilya related to the inclusion/exclusion errors.

The Pantawid Pamilya Grievance Redress System (GRS) is a mechanism to facilitate due process in resolving grievances and complaints of beneficiary households and citizens at large.

“Inclusion error refers to error when a non-poor household was classified as poor. Meanwhile an exclusion error is when a true poor household was classified as non-poor” Garcia explained.

Validation is one of the mechanisms employed by Listahanan to minimize the inclusion/exclusion errors.

Listahanan is an information MANAGEMENT system that aims to establish a database of poor households that will become beneficiaries of social protection programs.   (AAN/JJP-PIA5/CB-DSWD5)

DepEd Bicol warns teacher-applicants against extortionists

LEGAZPI CITY, February 6 (PIA) - The Department of Education Regional Office V (DepEd RO V) warns the public especially teacher-applicants to be cautious of people offering and promising teaching positions in exchange for money.

Director Ramon Fiel Abcede said the department did not authorize anybody to peddle teaching positions or any other position in any division in Bicol.

He issued the advice after the National Bureau of Investigation (NBI) arrested in an entrapment operation last January 28, 2015 in Tabaco City a man who offered a teacher-applicant a permanent teaching position if she pays an initial fee of P5,000.

The suspect allegedly assured the female teacher-applicant of a permanent position at DepEd Tabaco City Division saying that he had successfully facilitated with the office the documents of numerous applicants and are now employed at various DepEd divisions in the region.

Good thing the female applicant entertained doubts and, together with another teacher-applicant who was also offered the same scheme, inquired with the office about the offer and was told by Director Abcede and Administrative Officer Jose Bonto that it was bogus and illegal.

Director Abcede then requested the National Bureau of Investigation (NBI) to conduct an investigation which led to the arrest of the suspect.

Abcede reiterated that teacher-applicants should not deal with persons other than the members of the screening committee of the school where they submitted their application for a teaching position and the division selection committee who will finalize the ranking of all teacher-applicants.

Further, he said that recruitment and hiring of new teachers follow the set of guidelines stipulated in DepEd Order No. 14, s. 2014 which do not directly involve the director, the regional office, and its personnel. (AAN/JJJP-PIA5/DepEd)

PSA celebrates Civil Registration Month

VIRAC, Catanduanes, Feb, 06 (PIA) - To create awareness on the importance of civil REGISTRATION, the Philippine Statistical Authority (PSA) is celebrating the Civil REGISTRATION Month this February 2015 with the theme, “Sama ka sa CRVS groupie.”

According to Maria Dulce C. Padayao, statistician II/caretaker, PSA Catanduanes provincial office, the 11 Municipal Civil Registrar’s Office (OMCR) of the province prepared several activities in line with the celebration like display of streamer, one day free issuances of civil registers, assist in mass wedding, and conduct of mobile REGISTRATION and information dissemination to selected groups, associations, and barangay constrituents.

The celebration is pursuant to proclamation No. 682 “Declaring the Month of February of every year as Civil REGISTRATION Month”  which was signed by former President Corazon C. Aquino on January 28,1991.

The observance of Civil REGISTRATION Month aims to remind the citizenry of their duty to register acts and events concerning the status of persons, enhance nationwide awareness and appreciation of the legal, administrative and statistical values of civil registry documents and underscore the necessity for Congress to provide adequate funds for enforcement and administration of laws on civil registration.

The system of civil registration was established in the Philippines on the 27th of February 1931 through the enactment of Commonwealth Act 3753, “An act to Establish a Civil Register”, It requires the continuous and compulsory recording of births, deaths, marriages and other acts and events concerning the civil status of persons.  The civil status of a person starts at birth and ends at death.  (AAN/EAB, PIA-5/ Catanduanes)

Napolcom Bicol to hasten process of death claims for Bicolano PNP SAF

LEGAZPI CITY, February 3 (PIA) – The National Police Commission (Napolcom) Bicol Regional Office here assures the family of slain Police Senior Inspector Max Jim R. Tria of their full assistance and support to hasten the death benefit claims as Bicolanos join the entire nation in mourning for the so-called “Fallen 44” of the Philippine National Police (PNP) Special Action Force (SAF) who met their tragic fate in Masasapano, Maguindanao recently.

Tria hails from Catanduanes province and a graduate of Philippine National Police Academy in 2009.

“We will extend assistance to the Tria family on their claims in preparing the documentary requirements to hasten the claims process,” Napolcom Bicol Information Officer Ricardo Fontanilla said today in an interview during the “Aramon Ta Daw (Let Us Know)” radio program of the Philippine Information Agency (PIA) Bicol.

Fontanilla disclosed the death benefits of PNP beneficiaries include the following: gratuity equivalent to the deceased PNP member’s one year basic salary, burial expenses equivalent to three month’s basic salary of the deceased, monthly pension equivalent to eighty percent of the deceased’s basic salary for a period of five years from the date of death.

“We will also grant scholarship to the children of the deceased,” Fontanilla added.

Further, if a qualified family member opts to join the ranks of the PNP, he or she can be accommodated under the attrition law, Fontanilla said.

Earlier, the government already released P250,000 financial support for each family of the 44 slain PNP troopers and assured educational support for the children or siblings of the deceased, together with livelihood assistance and jobs for the widows and family members, housing assistance and medical assistance to sick relatives.

According to Fontanilla, the death claims will be awarded to the surviving spouse or, if there is none, the surviving legitimate or legally adopted children, or if single to parents.

In the absence of the surviving spouse and dependent legitimate children, the non-dependent legitimate children together with illegitimate children, if any, or if there is none, the surviving parents or in their absence, surviving brothers and sisters of the fallen trooper. (AAN/JJP-PIA5)
