LEGAZPI CITY, August 2 (PIA) – The registration period for the October 2016 Barangay and ‘Katipunan ng Kabataan’ (KK) elections has drawn to a close last Saturday in the province of Albay, garnering a grand total of 52, 192 applications for registration, reactivations, and correction of entries.
The said registration period, intended as a preparation for this year’s Barangay and KK elections on October 31, spanned for 15 days from July 15 to July 30. During the said time period, officers and staff of the Commission on Elections’ (Comelec) city and municipality election offices in all eighteen city/municipalities in Albay worked vigorously in receiving and processing the applications, even on Saturdays and Sundays.
According to the data from the Comelec Albay provincial office, the said registration period in the province has accumulated 36,790 new registrations for the KK elections (for 15 to 17 year old voters), 12,603 registrations for the regular elections (for voters 18 years old and upwards), 2,068 reactivations, 180 ‘change of name’ (CON), 150 ‘correction of entries’ (COE), and 401 ‘reactivations with change or corrections’.
During the 15–day registration, no application for transfer of voting registration was done in accordance to the orders of COMELEC’s head office. As per COMELEC, this is mainly for the elimination of the “hakot” scheme in which a candidate packs their barangay’s voters’ list with relatives and friends for ensured votes.
The first legislative district of Albay has accounted for a total of 14,571 applications, with a breakdown of 10,633 KK registrations, 3,205 regular election registrations, 564 reactivations, 89 reactivations with corrections, 36 CONs and 44 COEs.
On the other hand, the second legislative district of the province has given a total of 14,942 applications, composed of 10,406 KK registrations, 3,740 regular election registrations, 558 reactivations, 119 reactivations with corrections, 57 CONs, and 44 COEs.
Majority of the given grand total came from the third legislative district of Albay with 22,697. These include 15,751 KK registrations, 5,658 regular election registrations, 946 reactivations, 87 CONs, 62 COE, and 193 reactivations with corrections.
So far, Comelec Albay said that everything is going smoothly as planned in preparation for the upcoming election. The application they have gathered is scheduled to be processed and will undergo hearings of the Electoral Registration Board as scheduled.
Next for Comelec Albay is the filing of the Certificates of Candidacy on October 3 to 5 and the election’s campaign period from October 21 to 30. (MAL/JBE-PIA5)
